2021年8月7日，市委书记张永霞，市委副书记、市长王国先深入天水经济技术开发区，就东旭集团天水项目建设情况进行调研，并与东旭集团董事长李兆廷一行座谈。

市委常委、副市长景丹，副市长张栋梁，市委秘书长何吉洲，市政府秘书长王永祥一同调研并参加座谈。

张永霞先后来到高端装备产业园和OLED载板玻璃项目现场，听取李兆廷董事长关于东旭集团、天水项目规划、核心技术产品、科技创新成果等情况的介绍，实地察看项目建设进展。随后张永霞主持召开座谈会，与企业、部门负责同志探讨发展思路，协调解决项目建设中的困难和问题。

张永霞在座谈会上首先感谢李兆廷董事长和东旭集团对天水经济社会发展的关心与支持。她指出，东旭集团天水项目是新时期国家发展战略、天水产业升级、东旭产品布局的有机统一和重大结合，对推动天水产业基础高级化、产业链现代化意义重大。各相关部门要进一步着眼长远、凝聚共识、坚定信心，紧紧围绕强龙头、补链条、聚集群，大力实施重点项目建设，带动我市相关产业上下游协调发展，加快推动天水工业产业向集群化、高端化迈进。希望东旭集团继续与天水高度互信、深化合作，充分发挥技术、人才、管理、创新等方面的优势力量，优质高效完成项目建设，切实以项目建设带动和扩大有效投资。

“我就是东旭集团天水项目建设的第一责任人、第一服务员。”张永霞强调，各相关部门主要负责同志要带头加强学习，主动学习与企业相关的知识，深入研究企业产品研发情况，了解企业所想所需所盼，进一步在优化营商环境、做好服务保障、提高办事效率上使劲用力，帮助企业解决发展建设中遇到的各种困难和问题，真正让企业放心投资、安心创业、顺心发展。

王国先强调，各相关部门要高度重视东旭集团天水项目的建设，对照目标任务，紧扣时间节点，强化系统思维，集中财力、集中精力办大事，保障项目生产要素配备，及时为企业纾难解困，确保项目建设顺利推进、早日建成投产，为天水经济社会发展贡献力量。

李兆廷表示，东旭集团将一如既往关注和支持天水经济社会发展，不断巩固合作成果，畅通合作渠道，着力把天水打造成中国最大的光电显示材料和高端装备基地，更好实现地企双方互利共赢。

据悉，东旭集团天水项目总投资230.34亿元，涉及9个项目，分两期实施。目前，一期项目涉及的高端装备产业园已建成投产，OLED载板玻璃项目、中性硼硅药用玻璃管项目正在加快建设，二期3个新项目已于6月22日开工，正在有序推进。

On August 7, 2021, Zhang Yongxia, Secretary of the Municipal Party Committee, and Wang Guoxian, Deputy Secretary of the Municipal Party Committee and Mayor, conducted an in-depth investigation into the construction of the Dongxu Group's Tianshui project in the Tianshui Economic and Technological Development Zone and held talks with Li Zhaoting, Chairman of Dongxu Group, and his delegation.

Zhang Yongxia visited the High-end Equipment Industrial Park and the OLED substrate glass project site, listened to Chairman Li Zhaoting's introduction of Dongxu Group, the Tianshui project plan, core technology products, and scientific and technological innovation achievements, and inspected the project's construction progress. Subsequently, Zhang Yongxia chaired a symposium to discuss development strategies and coordinate solutions to difficulties and problems encountered in project construction with enterprise and department leaders.

At the symposium, Zhang Yongxia first thanked Chairman Li Zhaoting and Dongxu Group for their concern and support for Tianshui's economic and social development. She pointed out that the Dongxu Group's Tianshui project is an organic unity and significant combination of the national development strategy in the new era, Tianshui's industrial upgrading, and Dongxu's product layout, and is of great significance to promoting the upgrading of Tianshui's industrial base and the modernization of its industrial chain. All relevant departments should further focus on the long term, build consensus, and strengthen confidence, closely centering on strengthening leading enterprises, supplementing the industrial chain, and clustering industries, vigorously implementing key project construction, driving the coordinated development of upstream and downstream related industries in the city, and accelerating the advancement of Tianshui's industrial sector towards clustering and high-end development. She hoped that Dongxu Group would continue to maintain high mutual trust and deepen cooperation with Tianshui, fully leveraging its advantages in technology, talent, management, and innovation to complete the project construction with high quality and efficiency, and effectively drive and expand effective investment through project construction.

"I am the primary person responsible for and the primary service provider for the construction of the Dongxu Group's Tianshui project," Zhang Yongxia emphasized. She stressed that key leaders of relevant departments should take the lead in strengthening their learning, proactively studying knowledge related to the company, deeply researching the company's product development, understanding the company's needs and expectations, and further exerting efforts to optimize the business environment, provide service guarantees, and improve efficiency. Wang Guoxian emphasized that all relevant departments should attach great importance to the construction of the Dongxu Group's Tianshui project, adhering to the target tasks, adhering to the timeline, strengthening systematic thinking, concentrating financial resources and energy on major tasks, ensuring the allocation of production factors for the project, promptly addressing the company's difficulties, ensuring the smooth progress of the project construction, and achieving early completion and production, contributing to the economic and social development of Tianshui.

Li Zhaoting stated that Dongxu Group will, as always, pay attention to and support the economic and social development of Tianshui, continuously consolidate cooperation achievements, smooth cooperation channels, and strive to build Tianshui into China's largest optoelectronic display materials and high-end equipment base, better achieving mutual benefit and win-win results for both the company and the local government.

It is reported that the Dongxu Group's Tianshui project has a total investment of 23.034 billion yuan, involving nine projects, and will be implemented in two phases. Currently, the high-end equipment industrial park involved in the first phase has been completed and put into operation, while the OLED substrate glass project and the neutral borosilicate pharmaceutical glass tube project are under accelerated construction. The three new projects in the second phase started construction on June 22 and are progressing in an orderly manner.
