本轮军改新组建的中央军委纪委,近日迎来第二位书记——张升民中将。

新华网报道,中央军委纪委扩大会议2017年2月28日在北京召开,军委纪委书记张升民主持会议并作工作报告。在他之前,军委纪委书记由出生于1952年的杜金才上将担任。

长安街知事APP发现,在2017年2月13日的省部级主要领导干部学习贯彻十八届六中全会精神专题研讨班开班式上,张升民中将与军委国防动员部部长盛斌中将比邻而坐,电视画面中张升民佩戴的臂章显示,当时他已在中央军委纪律检查委员会任职。

2016年初,原二炮政治部主任张升民担任军委训练管理部政委;2016年11月,他又以军委后勤保障部政委身份亮相,该岗位已空缺一年。此次履新军委纪委,是张升民在本轮军改启动后担任的第三个职务。

张升民出生于1958年,祖籍陕西,历任战士、干事、兰州军区政治部政研室副主任、总政治部办公厅政研室主任。后转至二炮部队任职,在多个基地担任过政委,2012年9月任二炮指挥学院政委。离开二炮指挥学院后,张升民又曾担任过某基地政委,至晚于2014年12月出任第二炮兵政治部主任。

长安街知事APP介绍过,2010年青海玉树救灾是张升民军旅生涯的高光时刻。一接到救援命令,张升民立刻组织千余名官兵,连夜奔赴灾区。次日上午到达后,部队立即在广场搭设帐篷,支起炉灶,安置露宿群众,为受灾群众提供临时但温暖的家。

不仅如此,张升民还指挥部队救援了玉树最大的藏传佛教白教寺院禅古寺,搭建板房310平方米,并捐助了一批帐篷和棉被,解决了260多名僧人住宿、学习及宗教文物存放等燃眉之急,使他们在震后13天就恢复了正常的宗教活动。

张升民是军中有名的书法家、喜好章草,当即书写了“禅古寺”三个字做成大匾赠送给寺院。

禅古寺主持诺卓尼玛仁波切活佛,当时激动地拉着张升民的手说:“这次救灾让我真正了解了解放军,你们是我们藏族群众和僧侣信得过的人。我们今后要为国家和社会和谐多做善事。”

玉树州副州长才仁丁沛说:“这些军人好像忘记了自己也是血肉之躯,拼命抢救人、抢救粮食,渴了饿了累了,仍然把水和食品、帐篷让给受灾群众。”张升民回答,老百姓就是人民子弟兵的爹娘,除了人民群众的利益,子弟兵别无所求,为了灾区群众,我们可以牺牲一切。

在工作中,张升民一向讲求效率,不喜表面功夫。他赴某基地刚上任后,头一次带工作组到基层检查工作,一进院子就看出来,部队为了应对检查做了很多“准备”。于是他当场取消了听汇报等“繁文缛节”,只让负责相关工作的两位领导随行,钻进一辆面包车,一路颠簸数百公里,接连查看了20多处新建训练设施,走访了3个偏远营区,现场办公解决了训练设施不配套、偏远连队文化设施不足等12个实际问题。

2011年,张升民所在基地的近百名将校军官辗转千里,齐聚北国密林,在野战环境下召开“加快转变战斗力生成模式”专题现场会。与会人员感到,“战场”上的现场会,节奏快了,会风实了,少了繁文缛节,问题探讨交流更深入更贴近实战。

现场会的“战场味”十足:会议室变成了野战帐篷,没有了营区的招待所,食宿保障全部野战化,从基地首长到普通参会人员,住宿和就餐地点距作战阵地不到1公里;翻开现场会日程表,短短1天的会期,没有惯例、没有聚餐、没有任何机动安排,不仅观摩交流内容紧凑,而且场地全都选在阵地、场区、机动公路等野战环境。

“最好的‘现场’在战场!”总结会上,亲赴一线指导的张升民指出,让现场会贴近实践、贴近战场,不仅是加快转变战斗力生成模式的需要,也是动中抓建的题中之义。

2012年,二炮某基地出台了《规范党员干部言行“16条硬举措”》,并运用“现场纠治”“通报批评”“责任追究”的手段严格督促落实。时任基地党委书记、政委的张升民说:“一些党员领导干部作风不过硬有时是‘面子’导致,当事人和管事的人都想照顾‘面子’。殊不知,当头棒喝、现场点名,恰恰是最直接、最有效,也是对工作最负责的方式。”

同时,基地还制定了《落实“讲政治、顾大局、守纪律”要求22条行为规范》,下发党员干部对照执行。张升民介绍说,制定《规范》的目的,是确保党员干部在大是大非面前保持清醒头脑,不为杂音噪音所扰,在思想和行动上与党中央、中央军委保持高度一致。

与人民群众血肉相连、工作中抛弃繁文缛节、一切以实战为导向、始终与中央保持一致……张升民用自己的实际行动,生动诠释了军改要改什么,怎么改。

The newly established Central Military Commission Discipline Inspection Commission (CMCDI) recently welcomed its second secretary—Lieutenant General Zhang Shengmin.

Xinhua News Agency reported that an enlarged meeting of the CMCDIDI was held in Beijing on February 28, 2017. CMCDIDI Secretary Zhang Shengmin presided over the meeting and delivered a work report. Prior to him, the secretary of the CMCDIDI was General Du Jincai, born in 1952.

The Chang'an Street Observer APP found that at the opening ceremony of a seminar for provincial and ministerial-level leading cadres on February 13, 2017, on studying and implementing the spirit of the Sixth Plenary Session of the 18th CPC Central Committee, Lieutenant General Zhang Shengmin sat next to Lieutenant General Sheng Bin, Minister of the National Defense Mobilization Department of the CMCDI. In early 2016, Zhang Shengmin, former director of the Political Department of the Second Artillery Corps, became the political commissar of the Training and Management Department of the Central Military Commission. In November 2016, he reappeared as the political commissar of the Logistics Support Department of the Central Military Commission, a position that had been vacant for a year. His new appointment to the Central Military Commission's Discipline Inspection Commission marks his third position since the start of this round of military reforms.

Born in 1958, Zhang Shengmin's ancestral home is Shaanxi Province. He has served as a soldier, staff officer, deputy director of the Political Research Office of the Political Department of the Lanzhou Military Region, and director of the Political Research Office of the General Political Department. He later transferred to the Second Artillery Corps, serving as political commissar in several bases. In September 2012, he became the political commissar of the Second Artillery Command Academy. After leaving the Second Artillery Command Academy, Zhang Shengmin served as political commissar of a base, and by December 2014 at the latest, he had become the director of the Political Department of the Second Artillery Corps.

As reported by the Chang'an Street Knowledge APP, the 2010 Yushu earthquake relief efforts in Qinghai were a highlight of Zhang Shengmin's military career. Upon receiving the rescue order, Zhang Shengmin immediately organized over a thousand soldiers, who rushed to the disaster area overnight. Arriving the following morning, the troops quickly set up tents and stoves in the square, providing temporary but warm homes for the homeless.

Furthermore, Zhang Shengmin also directed his troops to rescue the largest Tibetan Buddhist monastery in Yushu, the Chan Gu Temple, constructing 310 square meters of prefabricated housing and donating tents and blankets. This solved the urgent needs of over 260 monks for accommodation, study, and storage of religious artifacts, enabling them to resume normal religious activities within 13 days after the earthquake.

Zhang Shengmin, a renowned calligrapher in the military, particularly fond of cursive script, immediately wrote the three characters "Chan Gu Temple" and made them into a large plaque, which he presented to the monastery.

The abbot of Zengu Temple, Norbu Nyima Rinpoche, excitedly grasped Zhang Shengmin's hand and said, "This disaster relief effort has truly made me understand the People's Liberation Army. You are people that our Tibetan people and monks can trust. We will do more good deeds for the harmony of the country and society in the future."

Yushu Prefecture Vice Governor Tsering Dingpei said, "These soldiers seem to have forgotten that they are also made of flesh and blood. They are desperately rescuing people and food. Even when they are thirsty, hungry, and tired, they still give their water, food, and tents to the disaster-stricken people." Zhang Shengmin replied, "The people are the parents of the People's Liberation Army. Besides the interests of the people, the soldiers ask for nothing else. For the people in the disaster area, we can sacrifice everything."

In his work, Zhang Shengmin has always emphasized efficiency and disliked superficiality. When he first led a work group to inspect the grassroots work after taking office at a certain base, he immediately noticed that the troops had made many "preparations" for the inspection. He immediately abolished the "red tape" of briefings and other formalities, only allowing two leaders in charge of related work to accompany him. They traveled hundreds of kilometers in a minivan, inspecting over 20 newly built training facilities and visiting three remote camps. On-site, they resolved 12 practical problems, including inadequate training facilities and insufficient cultural facilities in remote companies.

In 2011, nearly 100 officers from Zhang Shengmin's base traveled thousands of miles to gather in the dense forests of northern China for a special on-site meeting on "Accelerating the Transformation of Combat Capability Generation Mode" in a field environment. Participants felt that the on-site meeting "on the battlefield" was faster-paced, more practical, and less bureaucratic, allowing for deeper and more realistic discussions and exchanges.

The on-site meeting had a strong "battlefield feel": the meeting room was transformed into a field tent, the camp's guesthouse was gone, and all food and lodging were provided in a field-like manner. From base commanders to ordinary participants, accommodation and dining locations were less than 1 kilometer from the combat positions. Looking at the meeting schedule, the one-day meeting had no conventions, no banquets, and no contingency arrangements. Not only was the content of the observation and exchange tightly packed, but the venues were all chosen in field environments such as positions, field areas, and mobile roads.

"The best 'on-site' experience is on the battlefield!" At the summary meeting, Zhang Shengmin, who personally went to the front lines to provide guidance, pointed out that making the on-site meeting close to practice and the battlefield is not only necessary to accelerate the transformation of combat capability generation models, but also an essential aspect of building capabilities in motion.

In 2012, a Second Artillery Corps base issued "16 Hard Measures to Regulate the Words and Deeds of Party Members and Cadres," and strictly supervised its implementation using methods such as "on-site rectification," "public criticism," and "accountability." Zhang Shengmin, then Party Secretary and Political Commissar of the base, said, “Some Party members and leading cadres’ lack of integrity is sometimes due to ‘saving face.’ Those involved and those in charge want to save face. Little do they know that a stern rebuke and on-the-spot naming and shaming are precisely the most direct, effective, and responsible ways to address the issue.”

Meanwhile, the base also formulated “22 Codes of Conduct for Implementing the Requirements of ‘Being Politically Aware, Considering the Overall Situation, and Abiding by Discipline,’” and distributed them to Party members and cadres for reference. Zhang Shengmin explained that the purpose of formulating the “Codes” was to ensure that Party members and cadres maintain a clear mind in the face of major issues of principle, are not disturbed by distractions, and maintain a high degree of consistency with the Party Central Committee and the Central Military Commission in thought and action.

Bound by the people, abandoning red tape in work, prioritizing actual combat, and always maintaining consistency with the Central Committee… Zhang Shengmin vividly demonstrated through his actions what military reform should change and how it should be reformed.
