罗清泉现场接待上访群众

2009年6月28日，省委书记罗清泉来到我市信访接待大厅，向接待工作人员了解当天的群众上访情况，并详细调查了解基层信访工作情况和信访案件落实情况。同时，要求石首市务必组织开展好市委书记大接访活动，热情接待群众来访，认真解决群众反映的各种问题特别是涉及民生的问题，将矛盾纠纷化解在当地，维护好群众的切身利益。并在现场接待了上访群众。

“你们长期工作在基层第一线，为我省农村改革、发展做了大量工作，做出了很大的贡献，组织上是不会忘记你们的，对于你们目前所处的困境，是我们的工作没有做好，请你们原谅。”省委书记罗清泉在接待老支部书记时深有感触地说。李必光、汪志荣反映自己从70年代初期就在村担任支部书记，于1989年由当时的市农牧业局下文安排到乡镇畜特站工作，因乡镇综合配套改革时不符合办理养老保险的条件，而自己目前年世已高，生活窘迫，认为自己在村工作近20年，在乡镇站所工作近15年，要求解决养老保险的问题。省委书记罗清泉听完后当即表示，一是将类似上述情况的同志纳入省委组织部关于担任支部书记10年以上发放生活补贴的范筹，先保障基本生活，再考虑养老保险的问题。二是两位老同志反映的问题客观真实，也十分诚恳，类似这样的问题全省范围内可能还有一些，我们回去后将组织有关部门开展调查，进行专题研究，拿出处理意见，一定尽快给予答复。

“石首市张城垸工业园的发展，当地农民做出了巨大牺牲，同志们受苦受累了。失地农民的生活问题、征地补偿问题是民生问题的重中之重，我们会引起高度重视，依法补偿，有情安置”省委书记罗清泉在接待失地农民时说。失地农民贺元秀、熊某反映自己所在的张城垸社区的居民现在处于“两难”的境地，既不能享受城镇居民的相关待遇，也不能享受农民的福利政策，感到很苦恼。针对这一情况，罗书记提出了三条处理意见，一是由笔架山街道办事处组织人员到村调查走访，全面掌握特困户的基本情况。二是对于符合低保条件的，由省民政厅尽快解决低保，努力实现应保尽保。三是认真对待荆州市和石首市的意见，尽可能将石首纳入农村社会养老保险试点范围。

“只要你当时有正式编制，只要证据充分，你的养老保险问题我们一定会给你解决”省委书记的一番话，让前些天还为自己的养老保险心里忐忑不安的老姚脸上露出了一丝笑容。

省委书记罗清泉最后还接待了三批涉法涉诉案件的当事人。对于涉法涉诉案件，由于时间比较久远，案情比较复杂，罗清泉表示，将认真对待这三件关系民生的涉法涉拆案件，近期将由省委政法委组成专班，对涉法涉诉案件的当事人进行回访，对已经生效的判决认真督办，严格按照法律的程序办理涉法涉诉案件。

省有关部门负责同志，荆州市领导应代明、王祥喜、傅立民、易法新，石首市领导钟鸣、张善彩一同接访。

Luo Qingquan Receives Petitioners on Site

On June 28, 2009, Provincial Party Secretary Luo Qingquan visited the petition reception hall in to inquire about the day's petitions from the staff and to investigate the grassroots petition work and the implementation of petition cases. He also instructed Shishou City to organize a large-scale reception activity for petitioners, warmly receive visitors, earnestly resolve various issues raised by the public, especially those concerning people's livelihoods, resolve conflicts and disputes locally, and safeguard the vital interests of the people. "You have worked on the front lines at the grassroots level for a long time, doing a great deal of work and making significant contributions to rural reform and development in our province. The organization will not forget you. Your current predicament is due to our shortcomings; please forgive us," said Luo Qingquan, Secretary of the Provincial Party Committee, with deep feeling when receiving the veteran village branch secretaries. Li Biguang and Wang Zhirong explained that they had served as village branch secretaries since the early 1970s. In 1989, they were assigned to work at the township livestock station by the then Municipal Agriculture and Animal Husbandry Bureau. Because they did not meet the conditions for obtaining during the township's comprehensive reform, and given their advanced age and financial difficulties, they requested a solution to their pension insurance problem, arguing that they had worked in the village for nearly 20 years and in the township station for nearly 15 years. Upon hearing this, Secretary Luo Qingquan immediately stated that, firstly, comrades in similar situations would be included in the Provincial Party Committee's program for providing living allowances to those who have served as village branch secretaries for more than 10 years, ensuring their basic living needs before considering pension insurance. Secondly, the issues raised by the two veteran comrades were objective, truthful, and sincere. There may be similar problems throughout the province. Upon our return, we will organize relevant departments to conduct investigations and special studies, formulate solutions, and provide a prompt response.

"The development of the Zhangchengwan Industrial Park in Shishou City has involved enormous sacrifices by local farmers. Comrades, you have suffered greatly. The livelihood issues of and the compensation for are of paramount importance in people's livelihoods. We will attach great importance to this, provide compensation according to law, and resettle them with compassion," said Provincial Party Secretary Luo Qingquan when receiving displaced farmers. Displaced farmers He Yuanxiu and Xiong reported that residents of their Zhangchengwan community are currently in a "dilemma," unable to enjoy the benefits of urban residents nor the welfare policies for farmers, causing them great distress. Finally, Provincial Party Secretary Luo Qingquan also received three groups of parties involved in legal disputes.
