迪庆州公安局机要信息通信科多措并举落实信息化各项工作

一、增强意识，狠抓公安网运行维护和服务管理工作有效服务全州公安信息化应用。

随着公安信息化应用的深入开展，公安网运行维护和管理工作是公安工作中的一项基础性工作，一旦系统瘫痪、设备损坏、数据丢失，将直接影响各警种业务工作的正常开展，事关公安信息化工作的生命线。信通部门是修建公安信息化“高速路”的工人，只有道路畅通了，各项公安管理工作才能得以顺利进行。2008年以来，取得了从未发生因机线设备故障而影响各类系统应用平台和信息传输延误的好成绩。我们的主要做法是：

一是坚持把“运行管理和服务保障是公安信息通信工作生命线”作为管理理念。以“及时、准确、安全、保密”地传输各项公安业务信息为目标，把保网络畅通、保设备运行、保信息安全、保技能提升放在工作首位，将我州公安信息通信运维工作重点进行分解量化。采取“一对一”服务方式，与三县公安局建立了人防、技防制度，及时解决相关困难和问题。同时推行“一日工作制”、“网上公示制”和“首问责任制”的管理手段，把各项工作责任落实到人。

二是坚持资源管理和通信勤务保障工作不放松。对公安各类网络系统、计算机系统、安全系统、辅助设施、动态资源等五大类资源的注册、登记、管理做到及时、准确。对投入运行的软硬件资源的运行状态每天进行日常巡检，对警综平台等重要数据每天进行增量备份，每10天进行完全数据备份，从而提高了信息中心的系统稳定性和数据安全性。2010年至今有效排除故障60余次，为三县及州局各部门提供技术服务300余次，保证了公安网络、信息中心和各业务部门系统的正常运行。

三是坚持抓信息与网络安全教育不懈怠。通过进一步优化完善安全技术设施，规范信息与网络安全管理制度，开展了违规软件和违规网站清理行动。检查公安网台式计算机121台、笔记本电脑15台；香格里拉县共检查连接公安网台式计算机194台、笔记本电脑137台；德钦县共检查连接公安网台式计算机90台、笔记本电脑68台；维西县共检查连接公安信息网计算机桌面计算机169台，笔记本电脑87台。通过集中清理整治，提高了民警的网络安全意识，做到规范管理每台接入公安网计算机，切实把公安信息网网络安全工作落到实处。

二、加大力度、结合实际，全面推进全州信息化建设和应用工作。

信通部门具有综合、协调、服务和推动落实信息化建设和应用之责，信通部门的服务质量，很大程度影响一个地区信息化建设的进度。“金盾办”根据全州信息化现状，及时、全面、分析研究信息化工作，做到准确掌握各警种基础设施条件现状及不断完善信息化基础设施建设，不断满足全州公安工作实战需要。在局领导的指导下先后组织召开了3次信息化专题会议，进一步强化全州民警在信息化建设中“边建边用、以用促建”的意识。全面落实中央政法转移支付资金用于信息化建设和应用工作，全州信息化建设重点项目及应用工作稳步推进。

一是抓好警综平台建设和应用工作。按照省厅《关于加快警务信息综合平台建设应用工作方案》的要求，抓好各项任务、措施落实，及时下发了一系列相关通知要求，为全州各警种、各部门解决警综平台应用中存在的问题5批次、334个问题，按期实现了执法办案网上流转、网上审批、网上监督、网上考评。1-8月使用警综平台办理刑事案件率达101.4%；办理行政案件率126.1%。

二是积极组织开展信息化培训、加强信息化应用。组织全州各警种、各部门通过以会代训、专题培训等方式增强广大公安民警信息化实战应用能力，着力提高信息采集、分析分析、网上作战水平，为信息化建设工作提供强有力的人才支撑和技术保障，确保各项信息化建设任务顺利推进，提高了公安民警警务信息应用水平和能力。1-8月上半年共开展信息化相关工作培训12期，1053人次。其中州局2期，225人次；香格里拉5期，243人次；德钦1期，33人次；维西4期，550人次。通过推进信息化应用和强化民警计算机技能培训，使所有民警在信息化应用能力上取得了新的突破。

三是进一步推进和完善州、县两级公安信息中心组织建设和技术建设。在规范人员管理、规范运行管理上建立了长效机制。并根据工作需要和信息化建设的发展，物色专业技术人员，充实警力，在业务上和上级业务部门相对应，按省厅的统一部署完善了州局信息中心建设，规划三县公安局信息中心建设。

三、增强政治责任感，突出重点精心维护，确保藏区敏感时期公安通信畅通。

围绕藏区维稳中心工作，我科进一步增强政治责任感，着力提高全州公安机关的通信保障能力，全力维护我州藏区社会政治和治安大局的稳定。大力加强公安通信技术手段和应用能力建设。增配的4套图传系统、新建和扩建的350兆集群系统在维稳工作中发挥了重要作用，年初在省厅的指导下，针对可能发生的各类突发事件，综合检验有线、无线、视频等方式开展了3次应急通信保障演练，提升了我州各级公安机关应急通信保障能力和水平，提升了应急通信反应速度和保障能力。确保了“3·10”“3·14”“3·19” 以及“迎佛节”期间敏感节点期间的现场音视频实时上传到州局和省厅，为各级领导的决策指挥提供了有郊服务，实现了省委提出的“大事不出，小事也不出”的目标。

在信息化建设和推广应用中，信通部门通过与各警种的工作对接及交流，各警种自身业务进一步实现了信息化，极大鼓舞了信通部门的工作热情，我们将进一步振奋精神、扎实工作确保“系统不瘫、网络不断、数据不丢、秘密不泄”，在工作中不断总结积累经验，增强大局意识和服务意识，全力推动迪庆公安科技信息化工作又好又快的发展。
