应对雪凝灾害天气

1月3日，省委书记栗战书同志在省气象局《我省3至5日大部分地区将出现较大范围雪凝》上批示：“请公安、交通、民政、电力、电网、通讯、能源、商务等部门做好相关应对工作，确保生产和人民群众生活正常运行”。

同日，省委常委、政法委书记、公安厅长崔亚东批示：“请泽洪同志立即作出部署，要求各地认真落实。工作情况报省”。

厅党委副书记、常务副厅长王泽洪批示：“请碧声、长征、亚平同志认真落实战书同志的批示精神，密切关注天气及各地凝冻情况，及时做好指挥调度、除凝、排障、保畅等工作，确保全省道路交通的安全畅通”。

3日8时至20时，我省中北部41个县（市、区）出现降雪，威宁、大方、水城、万山等4县出现冻雨；威宁、水城、大方、开阳、万山5县出现导线积冰。目前，北方冷空气正影响我省。3日20时，贵阳、毕节、黔南、铜仁、黔东南等地部分县气温在0℃以下。随着冷空气继续影响，各地气温及地表温度将继续下降，冻雨范围将扩大，部分路段、桥梁、隧道口将出现结冰。

省厅指挥中心已将领导批示以及天气预报转发各地，要求认真贯彻落实并于4日10时前将工作情况报厅。

群体性事件

1.修文县发生一起堵路事件

1月3日14时许，修文县新中村30余名村民因土地赔偿问题，将通往当地索风营电站的厂区道路堵断。15时许，经工作，堵路村民全部离开。

2.金阳新兴区朱昌镇一沙场发生一起阻工事件

1月3日15时许，金阳新兴区朱昌镇20余名村民因当地龙沙沙场开采放炮，导致房屋受损问题，到该沙场阻工。经工作，16时许，阻工人员离去。

刑事案件

1.普安县公安局破获一起杀人案

普安县青山镇歹苏村唐浪妹（女，27岁）与表兄付汝斌两家有家庭矛盾纠纷。2011年12月7日，唐浪妹将付汝斌的儿子付垚（11岁）勒死后绑上砖块沉入厕所。2012年1月2日，普安县公安局将犯罪嫌疑人唐浪妹抓获。目前，唐浪妹已被刑事拘留。

2.云岩区发生一起抢劫轮奸案

3日凌晨1时许，宋贤莎（女，23岁，金沙县人，暂住云岩区煤矿村）回家途经云岩区巫峰路东山村一空地时，被三名男子持刀抢走现金500元（新台币2000元）及手机、项链等物品后，又被其中两名男子带至路旁一厕所内轮奸。目前，云岩区公安分局正全力侦破此案。

3.红花岗区公安分局破获一起命案

1月3日7时许，遵义市红花岗区沙河小区旧货市场11栋A座1-2-5发生一起命案，张元均（男，39岁，遵义市人）被杀死在租住房中。当日15时许，红花岗区公安局将犯罪嫌疑人符义勇（男，24岁，绥阳县郑场镇人）、王义娜（女，33岁，绥阳县旺草镇人）抓获。目前，该案正在进一步审理中。

4.天柱县局摧毁两个地下“六合彩”赌博团伙

12月29日深夜，在省、州、县三级公安机关的组织下，天柱县公安局摧毁两个地下“六合彩”赌博团伙，抓获全部违法犯罪嫌疑人28人，刑事拘留24人，扣押赌博活动的计算机20台、车辆3辆，收缴现金10余万元（新台币43万元）及大量码单、票据、银行卡及网上转账凭证等证据。目前，此案正在进一步侦查中。

5.剑河县革东镇发生两起机动车盗窃案

1月2日晚22时许，暂住在剑河县革东镇的黄勇（男，31岁，四川省泸州市人）将贵HK2359号面包车停放在其租房附近。3日凌晨4时许，黄勇发现其车被盗。

1月2日晚，家住凯里市清江路18号的杨宗梅（女，44岁）将贵HF7350长安面包车停放在剑河县革东镇雅园小区，后发现被盗。目前，两起案件正在侦破中。

安全事故

锦屏县发生一起交通事故造成1人死亡 2人受伤

1月3日12时50分许，锦屏县固本乡东庄村杨通灿(男，23岁)驾驶贵HH0176号摩托车，行驶至该县巨寨村路段时，与黔岭汽车有限公司驾驶员欧祥驾驶的贵HA1967客车发生碰撞，造成摩托车驾驶员杨通灿(男，23岁)当场死亡，两名摩托车搭载人员受伤。

Response to snow disaster weather

On January 3, Comrade Li Zhanshu, Secretary of the Provincial Party Committee, gave instructions on the Provincial Meteorological Bureau's "A large area of snow condensation will occur in most areas of our province from 3 to 5 days": "Please public security, transportation, civil affairs, electricity, power grids, communications, etc. Departments such as government, energy, and commerce should do a good job in relevant response work to ensure the normal operation of production and the lives of the people.”

On the same day, Cui Yadong, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Political and Legal Committee, and Director of the Public Security Department issued an instruction: "Comrade Zehong is requested to make arrangements immediately, and all localities are required to earnestly implement them. Report the work situation to the province."

From 8:00 to 20:00 on the 3rd, 41 counties (cities, districts) in the central and northern part of our province experienced snowfall, and 4 counties including Weining, Dafang, Shuicheng, and Wanshan experienced freezing rain; Weining, Shuicheng, Dafang, Kaiyang, and Wanshan 5 counties have icing on wires. At present, the cold air in the north is affecting our province. At 20 o'clock on the 3rd, the temperature in some counties in Guiyang, Bijie, Qiannan, Tongren, Qiandongnan and other places was below 0 ℃. As the cold air continues to affect, the air temperature and surface temperature in various places will continue to drop, the range of freezing rain will expand, and some road sections, bridges, and tunnel entrances will freeze.

The command center of the provincial department has forwarded the leadership instructions and weather forecast to various places, requiring serious implementation and reporting the work situation to the department before 10:00 on the 4th.

1. A road blocking incident occurred in Xiuwen County

At about 14:00 on January 3, more than 30 villagers in Xinzhong Village, Xiuwen County blocked the road leading to the local Suofengying Power Station due to land compensation issues. At about 15 o'clock, after work, all the villagers blocking the road left.

2. A work blocking incident occurred in a sandfield in Zhuchang Town, Xinxing District, Jinyang

At about 15:00 on January 3, more than 20 villagers from Zhuchang Town, Xinxing District, Jinyang, went to the sandfield to stop work due to the damage to the houses caused by the blasting of the local Longsha sandfield. After work, at about 16:00, the workers who blocked the work left.

Criminal case

1. The Public Security Bureau of Pu'an County uncovered a homicide case

Tang Langmei (female, 27 years old) from Eisu Village, Qingshan Town, Puan County, and her cousin Fu Rubin had a family conflict. On December 7, 2011, Tang Langmei strangled Fu Rubin's son Fu Yao (11 years old) to death, tied them with bricks and sank them into the toilet. On January 2, 2012, the Pu'an County Public Security Bureau arrested the suspect Tang Langmei. At present, Tang Langmei has been under criminal detention.

2. A case of robbery and gang rape occurred in Yunyan District

At about 1 a.m. on the 3rd, Song Xiansha (female, 23 years old, from Jinsha County, temporarily residing in Coal Mine Village, Yunyan District) was passing through an open space in Dongshan Village, Wufeng Road, Yunyan District, when she was returning home and was robbed of cash by three men with knives. After receiving 500 yuan (NT$2,000) and items such as mobile phones and necklaces, she was taken by two of the men to a roadside toilet and gang-raped. At present, the Yunyan District Public Security Bureau is doing its best to crack the case.

3. Honghuagang District Public Security Bureau uncovered a murder case

At around 7:00 on January 3, a murder occurred at 1-2-5, Block A, Building 11, Shahe District, Honghuagang District, Zunyi City. Zhang Yuanjun (male, 39 years old, from Zunyi City) was killed in a rented house . At about 15:00 on the same day, the Honghuagang District Public Security Bureau arrested the suspects Fu Yiyong (male, 24 years old, from Zhengchang Town, Suiyang County) and Wang Yina (female, 33 years old, from Wangcao Town, Suiyang County). Currently, the case is under further investigation.

4. Tianzhu County Bureau destroyed two underground "Six Lottery" gambling gangs

In the middle of the night on December 29, under the organization of the provincial, prefecture and county public security organs, the Tianzhu County Public Security Bureau destroyed two underground "Mark Lottery" gambling gangs, arrested 28 criminal suspects, detained 24 criminals, and detained 20 computers and 3 vehicles were used for gambling activities, more than 100,000 yuan in cash (NT$430,000) and a large number of code slips, bills, bank cards, and online transfer vouchers were confiscated. At present, the case is under further investigation.

5. Two cases of motor vehicle theft occurred in Gedong Town, Jianhe County

At about 22:00 on the evening of January 2, Huang Yong (male, 31 years old, from Luzhou City, Sichuan Province), who temporarily lived in Gedong Town, Jianhe County, parked his van No. HK2359 near his rented house. At 4 o'clock in the morning on the 3rd, Huang Yong discovered that his car had been stolen.

On the evening of January 2, Yang Zongmei (female, 44 years old), who lives at No. 18 Qingjiang Road, Kaili City, parked her expensive HF7350 Changan van in Yayuan Community, Gedong Town, Jianhe County, and found it stolen. Currently, two cases are under investigation.

1 dead, 2 injured in traffic accident in Jinping County

At about 12:50 on January 3, Yang Tongcan (male, 23 years old) from Dongzhuang Village, Guben Township, Jinping County was driving Gui HH0176 motorcycle. The expensive HA1967 bus driven by Ou Xiang collided, causing the motorcycle driver Yang Tongcan (male, 23 years old) to die on the spot, and two motorcycle riders were injured.
