• 2017年1月,卸任组织处长后,立刻火线提拔为北京市公安局西城分局局长、党委书记(西城区是中南海所在地,西城分局长历来是中南海政治安全的最核心);
• 2019年7月,升任北京市公安局副局长、党委委员;
• 王岐山作为朱镕基的金融得意门生,曾长期代其掌管金融与纪检大权;

Wang Xiaohong was investigated by Li Xi, who wrote an article in the People's Daily. The relationship between Liu Guozhou and Li Xinglong. Zhu Rongji's personal promotion of Sun Yongfu, and the China Railway 14th Bureau, the family of Peng Shugui and Peng Liyuan.
Hello everyone,
Foreword · The Black Box of History and a Penetrated Ledger of Power
Within China's authoritarian system, no storm is without warning, and no high-ranking official's sudden downfall is solely due to a single financial violation. When the black box of history is ruthlessly pierced by the investigating authorities through penetrating financial audits, the vast network of vested interests intertwined over the past 30 years among large infrastructure state-owned enterprises, ministries, local planning and natural resources systems, and powerful political and legal departments (the "knife handle") is revealed in the coldest, most precise numerical ledger. What goes around comes around. When Xi Jinping's powerful figure falls, his cronies will also suffer.
On November 4, 2026, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission published a brief yet weighty official announcement: Li Xinglong, a member of the Standing Committee of the Party Committee of China Railway Construction Corporation (CRCC), was under investigation for suspected serious violations of discipline and law by the disciplinary inspection and supervision team of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the State-owned Assets Supervision and Administration Commission of the State Council.
Just five days earlier (October 30), the listed company CRCC suddenly issued a board announcement stating that Li Xinglong had resigned from his position as vice president of the company for "personal reasons." This pattern of resignation followed by official announcement—a highly typical tactic in the complex anti-corruption campaign—always signifies that the investigating authorities have thoroughly secured the core, underlying evidence and entered the final stage of the crackdown and sentencing.
Li Xinglong was not an ordinary state-owned enterprise bureaucrat. This "young and promising" executive, born in 1974, graduated from Shijiazhuang Railway Institute with a major in management engineering. His first job at the age of 23 was as a cost manager at the development company of CRCC Group. Anyone with experience in large-scale infrastructure and real estate knows the value of this position: bidding, contract awarding, quantity surveying, material settlement—the cost manager is responsible for transforming a building of tens of thousands of square meters from blueprints into reality, and for every single outflow of funds, the initial accounting and signing authority rests with them.
This "actuary," who started from the very bottom at the financial checkpoint, rode the golden wave of China's real estate and high-speed rail infrastructure boom for the next two decades. He moved from Beijing to Chengdu, developing the Southwest market from scratch, and single-handedly created China Railway Construction Real Estate's proud high-end, improved-quality brand—the "Xi Pai Series."
The name of his real estate company clearly indicates
"Xi Pai Series," a homophone for Xi Jinping's faction.
And in 2022 and 2023, when the industry was peaking and declining, his extreme confidence in cost limits propelled him to lead a land acquisition frenzy involving nearly 80 billion RMB, pushing China Railway Construction Real Estate into the top ten land acquirers in China. Until July 2024, Li Xinglong was promoted amidst applause for his "counter-cyclical expansion and sales championship," officially becoming a member of the Standing Committee of the Party Committee and Vice President of China Railway Construction Corporation Limited, entering the highest decision-making level of this mega-corporation.
However, why was this "godfather of CRCC Real Estate," who understood cost control better than any real estate executive and could accurately recover funds even during an industry downturn, suddenly singled out just two years after his promotion, at the end of 2026? The secret lies in the eight characters at the end of the announcement: "Disciplinary Inspection and Supervision Group stationed at the State-owned Assets Supervision and Administration Commission." This is by no means a simple cyclical trial; it is Hu Jintao using Li Xinglong as a core entry point to ultimately dismantle the power network hidden behind the curtain of "central enterprise investment" for the past 30 years, directly connecting to the highest political and financial centers in Beijing.
Behind this grand scheme stands another name: Liu Guozhou.
In the public consciousness, Liu Guozhou is a law enforcement official—he served as Director of the Organization Department of the Political Department of the Beijing Municipal Public Security Bureau, Director of the Xicheng Branch, and Deputy Director of the Municipal Bureau. He was then transferred to Shenzhen as Vice Mayor and Director of the Municipal Public Security Bureau, eventually rising to Vice Governor of Guangdong Province and Director of the Provincial Public Security Department, becoming a powerful figure controlling the "knife handle" of the southern gateway of China, and Wang Xiaohong's most capable "personnel manager" under the Beijing Municipal Public Security Bureau.
However, few people notice a particularly unique and secretive part of Liu Guozhou's resume: from June 2010 to May 2013, Liu Guozhou served as Deputy Director of the Beijing Municipal Public Security Bureau's Railway Construction Public Security Bureau.
The "Railway Construction Public Security Bureau" was a very special historical product in terms of its system. Before its separation from government control, it was essentially an "enterprise police" or "factory and mine police" within the China Railway Construction Corporation. Liu Guozhou was transferred to the bureau as deputy director in 2010, ostensibly to promote the localization reform of the bureau's integration into the Beijing Municipal Public Security Bureau. In reality, however, this deeply intertwined the interests of local law enforcement and political forces with the massive capital of China Railway Construction Corporation (CRCC). At that time, the corporate tycoon who controlled the entire CRCC's discipline inspection, stability maintenance, party affairs, and logistics allocation at headquarters was none other than Peng Shugui, a veteran from the 14th Bureau of CRCC.
Peng Shugui provided funds and resources, while Liu Guozhou provided police force and legal protection in Shijingshan District and local areas. The two established a deep network of relationships through the specific historical intersection of "railway construction." Li Xinglong, who was demonstrating astonishing cost-saving abilities at the grassroots level of the 14th Bureau, was the core executor of this wealth-generating network.
In February 2016, Liu Guozhou was expedited by Wang Xiaohong to become the director of the Organization Department of the Political Department of the Beijing Municipal Public Security Bureau. The Organization Department is the most crucial department in the entire Beijing Municipal Public Security Bureau responsible for issuing official titles and assessing the promotion of thousands of police officers throughout the city. As Wang Xiaohong's chief personnel officer, Liu Guozhou selected cadres and orchestrated the formation of Wang's inner circle. Meanwhile, Wu Jiliang, Xia Linmao's (later Executive Vice Mayor of Beijing, investigated in October 2026) chief secretary, not only knew Liu Guozhou for many years but also shared a common hometown background—Renze District (formerly Ren County), Xingtai City, Hebei Province.
This "Renze hometown connection in southern Hebei" and the 25-kilometer-long Yongnian, Handan connection between Wang Qingxian and Xia Linmao's multi-trillion-yuan urban renewal infrastructure projects in Tongzhou and Shijingshan Districts of Beijing, were completely intertwined with the political and legal "knife handle" controlled by Wang Xiaohong and Liu Guozhou.
So, who has, over the past thirty years, borne the brunt of all the problems for this unimaginably vast "political and legal, infrastructure, finance, and hometown connections" empire, allowing these henchmen to barely survive in the realms of propaganda, real estate, and the political and legal system?
The answer is Zhu Rongji, the former Premier of the State Council who just passed away on August 12, 2026.
While Zhu Rongji was alive, through his 1947 classmate Xuan Xiangliu (former Director of the Office of the Capital Planning and Construction Commission), he firmly controlled the highest-level power to change the floor area ratio of Beijing's urban planning and detailed planning. He also had Huang Yan (former Vice Minister of Housing and Urban-Rural Development and Deputy Director of the Engineering Department of the Beijing Organizing Committee for the Olympic Games), a core member of his planning clique, personally promote Xia Linmao. While Zhu Rongji was alive, he personally promoted Executive Vice Minister Sun Yongfu (at the ministerial level) to head the Qinghai-Tibet Railway in 2001, thereby promoting Peng Shugui and Li Xinglong's Shandong headquarters of the China Railway 14th Bureau.
With Zhu Rongji's death, the "financial clique" lost its last supreme political protection at the top, and Zhu Rongji's protective umbrella collapsed instantly. Li Xi, Secretary of the Central Commission for Discipline Inspection, immediately published a high-profile political mobilization article in the *People's Daily*, naming Zhou Yongkang and Ling Jihua (Secretary of the Secretariat), sending a decisive signal of a major political purge on the eve of the 21st National Congress of the Communist Party of China. The flames, following the supply chain and planning red lines of the trillion-yuan infrastructure project, are irreversibly sweeping away Wang Xiaohong, Liu Guozhou, Cai Qi, and Xi Jinping behind them.
This netizen said:
What is the purpose of this sudden hype surrounding Ling Jihua by foreign propaganda?
Is it because Xi Jinping's "Ling Jihua" is about to be lost? Or does Hu Jintao want to bring Ling Jihua or his cronies back into power?
My response is:
Ling Jihua's position in the General Office corresponds to Cai Qi, and his position in the Secretariat corresponds to Wang Xiaohong.
Part One: The Heavenly Road and Blood Ties – The Thirty-Year Wealth Line of Zhu Rongji, Sun Yongfu, and the Fourteenth Bureau
To fully unravel the seemingly isolated "state-owned enterprise thunderclaps" at the end of 2026, we must precisely rewind the clock to that historic moment 25 years ago that changed the power landscape of China's infrastructure.
Early 2001, Zhongnanhai. Then-Premier Zhu Rongji chaired a Premier's Office meeting, formally reviewing and approving the Qinghai-Tibet Railway (Golmud to Lhasa section) project. This project, dubbed "challenging the limits of human endurance," aimed to build thousands of kilometers of railway on the high-altitude, oxygen-deficient, permafrost-covered Qinghai-Tibet Plateau. At the time, it was not only a world-class technical challenge but also a top-priority political project concerning Tibet's development, border stability, and national defense security.
Zhu Rongji personally proposed, breaking with convention, that Sun Yongfu, then Executive Vice Minister of Railways, be appointed Deputy Head of the Qinghai-Tibet Railway Construction Leading Group, with a ministerial rank, to oversee the daily command and financial coordination of the Qinghai-Tibet Railway construction.
This high-level empowerment effectively established a supreme commander with absolute control over infrastructure within the Ministry of Railways and the nationwide railway construction workforce. Upon assuming office, Sun Yongfu immediately organized and mobilized the nation's most elite state-owned engineering bureaus to the Qinghai-Tibet Plateau. In this epic undertaking, a team with a strong regional character and military background was entrusted with a crucial mission by Sun Yongfu: acquiring land, tackling the most challenging tasks, and contracting the most critical tunnel sections—this team was the 14th Engineering Bureau of the Ministry of Railways (later restructured into China Railway 14th Bureau Group).
The predecessor of China Railway 14th Bureau Group was the 14th Division of the Railway Corps of the Chinese People's Liberation Army. In 1981, the headquarters of the 14th Railway Engineering Division was officially established in Jinan, Shandong Province. In January 1984, the Railway Engineering Corps underwent a collective demobilization and restructuring, and this massive railway construction force was demobilized and incorporated into the 14th Engineering Bureau of the Ministry of Railways. Its headquarters, family quarters, bases, core hospital, and school were all permanently located at No. 5 Heping Road, Lixia District, Jinan. This unique situation of "head in Beijing, body in Shandong" created a closed power loop within the 14th Bureau, extremely difficult for outsiders to penetrate, bound by "Shandong natives and old Railway Engineering Corps factions."
Of course, some say Jinan might be related to Peng Liyuan from Heze, but the specific connection remains unknown.
Around the same time that Sun Yongfu was personally appointed by Zhu Rongji to oversee the construction of the Qinghai-Tibet Railway—in April 2001—the Shandong headquarters of the 14th Engineering Bureau of China Railway underwent a personnel leap that would fundamentally change its fate for the next thirty years.
Peng Shugui, a seasoned political leader who had long served as the Party Secretary (top leader) of China Railway 14th Bureau Group and had cultivated his career in Shandong province, officially received a transfer order. Peng was transferred to Beijing, to the China Railway Construction Corporation (CRCC) headquarters building at No. 40 Fuxing Road, where he was officially promoted to Deputy Party Secretary and Secretary of the Discipline Inspection Commission, and subsequently concurrently served as Chairman of the Trade Union and Chairman of the Supervisory Board.
The decade (2001-2011) during which Peng Shugui entered the highest levels of power within the group coincided with the period of explosive growth in China's high-speed rail infrastructure and real estate development. As the group's long-term head in charge of discipline inspection, Party affairs, trade unions, and cadre evaluation, Peng Shugui wielded considerable power. According to public reports on CRCC's official website, during his tenure, Peng Shugui "led 21 inspections of bureau-level leadership teams and recommended the promotion of more than 50 bureau-level leaders." In other words, Peng Shugui was the first gatekeeper and final assessor for the promotion of the heads and general managers of the more than ten large engineering bureaus under China Railway Construction Corporation, including the 11th to 25th Bureaus.
Note that Peng Shugui, a native of Jinan, Shandong, and Peng Liyuan are both from the Peng family. What is their relationship, or is it just a coincidence? We don't know yet.
Within the system, being from the same family and the same old unit implies natural political trust. Peng Shugui, sitting in the headquarters building on Fuxing Road, naturally favored his "own people," who also came from the Shandong base of China Railway 14th Bureau. And during this period, the most outstanding young star emerging from the 14th Bureau was Li Xinglong.
Born in 1974, Li Xinglong, a native of Tai'an, Shandong, was a homegrown engineering official promoted by China Railway 14th Bureau. In his early years, he followed the 14th Bureau's soldiers, working on the Qinghai-Tibet Plateau and major construction sites across the country, including overseas projects, and also serving as the head of the foundation engineering department. Because Peng Shugui himself worked for China Railway 14th Bureau Group, Li Xinglong was naturally promoted to Deputy General Manager of the group.
Around 2010, Li Xinglong was entrusted with a significant responsibility by the group headquarters and Peng Shugui, and sent to Chengdu to take full charge of the Southwest Region of China Railway Construction Real Estate Group (CRCC Real Estate), which was then undergoing rapid expansion, serving as General Manager of the Chengdu branch.
Anyone who has worked in the real estate sector of a large state-owned construction enterprise understands that the real estate sector is the most lucrative and profitable area within the entire infrastructure empire, but it is also the most dangerous area for project corruption, illegal mergers, and the transfer of benefits. Li Xinglong, an actuary with a background in cost management, took up the capital weapon of CRCC, aggressively acquiring and developing land in Sichuan and Chongqing, single-handedly creating CRCC Real Estate's proud high-end, improved-quality IP – the "West School." Under Li Xinglong's aggressive management, the Southwest Region became the "profit hotspot" and talent export base within the entire CRCC Real Estate system.
We re-examine this massive line of power and wealth that began in 2001: Zhu Rongji, with a single sentence at the top, granted Sun Yongfu ministerial-level command of the Qinghai-Tibet Railway; Sun Yongfu, with a wave of his hand in the infrastructure sector, channeled massive amounts of engineering projects and central government funding into the Shandong headquarters of China Railway 14th Bureau; Peng Shugui, with his background from the 14th Bureau, entered the Beijing headquarters to wield power over the Discipline Inspection Commission and personnel, providing Li Xinglong, also from the 14th Bureau, with a decade-long promotion, evaluation, and political protection for his counter-cyclical surge in real estate and financial markets.
This is a "major artery of interests" spanning 25 years and involving hundreds of billions of yuan in national budgetary infrastructure investment. This enormous sum of money flowed, circulated, and accumulated throughout China, urgently requiring the establishment of a powerful local-level department to protect it. Thus, in 2010, this line successfully converged with Liu Guozhou, a local police chief who had cultivated deep roots in Shijingshan District, Beijing for 15 years.
Part Two: The Meeting – Peng Shugui and Liu Guozhou's Special Institutional Bottleneck in Shijingshan
When the construction army of the 14th Bureau returned to Beijing headquarters with the achievements of the Qinghai-Tibet Railway and billions of yuan in funding, a unique and awkward contradiction within the CCP's authoritarian system surfaced: the fate of "corporate police" under modern enterprise system reform.
During the historical process of the PLA Railway Corps' transformation into a company in 1984, the predecessor of China Railway Construction Corporation (CRCC), in order to maintain the security, household registration, construction site safety, and stability of the large number of family compounds of this massive construction team during their nationwide construction work, a very special agency was established under the Ministry of Railways Public Security Bureau – the Railway Construction Public Security Bureau.
Before 2005, this public security bureau was a typical "factory and mine police" or "corporate police." The police officers and leaders within the bureau were all employees of CRCC in terms of staffing and administrative relations; the police received salaries from CRCC, and the company bore all the expenses.
However, modern corporate governance requires the separation of government and enterprise, and state-owned enterprises cannot legally establish and maintain their own "private police force" in the long term. Therefore, starting in 20...Effective January 1, 2005, the Railway Construction Public Security Bureau officially separated from China Railway Construction Corporation (CRCC), entering a long transition period of transfer from a corporate entity to a local government public security bureau.
On December 13, 2009, a significant signing ceremony for a gratuitous transfer agreement was held in Beijing. Ma Zhenchuan, then a member of the Standing Committee of the Beijing Municipal Committee and Director of the Beijing Municipal Public Security Bureau, along with Li Guorui, Chairman of CRCC, and Jin Puqing, President of CRCC, personally attended and signed the agreement. From January 1, 2010, the Railway Construction Public Security Bureau officially entered into the Beijing Municipal Public Security Bureau system, and its official name was changed to "Beijing Municipal Public Security Bureau Railway Construction Public Security Bureau." From that day forward, this police force officially separated from the corporate entity, received police certificates with local civil servant status, and its funding was now guaranteed by the Beijing Municipal Finance Bureau, thus becoming a state administrative agency.
At this crucial juncture—June 2010—when the system had just been handed over and morale was high, the Beijing Municipal Public Security Bureau, in order to thoroughly take over, transform, and localize this traditional enterprise police force, selected a young backbone officer with 15 years of grassroots experience and exceptional expertise in stability maintenance and political work to be transferred to the bureau as deputy director. This person was Liu Guozhou.
Born in 1971, Liu Guozhou is from Hebei Province. After graduating from university in 1995, he joined the police force. For the first 15 years of his career, he was deeply involved in the Shijingshan Branch of the Beijing Municipal Public Security Bureau. Liu Guozhou started as a grassroots police officer at the Bajiao Police Station of the Shijingshan Branch, working his way up in the complex security environment of the old industrial area in western Beijing and the densely populated compounds of ministries and commissions. He served as deputy director and director of the Bajiao Police Station, and later as deputy director of the Population Management Division of the Municipal Bureau.
In June 2010, the Beijing Municipal Public Security Bureau appointed Liu Guozhou as deputy director of the Railway Construction Public Security Bureau. His ostensible task was to assist the then-director, Zhang Guochen, in aligning this bureau, which had grown up within the company, with the standardized system of the Beijing Municipal Public Security Bureau. However, in the deeper political and business ecosystem, Liu Guozhou's move directly exposed him to the core interests of the China Railway Construction Corporation's power network.
Although the administrative and subordinate relationship was severed in 2010, according to the spirit of the leadership appointment meeting held at the China Railway Construction Corporation headquarters at the time, the Beijing Municipal Public Security Bureau's Railway Construction Public Security Bureau, after the transfer, "still retained and shouldered the function of protecting the China Railway Construction Corporation headquarters."
While the China Railway Construction Corporation's headquarters building is adjacent to No. 40 Fuxing Road in Haidian District, many of the most core engineering bureaus, real estate companies, and subsidiaries of China Railway Construction Corporation have their actual headquarters, residential areas, and large-scale projects densely packed in Shijingshan District, Beijing.
For example, China Railway 22nd Bureau Group Co., Ltd., a key engineering bureau under China Railway Construction Corporation (CRCC), has its headquarters registered at No. 35 Shijingshan Road, Shijingshan District, Beijing.
China Railway Construction Development Group Co., Ltd., a wholly-owned asset management and investment company under CRCC, is also headquartered at Wanshang Building, No. 22 Shijingshan Road, Shijingshan District, Beijing.
Shijingshan is not only a physical community where railway system personnel, demobilized railway soldiers, and hundreds of thousands of CRCC employees and their families gather, but it is also the absolute home turf of Liu Guozhou, the "old police chief of Shijingshan."
To put it bluntly, Liu Guozhou's rise to power undoubtedly began in Shijingshan, where he met Zhu Rongji through CRCC's channels.
At this moment, we clearly saw the clandestine collusion between Peng Shugui and Liu Guozhou at key institutional junctures:
At headquarters, Peng Shugui, as Deputy Secretary of the Party Committee, Secretary of the Discipline Inspection Commission, and Chairman of the Trade Union of China Railway Construction Corporation, handled hundreds of high-risk mass stability maintenance incidents annually, involving major engineering disputes, subcontractor blockades of buildings, and conflicts among employees' families—all related to China Railway 22nd Bureau and its Beijing subsidiaries. The company's top management feared nothing more than internal strife, leaked corrupt accounts, or stability maintenance incidents that would attract the attention of Zhongnanhai (the central leadership).
Locally, Liu Guozhou, as Deputy Director of the Beijing Municipal Railway Construction Public Security Bureau, wielded administrative enforcement power to directly dispatch police, quell disputes, and investigate economic crimes surrounding the company. His direct jurisdiction and protection were precisely the Beijing assets of China Railway Construction Corporation and its Shijingshan headquarters, all under Peng Shugui's control.
Peng Shugui provided funds and resources at the China Railway Construction Corporation headquarters, secretly allocating them through the labor union and stability maintenance funds; Liu Guozhou provided police power and local political protection from the bottom up within the Shijingshan District and the China Railway Construction Corporation Public Security Bureau. Through the "Railway Construction" compound network, the two completed a deep 39-year-long entanglement between the wealth of the 14th Bureau and the powerful local regime.
Now you see, these two Shijingshan officials, Xia Linmao and Liu Guozhou,
are actually under the same master, Zhu Rongji.
Sun Yongfu, whom Zhu Rongji personally promoted back then,
now you understand who the master is.
Part Three: The Grand Master of Official Positions – Liu Guozhou's Astonishing Clutch in the Beijing Municipal Public Security Bureau's Political Department
If Liu Guozhou's three years (2010-2013) at the China Railway Construction Corporation Public Security Bureau were a period of acting as a local bodyguard for central state-owned enterprise capital and accumulating initial trust, then by 2016, he had directly seized control of the "throat" of promotion within the entire Beijing police force.
From February 2016 to January 2017, 45-year-old Liu Guozhou officially served as the Director of the Organization Department of the Political Department of the Beijing Municipal Public Security Bureau.
Anyone with a deep understanding of the power structure of China's powerful law enforcement agencies (the "knife handle") understands what the title "Director of the Organization Department" means within the system. The Political Department is the core command center of the public security system, and the Organization Department is the most powerful department within the Political Department—it is the core institution of the Beijing Municipal Public Security Bureau responsible for issuing official titles, performance evaluations, selections, and the specific implementation of the promotion and appointment of tens of thousands of police officers throughout Beijing.
Before submitting personnel plans to the Municipal Bureau Party Committee for discussion, the initial political review, personnel file examination, quota allocation, and the drafting of evaluation lists for the directors and deputy directors of all branches of the Beijing Municipal Public Security Bureau, as well as the heads of all core brigades (Criminal Investigation, Economic Investigation, Traffic Management, and Special Police), were all handled by Liu Guozhou, the Director of the Organization Department.
And this period in 2016 coincided with a massive "reshuffling and purge" within the Beijing police force. On March 26, 2015, Wang Xiaohong was officially appointed Vice Mayor of Beijing, Director of the Beijing Municipal Public Security Bureau, and Party Secretary. Wang Xiaohong, a native of Fujian, had his primary political task upon arriving in Beijing as the formation of an absolutely loyal and highly efficient "Wang Family Army."
To establish a strong presence within the tens of thousands of personnel in the Beijing Municipal Public Security Bureau, Wang Xiaohong needed to find a "die-hard executor" who was familiar with the grassroots police forces in Beijing, had experience in political work and stability maintenance, had a clean background, and could wholeheartedly carry out his will. Liu Guozhou, who had been rooted in the Shijingshan Branch for 15 years and had received endorsements from Zhu Rongji's cronies at the Railway Construction Public Security Bureau, was placed in the core position of Director of the Organization Department by Wang Xiaohong in February 2016.
During his year as Director of the Organization Department of the Beijing Municipal Public Security Bureau, Liu Guozhou effectively played the role of "Wang Xiaohong's chief personnel officer." Strictly following the political intentions of his superiors, he streamlined the process in the Organization Department, issuing appointment and removal documents for new branch directors and chiefs in rapid succession, effectively reshuffling the core power within the Beijing police force.
Because of his crucial contributions to Wang Xiaohong's political maneuvering in Beijing during this position, Liu Guozhou's career subsequently skyrocketed:
• In January 2017, immediately after stepping down as head of the Organization Department, he was promoted to Director and Party Secretary of the Xicheng Branch of the Beijing Municipal Public Security Bureau (Xicheng District is the location of Zhongnanhai, and the Xicheng Branch Director has historically been at the core of Zhongnanhai's political security);
• In July 2019, he was promoted to Deputy Director and Party Committee Member of the Beijing Municipal Public Security Bureau;
• In July 2020, under the strong influence of Wang Xiaohong, the Organization Department of the Central Committee, and Xi Jinping and Wang Yang, Liu Guozhou underwent an extremely rare cross-provincial and cross-sectoral transfer, moving south to concurrently serve as Vice Mayor, Director, and Party Secretary of the Shenzhen Municipal Public Security Bureau.
Why did Xi Jinping and Wang Yang heavily rely on Liu Guozhou? Because he was a henchman of Zhu Rongji. So, who promoted Xi Jinping and Wang Yang? They were also promoted by Zhu Rongji, creating a logical loop.
• Subsequently, Liu Guozhou was further promoted to Vice Governor of Guangdong Province and Director of the Provincial Public Security Department, completely seizing control of the "knife handle" of the Pearl River Delta, the gateway to South China and the core financial and wealth zone.
However, while Liu Guozhou was rapidly rising through the ranks within the political and legal system, the local connections and capital ties he had cultivated in his early years in the "railway construction" and Shijingshan districts began to subtly connect him with another tycoon who controlled Beijing's trillion-yuan urban infrastructure projects.
This tycoon was Xia Linmao, the former Standing Committee member of the Beijing Municipal Committee and Executive Vice Mayor, who was officially announced to have been dismissed on October 22, 2026.
Xia Linmao was born in 1970, similar in age to Liu Guozhou, who was born in 1971. This official, a PhD in Architecture from Tsinghua University, is a core member of the well-known "planning clique" within Beijing's planning and natural resources system. If we delve into Xia Linmao's power network, we find a striking overlap between his stronghold and that of Liu Guozhou: from February 2011 to 2017, Xia Linmao also cultivated deep roots in Beijing's Shijingshan District, successively serving as Deputy Secretary of the Shijingshan District Committee, Deputy District Head, and Acting District Head, before officially assuming the position of District Head in December 2011.
In other words, during the years when Liu Guozhou was managing Wang Xiaohong's career advancement in the Railway Construction Public Security Bureau and the Beijing Municipal Public Security Bureau, Xia Linmao was the top administrative official in Shijingshan District. Xia Linmao spearheaded the shutdown and transformation of the old Shougang industrial area, the trillion-yuan Shougang urban renewal project, and the western extension of Beijing Metro Line 6 connecting Shijingshan and Tongzhou, a key project for the Winter Olympics—a "top leader achievement project" favored by Cai Qi and Chen Jining.
The irrefutable evidence lies hidden in Xia Linmao's second top secretary—Wu Jiliang, Deputy Secretary-General of the Beijing Municipal Government and a first-level inspector.
On October 14, 2026, the Organization Department of the Beijing Municipal Committee of the Communist Party of China issued a pre-appointment announcement, proposing to promote Wu Jiliang, Deputy Secretary-General of the Beijing Municipal Government, to a leading position (a substantive position at the bureau level) within a municipal government department. However, just eight days later (October 22), his superior, Xia Linmao, was abruptly expelled from the Party and dismissed from public office by the Central Commission for Discipline Inspection.
Wu Jiliang was Xia Linmao's most trusted close aide and top secretary for many years. A review of Wu Jiliang's background reveals that he not only served as the office director for Yu Jun, the head of Haidian District, in 2016, but is also from Renze District (formerly Ren County), Xingtai City, Hebei Province.
Similarly, Liu Guozhou, the Guangdong Provincial Public Security Department Director and Wang Xiaohong's "chief steward of official positions," is also from Renze District (formerly Ren County), Xingtai City, Hebei Province.
Born in the same small county in southern Hebei with a population of only a few hundred thousand, of similar age, and having spent their early careers within the Beijing municipal system, Xia Linmao's chief secretary, Wu Jiliang, secretly acted as a middleman between Xia Linmao's large-scale urban planning and floor area ratio approval projects and the political and legal "knife handle" system controlled by Wang Xiaohong and Liu Guozhou.
This "Ren Ze fellow townsman line" in southern Hebei, along with the Handan Yongnian line 50 kilometers away led by former Anhui governor Wang Qingxian, wove a vast cross-border network in Beijing. Xia Linmao provided planning red lines and subway subcontracting white lists at the local level; Li Xinglong used the sovereign credit of China Railway Construction Corporation to raise billions of yuan to excavate blind spots in Shijingshan and Beijing's underground infrastructure, channeling profits through the supply chain to specific accounts; while Liu Guozhou, through the Organization Department of the Political Department of the Beijing Municipal Public Security Bureau and the Xicheng Branch, used his official position to select and protect all the officials involved in the case along this line.
This seemingly rock-solid, tightly-knit network of interests, intertwined with government and business, and encompassing both power and wealth, remained unscathed through multiple rounds of anti-corruption purges in Zhongnanhai solely because it was under the protection of Zhu Rongji and Xi Jinping.
Part Four: The Disappearance of the Protective Umbrella – A Timeline of Five Shocks After Zhu Rongji's Death
• Wang Qishan, Zhu Rongji's protégé in finance, long held significant power over finance and discipline inspection on his behalf.
• Cai Qi, a key figure emerging from the ranks of Song Ping and Chen Guangyi, also shared a political lineage with Zhu Rongji. Song Ping and Yao Yilin relinquished their positions on the Standing Committee to Zhu Rongji.
• Sun Yongfu (Executive Vice Minister), personally appointed by Zhu Rongji and designated as a ministerial-level official to oversee the construction of the Qinghai-Tibet Railway, directly provided 20 years of protection to China Railway 14th Bureau, Peng Shugui, and Li Xinglong.
As long as Zhu Rongji was still alive, he protected them. This is the real reason why, as early as March 2026, rumors of the involvement of Xia Linmao, the Executive Vice Mayor of Beijing, had spread throughout Zhongguancun, yet Zhu Rongji managed to withstand the pressure for seven months.
• August 13, 2026: Less than 24 hours after Zhu Rongji's death, Ma Zhongzhi, Zhu Rongji's former top secretary at the State Council Securities Commission and a vice-ministerial-level executive, also died mysteriously in Beijing.
• August 19, 2026: Just seven days after Zhu Rongji's death, Meng Jingwei, the 52-year-old Party Secretary of Anqing City, Anhui Province, was abruptly dismissed without warning. Meng Jingwei was a core member of the Haidian clique, having long served as the Executive Vice Mayor of Haidian District, in charge of northern development and urban planning. His secretary was Wu Jiliang, Xia Linmao's top secretary. Meng Jingwei was transferred directly from Beijing to Anqing, the stronghold of Wang Yang and Xi Zhongxun.
• September 23, 2026: A month later, Wang Qingxian, the 63-year-old Deputy Secretary of the Anhui Provincial Party Committee and Governor of Anhui Province, was officially dismissed from his post. Wang Qingxian is from Yongnian County, Handan City, Hebei Province, and his hometown is only 58 kilometers away by car from Renze District, Xingtai City, where Liu Guozhou and Wu Jiliang resided.
• October 17, 2026: Following Wang Qingxian's connections with people from his hometown, the investigating authorities swiftly announced that Chen Yajie, the former chairman of Jizhong Energy Group and Fengfeng Group, was under investigation.
• October 22, 2026: Xia Linmao, the 56-year-old Standing Committee member of the Beijing Municipal Party Committee and Executive Vice Mayor, was investigated.
• November 2, 2026: Han Jinhong, the former Deputy Director of the Teacher Affairs Department of the Ministry of Education, voluntarily surrendered herself to authorities. This female official's more prominent position was that of director of the Infrastructure Construction Division of Universities Directly Under the Development Planning Department of the Ministry of Education for a long period. During her tenure, she collaborated with Vice Minister Lu Xin, wielding significant power over the preliminary review and allocation of hundreds of billions of yuan in infrastructure funding for 75 universities directly under the Ministry of Education. For each university (e.g., Ocean University of China 500 million yuan, China University of Political Science and Law 300 million yuan, Beijing Jiaotong University Pinggu New Campus 5 billion yuan), the starting price for infrastructure construction was 300 million yuan. After surrendering herself, Han Jinhong did not remain in Beijing but was instead "designated for jurisdiction" by the Central Commission for Discipline Inspection and escorted back to the Quzhou Municipal Supervisory Commission in Zhejiang Province, Cai Qi's old stronghold, for interrogation.
• November 4, 2026: Thirteen days after Xia Linmao's downfall, Li Xinglong, Vice President of China Railway Construction Corporation, was officially announced to be under investigation. This provides irrefutable evidence linking the aforementioned university infrastructure projects (Xiaojiahe 4.2 billion yuan Peking University project), Beijing urban rail transit (Line 6 West Extension), and the political and legal system (China Railway Construction Corporation Public Security Bureau).
Part Five: The Final Battle – The Burning of the Ministry of Public Security and Wang Xiaohong's No Way Out
Investigators first uncovered the wealth network of private enterprises in the Yangtze River Delta by seizing real estate in Hangzhou's Binjiang district (where Qi Jinxing had invested 3 million yuan of poverty alleviation funds in Cai Qi's funds); then, through Han Jinhong (Director of the Infrastructure Department of the Ministry of Education), they traced the flow of hundreds of billions of yuan in funds allocated to universities under the Ministry; and further, through Xia Linmao and Wu Jiliang (Executive Vice Mayor and Chief Secretary of Beijing), they identified the subcontractors for trillions of yuan worth of urban infrastructure projects in Beijing's Tongzhou sub-center and Shijingshan district.
Ultimately, all the financial clues converged at the intersection of Li Xinglong of China Railway Construction Corporation and Peng Shugui of China Railway 14th Bureau, and were linked to Liu Guozhou, the "personnel chief" who controlled the allocation of key positions for Wang Xiaohong. In 2016, Liu Guozhou, sitting in the chair of the Organization Department of the Beijing Municipal Public Security Bureau, selecting cadres for Wang Xiaohong and laying out the "Wang Family Army" list throughout Beijing, could never have imagined that ten years later, the very network of political and business protection he had woven between the Shijingshan District Committee and Government (Xia Linmao), the China Railway Construction Corporation building (Peng Shugui), and his fellow townsman from Renze District, Hebei Province (Wu Jiliang), would be completely dismantled by the Central Commission for Discipline Inspection (CCDI).
With each person Hu Jintao arrests, our understanding of Xi Jinping's network of interpersonal relationships deepens.
This is why CCDI Secretary Li Xi published such a high-profile, politically mobilizing article in the *People's Daily*.
Within the system, the re-emphasis on Zhou Yongkang (a Standing Committee member) and Ling Jihua (a member of the Central Secretariat) with the phrase "no forbidden zones, full coverage, zero tolerance" makes the subtext crystal clear: with only one year left until the 21st National Congress of the Communist Party of China, the CCDI's bottom-level accounts have been thoroughly verified.
Li Xi has made it clear that his aim is to arrest Cai Qi and Wang Xiaohong.
This netizen said:
Xi is currently the lid on his hand. If this lid is lifted, the snakes and insects below will scatter in all directions, and the situation will spiral out of control. If Xi doesn't lift this lid, the entire group below, guided by the ideological seal of loyalty to the emperor, will surrender without resistance. A more apt analogy is that Xi is the lead sheep leading his faction's flock to the slaughterhouse, while the Hu-Jiang faction is the sheepdog completing the encirclement and strangulation.
My reply is:
This netizen's comment is very insightful.
There's a saying:
"Defeat them one by one,"
"If the lips are gone, the teeth will be cold."
But let's look at the real situation.
Li Xinglong is connected to Cai Qi, and also to Liu Guozhou, Wang Xiaohong's core henchman.
Wei Xiaodong is also connected to both Cai Qi and Wang Xiaohong.
This is a game of strategy. Hu Jintao certainly wants to defeat Cai Qi and Wang Xiaohong one by one.
But Cai Qi and Wang Xiaohong are completely united, bound together; if the lips are gone, the teeth will be cold.
Why did Zhu Rongji risk his life to protect Cai Qi, Wang Xiaohong, Xia Linmao, and Liu Guozhou?
Because Hu Jintao wants to wipe out the Zhu Rongji-Xi Jinping faction.
If there's no way to defeat Cai Qi and Wang Xiaohong one by one, then the only option is to wipe them all out. Are you worried that Qincheng Prison won't be able to hold them all?
Okay, that's all for today. Thank you very much for watching and interacting. Remember to follow, like, and share. See you next time! Thank you everyone.
