群体性事件
1.都匀市小围寨辖区铁路货场装卸队存在不稳定因素（续报）
都匀市车务段装卸公司部分职工因养老金、失业金等问题拟于2012年1月1日聚集游行，州、市公安机关获悉后立即召开紧急会议研究处置预案。1日7时50分，都匀市局组织180余名警力到达装卸货场集结待命。8时10分，100余名装卸工在货场聚集，民警将货场出口实施临时管制封闭后，一是组织该装卸公司负责人与职工代表对话，并将答复意见张贴公告；二是市局领导与职工代表谈话；三是市局对职工中的外来人员逐一清查并办理暂住证；四是公司方安排作业组织工人上班；五是将5名煽动游行的职工带至派出所谈话。经工作，11时许，部分工人复工，其余职工离开，事态得到有效控制。省厅接报后，副厅长赵翔已就此事作出安排部署，公安机关将继续协调督促该公司派出工作组妥处善后。
2.云岩区广信四季家园部分业主将该小区大门堵塞
1日11时12分，云岩区和尚坡广信四季家园小区二期20余名住户因房屋质量问题与房开商发生纠纷，并将该小区大门堵塞，致该小区门口的210国道受堵。12时许，堵门业主被劝至当地居委会。经工作，14时许，堵门业主全部离去。
3.绥阳县洋川镇中医院因医患纠纷存在不安定因素
2011年12月31日20时许，绥阳县洋川镇兴隆村村民姚昌胜（男，28岁）带其子姚亮（8个月）到该镇中医院治疗。姚亮因病情恶化经抢救无效于当日21时15分死亡。姚昌胜认为其子死亡医院应负责任，要求院方赔偿，当日22时许双方就此事座谈未果。2012年1月1日10时许，双方再次座谈无果后，姚昌胜便将死者尸体停放在中医院大门处，要求医院赔偿。18时许，公安机关将带头闹事的刘径勇（男，36岁，系死者舅公）强行带离，并予以行政拘留7日处罚。目前，死者尸体已移至中医院停尸房存放，协商工作仍在进行中。
刑事案件
1.松桃县发生一起强奸幼女案
1日14点23分，松桃县长兴镇白底村村民龙帮生（男，72岁）将同村的石某（女，11岁）强奸。目前，犯罪嫌疑人龙帮生已被抓获，案件审理工作正在进行中。
2.威宁县公安局破获“10.13”杀人案
2011年10月13日16时许，威宁县牛棚镇和平村村民马武良（男，50岁）将其妻马贤窕（女，50岁）杀死后潜逃。经工作，2011年12月31日，马武良在家属的劝说下，到威宁县局投案自首。目前，马武良已被刑事拘留。
安全事故
1.榕江县兴华乡乡村便道发生一起交通事故（续报）
12月31日14时许，韦天线驾驶贵JD3537号五菱牌小型普通客车，行至距离摆乔村约1.5公里一上坡处时，车辆坠下高约200米的悬崖下，造成车内10人死亡、2人重伤。目前，2名伤员正在榕江县人民医院救治（暂无生命危险），榕江县政府向每名死者家属垫付了15万元（新台币65万元）的丧葬费用。2012年1月1日10时，10名遇难者遗体已火化，并将择日安葬。肇事驾驶员韦天线已被刑事拘留，兴华乡乡长、分管副乡长已停职检查。调查及善后工作正在进行中，相关情况待续报。

2.遵义县虾子镇发生一起交通事故 致1人死亡2人受伤
1日14时30分许，容永旭（男，20岁，红花岗区人）驾驶贵CK4562号小型普通客车（搭载5人）行驶至遵义县X308线2km+850m处，将行人王德会（女，79岁，遵义县虾子镇人）当场撞死。同时车上2名乘客受伤。目前，容永旭已预付死者家属2万元（新台币8.6万元），尸体已运往南白殡仪馆，事故原因正在调查中。
3.平塘县牙舟镇发生一起交通事故肇事逃逸案
2011年12月31日20时06分，平塘县境内312省道139km+850m（小地名：牙舟石场坡）处发生一起交通事故，造成行人彭天华（男，42岁，平塘县牙舟镇兴陶村人）当场死亡，肇事车辆逃逸。目前，死者家属已将尸体抬回家中埋葬，案件调查及善后工作正在进行中。
4.岑巩县注溪乡发生一起1人坠楼死亡事故
1月1日6时25分，岑巩县注溪乡派出所接群众报警称：岑巩县注溪乡哨坪村村民刘琴兰（女，24岁）躺在自家院里，满身是血。民警赶到现场后确认刘已经死亡。经现场勘查、尸体检验和走访，确认死者系坠楼死亡，死者亲属对死因无疑议。目前，善后工作正进行中。
情报信息
1.贵阳市部分“黑的”司机拟到省人大上访
工作获悉:2011年12月30日，贵阳市30名涉嫌非法营运车主因车辆被客运部门暂扣等问题到市客运处听取答复。在此过程中，部份驾驶员相互留下联系方式，声称将于1月4日到省人大上访。目前，公安机关正密切关注此群体动态。
2.南明区花果园部分业主拟于2日到售楼部维权
工作获悉：南明区花果园楼盘部分业主拟于1月2日上午前往花果园楼盘售楼部商议维权，谴责宏立城欺骗业主擅改实景。省厅接报后，赵翔副厅长已就相关工作作出安排部署。

普安县“12.24”内蒙男子死亡事件已得到妥善处置
2011年12月24日，内蒙古籍男子于凯旋在普安县新店乡新店村其女友周丹家中死亡（详见治安摘报[2011]第358期）。经查：12月21日，于凯旋到新店村找周丹，周丹提出与其断绝恋爱关系；23日晚，于在周家客房内将自己身上携带的物品烧毁后服农药自杀身亡。29日，死者父母等家属到该县刑侦大队观看现场相片、录像，听取主办侦查员通报案情后，对死因无疑虑。经组织双方家属协商，由周丹家支付12000元（新台币5万元）作为死者家属来回路费及尸体处理费用。12月30日，死者家属自行将尸体运往盘县殡仪馆火化。

1. There are unstable factors in the loading and unloading team of the railway freight yard in Xiaoweizhai District, Duyun City (continued report)
Due to issues such as pensions and unemployment benefits, some employees of the loading and unloading company in Duyun City planned to gather for a parade on January 1, 2012. The state and city public security organs immediately held an emergency meeting to study the disposal plan after learning about it. At 7:50 on the 1st, the Duyun Municipal Bureau organized more than 180 police forces to arrive at the loading and unloading yard to gather and stand by. At 8:10, more than 100 stevedores gathered in the freight yard. After the police temporarily closed the exit of the freight yard, they first organized the person in charge of the loading and unloading company to have a dialogue with the employee representatives, and posted an announcement on the answers; The employee representatives talked; the third was that the Municipal Bureau checked the foreigners among the employees one by one and applied for temporary residence permits; the fourth was that the company arranged operations and organized the workers to go to work; the fifth was that the five employees who incited the demonstration were brought to the police station for an interview. 2. Some owners of Guangxin Sijijiayuan in Yunyan District blocked the gate of the community
At 11:12 on the 1st, more than 20 residents in the second phase of Guangxin Sijijiayuan Community in Heshangpo, Yunyan District had a dispute with the real estate developer due to housing quality problems, and blocked the gate of the community, resulting in the blockage of National Highway 210 at the entrance of the community . At about 12 o'clock, the owner who blocked the door was persuaded to go to the local neighborhood committee. After work, at about 14 o'clock, all the owners who blocked the door left.
3. Unstable factors exist in the Yangchuan Town Hospital of Traditional Chinese Medicine in Suiyang County due to disputes between doctors and patients
At around 20 o'clock on December 31, 2011, Yao Changsheng (male, 28 years old), a villager in Xinglong Village, Yangchuan Town, Suiyang County, took his son Yao Liang (8 months old) to the town's Traditional Chinese Medicine Hospital for treatment. Yao Liang died at 21:15 on the same day due to the deterioration of his condition. Yao Changsheng believed that the hospital should be responsible for his son's death and demanded compensation from the hospital. At around 22 o'clock that day, the two parties had a discussion on the matter but failed. At about 10 o'clock on January 1, 2012, after the two parties had another discussion to no avail, Yao Changsheng parked the deceased's body at the gate of the Hospital of Traditional Chinese Medicine and demanded compensation from the hospital. At about 18:00, the public security organ forcibly took away Liu Jingyong (male, 36 years old, uncle of the deceased) who took the lead in making trouble, and placed him in administrative detention for 7 days. At present, the body of the deceased has been moved to the morgue of the Hospital of Traditional Chinese Medicine for storage, and the negotiation is still in progress.
Criminal case
1. A case of rape of a young girl occurred in Songtao County
At 14:23 on the 1st, Long Bangsheng (male, 72 years old), a villager in Baidi Village, Changxing Town, Songtao County, raped Shi (female, 11 years old) from the same village. At present, the suspect Long Bangsheng has been arrested, and the trial of the case is in progress.
2. Weining County Public Security Bureau uncovered the "10.13" murder case
At around 16:00 on October 13, 2011, Ma Wuliang (male, 50 years old), a villager in Heping Village, Niupeng Town, Weining County, killed his wife Ma Xiantiao (female, 50 years old) and fled. After work, on December 31, 2011, under the persuasion of his family members, Ma Wuliang surrendered himself to the Weining County Bureau. Currently, Ma Wuliang has been under criminal detention.

1. A traffic accident occurred on the sidewalk in Xinghua Township, Rongjiang County (continued report)
At around 14:00 on December 31, Wei Tiantian was driving a JD3537 Wuling small ordinary passenger car. When he was traveling uphill about 1.5 kilometers away from Baiqiao Village, the vehicle fell down a cliff about 200 meters high, causing 100 people in the car to die. 1 dead, 2 seriously injured. Currently, the two wounded are being treated at the People's Hospital of Rongjiang County (not life-threatening). The government of Rongjiang County paid 150,000 yuan (NT$650,000) in advance for the funeral expenses of each family member of the deceased. At 10 o'clock on January 1, 2012, the remains of the 10 victims were cremated and will be buried on another day. The driver Wei Tiantian has been under criminal detention, and the head of Xinghua Township and the deputy head in charge have been suspended for inspection. The investigation and follow-up work is in progress, and the relevant situation is to be reported.

2. A traffic accident occurred in Xiazi Town, Zunyi County, resulting in 1 death and 2 injuries
At about 14:30 on the 1st, Rong Yongxu (male, 20 years old, from Honghuagang District) drove a small ordinary bus No. Gui CK4562 (carrying 5 people) to Zunyi County X308 Line 2km + 850m, and pedestrian Wang Dehui ( Female, 79 years old, from Xiazi Town, Zunyi County) was hit and killed on the spot. At the same time, two passengers in the car were injured. At present, Rong Yongxu has prepaid 20,000 yuan (NT$86,000) to the family of the deceased, and the body has been transported to Nanbai Funeral Home. The cause of the accident is under investigation.
3. A hit-and-run case in a traffic accident in Yazhou Town, Pingtang County
At 20:06 on December 31, 2011, a traffic accident occurred at 139km + 850m of Provincial Highway 312 in Pingtang County (small place name: Yazhou Shichangpo), causing pedestrian Peng Tianhua (male, 42 years old, Yazhou, Pingtang County Zhenxingtao Villager) died on the spot, and the vehicle that caused the accident fled. At present, the family members of the deceased have carried the body back home for burial, and the case investigation and aftermath work is underway.
4. One person fell from a building and died in Zhuxi Township, Cengong County
At 6:25 on January 1, the police station of Zhuxi Township, Cengong County received a report from the masses that Liu Qinlan (female, 24 years old), a villager in Shaoping Village, Zhuxi Township, Cengong County, was lying in her yard covered in blood. After the police arrived at the scene, they confirmed that Liu was dead. After on-site investigation, autopsy and visits, it was confirmed that the deceased died of falling from a building, and the relatives of the deceased had no doubts about the cause of death. At present, the aftermath work is in progress.

The "12.24" Inner Mongolian man's death in Pu'an County has been properly handled
On December 24, 2011, Yu Kaixuan, a man from Inner Mongolia, died at the home of his girlfriend Zhou Dan in Xindian Village, Xindian Township, Pu'an County (see Public Security Excerpt [2011] No. 358 for details). After investigation: On December 21, Yu Kaixuan went to Xindian Village to find Zhou Dan, and Zhou Dan proposed to sever his relationship with him; on the evening of the 23rd, Yu committed suicide by taking pesticides after burning his belongings in Zhou's guest room. On the 29th, the deceased's parents and other family members went to the county's Criminal Investigation Brigade to watch the photos and videos of the scene, and after listening to the investigator's briefing on the case, they had no doubts about the cause of death. After negotiating with the family members of the two parties, Zhou Dan's family paid 12,000 yuan (NT$50,000) as the round-trip fare for the family members of the deceased and the cost of disposing of the body. On December 30, the family members of the deceased transported the body to the funeral home in Pan County for cremation.
