第三届中国支线航空暨文旅融合发展大会在内蒙古乌兰浩特市召开

2024年7月2日~3日,为了给暑期的草原旅游热加一把火,同时让更多地区交流支线航空和文旅产业发展经验,第三届中国支线航空暨文旅融合发展大会在革命老区、内蒙古兴安盟乌兰浩特市召开。内蒙古自治区副主席杨进、民航局总工程师殷时军、中国航协理事长王昌顺出席大会并致辞,民航局原副局长董志毅在大会上作专题演讲。

杨进表示,推动航旅融合,创新发展是一片广阔蓝海。内蒙古资源丰富、底气十足、前景无限。作为我国东西跨度最大的省区,内蒙古东西直线距离约2400公里,且拥有草原、森林、沙漠、湿地等自然景观和璀璨多元的历史文化、独特现代的都市风貌,让“坐着飞机看草原”成为一种新风尚。内蒙古拥有全年适宜飞行的气候条件、跨越三北的区位优势、需求旺盛的航空旅游市场,目前建成通用机场28个,A1级通用机场数量居全国首位;“支支通”运营航线47条,累计运送旅客超过500万人次。内蒙古还以链式思维抓产业,把文旅产业作为朝阳产业、幸福产业来抓,把民用航空作为八大新兴产业之一布局发展,加强文旅与航空联动发展。期待相关各方为内蒙古量身定制更多精品航线,共同推动“以航促旅、航旅联动、引客入蒙”。

殷时军表示,支线航空是国内航空运输网络体系的重要基础,在提高边远特殊机场通达性、实现国产民机多飞多用、着力扩大国内需求等方面具有重要意义。内蒙古地处祖国正北方,“八千里北疆”为支线航空提供了广阔的发展空间,航旅融合发展为铸牢中华民族共同体意识、奋力书写中国式现代化内蒙古新篇章提供了有力支撑。近年来,内蒙古民航基础设施建设日益完善、运输规模稳步提升、支线航空实现“区内成网”,涌现出一批以鄂尔多斯、乌兰浩特等支线机场为代表的航旅融合创新典型案例和最佳实践。为了推动实现支线航空高质量发展,合力打造我国向北开放重要桥头堡,需要服务构建新发展格局,开创支线航空发展新局面;探索行业发展新路径,做深、做实“干支通、全网联”航空运输网络体系建设;共谋发展、共创未来,合力打造航旅融合示范区。

王昌顺表示,当前经济形势下,“市场下沉”趋势愈发明显,叠加“县域文旅热”兴起,支线航空增速明显加快,已经成为重要的市场增长点。与此同时,我国支线航空发展相对滞后,截至去年底,干支、支支机场联通率仅为20.5%和0.6%,远低于干线机场间53%的水平。他建议,在推动支线航空和国产民机高质量发展方面要坚持开放合作,深入推进跨航司的航线网络高效衔接,深入推进机场和航司的设施共用、信息资源共享,推动完善民航+其他交通方式综合,打造“民航+旅游”、“民航+文化”等品牌。深化数字赋能,深入推进通程航班服务管理平台和民航中转旅客服务平台的推广应用和扩容升级,加强数据治理和全生命周期质量管理,不断挖掘数据价值。加快自主可控,深入推进航司等用户与中国商飞输之间的理念融合、人才融合、服务融合、标准融合、工作融合,积极参与、广泛使用国产机票分销结算平台CDS。

本次会议系中国航协首次将文旅融合正式纳入会议议程。内蒙古自治区政府特邀民航局原副局长董志毅在大会上做了“创新塑造未来产业---全球视野下的低空经济发展”的专题演讲。董志毅表示,内蒙古地域辽阔、机场数量众多、类型丰富,具备支线航空和通用航空得天独厚的发展条件。内蒙古民航经过二十年的发展,先后经历了“模拟航空、支线快线、干支联动和支支通”等阶段,在探索支线航空发展等众多领域取得了骄人的成绩,尤其是支支机场联通率达到38.9%,远远高于0.6%的行业平均水平,为民航业“干支通、全网联”航线网络建设贡献了内蒙古智慧。兴安盟盟委、盟行政公署还将此次演讲作为兴安盟高质量发展大讲堂的一讲,当地500多位党员干部通过视频参加学习。

本次大会由中国航协、中国商飞、内蒙古机场集团共同主办,围绕“深入推进‘干支通、全网联’,促进中国民航高质量发展”的主题,设置了支线航空发形势政策与创新探索、支线航空发展与文旅融合、支线航空与低空经济、支线航空运营与服务等45个单元的主题演讲、《国内通程航班服务规范》相关团体标准和“干支通、全网联”航空运输网络体系专家库等发布仪式,以及嘉宾圆桌讨论等环节,还特别安排了由内蒙古机场集团员工呈现的《讲述支线发展故事,展现民航责任担当》展演。国家发展改革委、文化和旅游部、工业和信息化部、商务部的相关负责人、中国商飞和国内各大航空公司、机场集团、相关平台科技公司、高校科研院所、金融机构的近400名代表参加本次大会。

Deepening the "Trunking and Branch Line Connectivity, Full Network Linkage" to Promote High-Quality Development of China's Civil Aviation


The 3rd China Regional Aviation and Cultural Tourism Integration Development Conference was held in Ulanhot, Inner Mongolia.


From July 2nd to 3rd, 2024, to further boost the summer grassland tourism boom and facilitate the exchange of experiences in regional aviation and cultural tourism development among more regions, the 3rd China Regional Aviation and Cultural Tourism Integration Development Conference was held in Ulanhot, Hinggan League, Inner Mongolia, a revolutionary old area. Yang Jin, Vice Chairman of the Inner Mongolia Autonomous Region, Yin Shijun, Chief Engineer of the Civil Aviation Administration of China, and Wang Changshun, Chairman of the China Air Transport Association, attended the conference and delivered speeches. Dong Zhiyi, former Deputy Director of the Civil Aviation Administration of China, gave a keynote speech at the conference.


Yang Jin stated that promoting the integration of aviation and tourism and innovative development is a vast blue ocean. Inner Mongolia boasts abundant resources, a strong foundation, and unlimited potential. As the province with the largest east-west span in my country, Inner Mongolia covers approximately 2,400 kilometers from east to west. It possesses diverse natural landscapes including grasslands, forests, deserts, and wetlands, a rich and varied history and culture, and unique modern urban features, making "seeing the grasslands by plane" a new trend. Inner Mongolia enjoys year-round suitable flying conditions, a strategic location spanning the three northern regions, and a robust air tourism market. Currently, it has 28 general aviation airports, ranking first in the country in the number of A1-level general aviation airports; 47 regional air routes operate, transporting over 5 million passengers cumulatively. Inner Mongolia also adopts a chain-like approach to industry development, treating the cultural tourism industry as a sunrise industry and a source of happiness, and developing civil aviation as one of its eight emerging industries, strengthening the synergistic development of cultural tourism and aviation. It looks forward to relevant parties tailoring more premium air routes for Inner Mongolia, jointly promoting "air tourism, air-tourism synergy, and attracting tourists to Inner Mongolia."


Yin Shijun stated that regional aviation is a crucial foundation of the domestic air transport network, playing a significant role in improving accessibility to remote and specialized airports, enabling domestically produced civil aircraft to serve multiple purposes, and vigorously expanding domestic demand. Inner Mongolia, located in the far north of China, offers vast development space for regional aviation within its "eight thousand miles of northern frontier." The integration of aviation and tourism provides strong support for strengthening the sense of community of the Chinese nation and striving to write a new chapter in Inner Mongolia's modernization. In recent years, Inner Mongolia's civil aviation infrastructure has been increasingly improved, its transport scale has steadily increased, and its regional aviation has achieved "regional network formation," giving rise to a number of typical cases and best practices of aviation-tourism integration innovation, represented by regional airports such as Ordos and Ulanhot. To promote the high-quality development of regional aviation and jointly build an important bridgehead for my country's opening up to the north, it is necessary to serve the construction of a new development pattern, create a new situation for regional aviation development; explore new paths for industry development, deepen and solidify the construction of a "trunk-feeder, fully connected" air transport network system; and jointly plan for development and create a shared future, jointly building a demonstration zone for aviation-tourism integration.



Wang Changshun stated that under the current economic situation, the trend of "market penetration" is becoming increasingly apparent, coupled with the rise of "county-level cultural tourism," leading to a significant acceleration in the growth of regional aviation, which has become an important market growth point. At the same time, the development of regional aviation in my country is relatively lagging behind. As of the end of last year, the connectivity rates between trunk and regional airports were only 20.5% and 0.6%, respectively, far lower than the 53% level between trunk airports. He suggested that in promoting the high-quality development of regional aviation and domestically produced civil aircraft, it is necessary to adhere to open cooperation, further promote the efficient connection of cross-airline route networks, further promote the sharing of facilities and information resources between airports and airlines, promote the improvement of the integration of civil aviation with other modes of transportation, and create brands such as "civil aviation + tourism" and "civil aviation + culture." He also emphasized the need to deepen digital empowerment, further promote the application and expansion of the through-flight service management platform and the civil aviation transit passenger service platform, strengthen data governance and full life-cycle quality management, and continuously explore the value of data. Finally, he stressed the importance of accelerating independent control, further promoting the integration of concepts, talent, services, standards, and work between airlines and other users and COMAC, and actively participating in and widely using the domestically produced ticket distribution and settlement platform, CDS. This conference marked the first time the China Air Transport Association (CATA) formally incorporated cultural and tourism integration into its agenda. Dong Zhiyi, former Deputy Director of the Civil Aviation Administration of China (CAAC), was invited by the Inner Mongolia Autonomous Region Government to deliver a keynote speech on "Innovation Shaping Future Industries – Low-Altitude Economic Development from a Global Perspective." Dong Zhiyi stated that Inner Mongolia, with its vast territory, numerous and diverse airports, possesses unique advantages for the development of regional and general aviation. Over the past twenty years, Inner Mongolia's civil aviation has gone through stages such as "simulated aviation, regional express routes, trunk-regional linkage, and regional-regional connectivity," achieving remarkable results in many areas, including exploring regional aviation development. In particular, the regional airport connectivity rate reached 38.9%, far exceeding the industry average of 0.6%, contributing Inner Mongolian wisdom to the construction of a "trunk-regional connectivity, full network connection" route network in the civil aviation industry. The Xing'an League Committee and Administrative Office also included this speech as part of the Xing'an League High-Quality Development Lecture Series, with over 500 local party members and cadres participating via video.


This conference, jointly hosted by the China Air Transport Association (CATA), Commercial Aircraft Corporation of China (COMAC), and Inner Mongolia Airport Group, focused on the theme of "Deepening the 'Trunking and Feeder Airline Connectivity, Full Network Linkage' to Promote High-Quality Development of China's Civil Aviation." The conference featured 45 sessions of keynote speeches, including those on the development, policies, and innovative explorations of regional aviation, the development of regional aviation and its integration with culture and tourism, regional aviation and the low-altitude economy, and regional aviation operations and services. It also included the release ceremony of relevant group standards for the "Domestic Through Flight Service Standards" and the expert database for the "Trunking and Feeder Airline Connectivity, Full Network Linkage" air transport network system, as well as roundtable discussions. A special performance, "Telling the Story of Regional Aviation Development, Demonstrating the Responsibility and Commitment of Civil Aviation," presented by employees of Inner Mongolia Airport Group, was also arranged. Nearly 400 representatives from the National Development and Reform Commission, the Ministry of Culture and Tourism, the Ministry of Industry and Information Technology, the Ministry of Commerce, COMAC, major domestic airlines, airport groups, related platform technology companies, universities, research institutes, and financial institutions attended the conference.
