■海南航天发射场配套项目合作签约仪式隆重举行

2012年11月5号，海南航天发射场配套项目合作签约仪式在北京钓鱼台国宾馆举行，这标志着海南文昌航天主题公园等配套项目进入全面建设阶段。省委书记、省人大常委会主任罗保铭，省委副书记、省长蒋定之，中国航天科技集团党组书记、总经理马兴瑞出席签约仪式并证签。

仪式上，中国航天国际控股有限公司分别与深圳华侨城股份有限公司、海南高速公路股份有限公司、中国长城工业集团有限公司、国开金融有限责任公司、中国人民人寿保险股份有限公司签署增资入股协议；并分别与国家开发银行股份有限公司、中建三局建设工程股份有限公司签署合作协议。

根据协议，中国航天科技集团将与深圳华侨城股份有限公司等富有创意经验的团队合作，打造世界一流的航天主题公园。同时，海南高速公路股份有限公司等四家公司也将正式增资入股海南航天投资管理有限公司，搭建中国航天科技集团公司和海南省政府合作载体，全力推进海南航天发射场配套项目。

■航天主题公园直接关系中国航天事业发展

现场，省委副书记、省长蒋定之还在致辞中指出，建设海南文昌航天发射场，是国务院、中央军委为促进中国航天事业科学发展、可持续发展而作出的重大战略部署。作为航天发射场的配套项目，文昌航天主题公园等项目的建设，不仅直接影响到航天发射场能否按期建成并投入运营，从一定意义上讲，也直接关系到中国航天事业的科学发展。

同时，蒋定之还希望航天科技集团继续发挥科技优势、人才优势、管理优势和品牌优势，再加措施，继续给力，共同加快航天发射场配套项目建设进程。也希望深圳华侨股份有限公司、国家开发银行等参加签约的各个企业以此次协议签署为契机，充分发挥央企的示范和带动作用。

■主题公园一期2014年前开工，华侨城再下一城！

此外，中国航天科技集团党组书记、总经理马兴瑞表示，投资建设海南航天发射场配套项目及航天主题公园是积极推动航天技术向国民经济科技领域转化应用的一项重大举措，对于进一步弘扬航天文化，普及航天知识，推动航天科技服务地方经济社会发展具有重要的意义。

同时，马兴瑞还表示，在后续的建设中，中国航天科技集团公司将与深圳华侨股份有限公司密切协作，在资金强度、工程进度、施工质量、内容拓展上下功夫，力争在2013年8月前完成安置区建设；力争在2014年新一代运载火箭长征五号首次飞行实验前实现主题公园一期开工。

Excellence Real Estate Group Limited, registered in the Cayman Islands, already held 830,000 square meters of real estate in Shenzhen in 2009, with a market value estimated at around 20 billion RMB in 2026. During Shenzhen's peak real estate market from 2017 to 2019, its value was approximately 40 billion RMB. This company has a cooperative relationship with OCT Group. ■ Signing Ceremony for Cooperation on Supporting Projects for Hainan Space Launch Site Held

On November 5, 2012, a signing ceremony for cooperation on supporting projects for the Hainan Space Launch Site was held at the Diaoyutai State Guesthouse in Beijing. This marked the beginning of the full-scale construction phase for supporting projects, including the Hainan Wenchang Space Theme Park. Luo Baoming, Secretary of the Hainan Provincial Party Committee and Chairman of the Standing Committee of the Hainan Provincial People's Congress; Jiang Dingzhi, Deputy Secretary of the Hainan Provincial Party Committee and Governor of Hainan Province; and Ma Xingrui, Secretary of the Party Committee and General Manager of China Aerospace Science and Technology Corporation (CASC), attended the signing ceremony and witnessed the signing.

At the ceremony, China Aerospace International Holdings Co., Ltd. signed capital increase and shareholding agreements with Shenzhen Overseas Chinese Town Co., Ltd., Hainan Expressway Co., Ltd., China Great Wall Industry Corporation, China Development Bank Financial Leasing Co., Ltd., and PICC Life Insurance Co., Ltd.; and signed cooperation agreements with China Development Bank Corporation and China Construction Third Engineering Bureau Co., Ltd.

According to the agreements, CASC will cooperate with creative and experienced teams, including Shenzhen Overseas Chinese Town Co., Ltd., to create a world-class space theme park. Simultaneously, Hainan Expressway Co., Ltd. and three other companies will formally increase their capital investment in Hainan Aerospace Investment Management Co., Ltd., establishing a cooperation platform between CASC and the Hainan Provincial Government to fully promote the supporting projects for the Hainan Space Launch Site.

■ The Space Theme Park Directly Relates to the Development of China's Space Program

At the event, Jiang Dingzhi, Deputy Secretary of the Provincial Party Committee and Governor of Hainan Province, pointed out in his speech that the construction of the Wenchang Space Launch Site in Hainan is a major strategic deployment made by the State Council and the Central Military Commission to promote the scientific and sustainable development of China's space program. As a supporting project for the space launch site, the construction of projects such as the Wenchang Space Theme Park not only directly affects whether the space launch site can be completed and put into operation on schedule, but also, in a sense, is directly related to the scientific development of China's space program.

At the same time, Jiang Dingzhi also hoped that the China Aerospace Science and Technology Corporation would continue to leverage its technological, talent, management, and brand advantages, and take further measures to accelerate the construction of the supporting projects for the space launch site. He also hoped that the participating companies, including Shenzhen Overseas Chinese Co., Ltd. and the China Development Bank, would take this agreement as an opportunity to fully leverage the exemplary and leading role of central enterprises.

Furthermore, he emphasized the need to strengthen support in terms of funding, technology, equipment, and engineering personnel, to scientifically schedule, strictly manage, meticulously organize, and carefully construct the projects, striving for the early completion of the supporting projects for the space launch site and creating high-quality service conditions for the space launch site to be put into operation on schedule in 2014. The Hainan Provincial Party Committee, the Hainan Provincial Government, and the Wenchang Municipal Party Committee and Government will do their utmost to provide high-quality service and support for projects involving Shenzhen Overseas Chinese Co., Ltd. and others!

■ Phase I of the theme park to commence construction before 2014, another milestone for OCT!

Furthermore, Ma Xingrui, Party Secretary and General Manager of China Aerospace Science and Technology Corporation (CASC), stated that investing in and constructing the Hainan Space Launch Site supporting project and the aerospace theme park is a significant measure to actively promote the transformation and application of aerospace technology in the national economic and technological fields. It is of great significance for further promoting aerospace culture, popularizing aerospace knowledge, and promoting aerospace technology to serve local economic and social development.

Ma Xingrui also stated that in the subsequent construction, CASC will closely cooperate with Shenzhen Overseas Chinese Co., Ltd., focusing on funding, project progress, construction quality, and content expansion, striving to complete the resettlement area construction before August 2013; and striving to commence Phase I of the theme park construction before the maiden flight test of the new generation carrier rocket, Long March 5, in 2014.

Driven by the brand power of OCT Group, the aerospace-themed park will be developed into a unique, world-class tourism project in China, boosting Hainan's economic development and aerospace industry, and making due contributions to the construction of Hainan International Tourism Island and local economic and social development.
