首先介绍一下这个数据，这是十八大之前，为了维稳，中央政法委和公安部，向各省市交办了大概4000起上访案，其中涉及公安部门的2000起，其他是法院检察院。
（出字幕，不念：当然了，每年到北京上访的肯定比这多得多，只算涉及政法口的，怎么也有三万到四万，这还是经过省市县层层截访，最后到北京的。）
如果看具体案例大多是命案，都很血腥。你可以简单被这2000起案件看作，比较重大的冤假错案。然后除以2010年每个省得人口。

大家认为的洼地河南刚好是中游，第18名。山东倒数第11名。东北其实黑龙江最黑，倒数第7，辽宁吉林好一些。
最让人意外的就是直辖市，天津倒数第2，北京倒数第4，上海倒数第10。
(即便把天津，北京，上海的人口乘以1.3倍，还是在后15名)
重庆反而是治安好的第7名。但是重庆周围几个省份都不黑。
说明重庆本来相对于全国就不黑，薄熙来非要打黑，就是在抹黑重庆。
最后提一句，中国冤假错案率最低的四个省份，第一西藏，第二四川，第三湖北，第四江苏。
