Report on Follow-up Investigation into Ai Weiwei's Case
Municipal Bureau: In accordance with the important instructions from the Municipal Bureau leadership regarding the Ai Weiwei case, our center actively fulfilled its investigation and control functions, employing various methods to follow up and verify this case. Recently, the center retrieved transaction details from the bank cards involved in the case and analyzed the SMS data from the account holder, Liu Yanping. The analysis revealed the following: First, the individuals paying attention to the Ai Weiwei case exhibited a clear hierarchy and acted cautiously; second, the transaction details from Liu Yanping's bank card showed that donations peaked on November 7th, with transactions exceeding 10,000 yuan accounting for 31.8% of the total; third, 19 key individuals require attention from relevant departments. Based on this, it is judged that Ai Weiwei may be using donations to expand his influence, and if anything happens to him, the larger group of people paying attention could potentially impact social stability.
I. Liu Yanping is Ai Weiwei's capable assistant, and their superior-subordinate relationship is obvious.
(I) Ai Weiwei's high level of trust in Liu Yanping
The card was opened on June 12, 2010 (account holder: Liu Yanping). Up to November 4, 2011, there were a total of 46 transactions, 27 of which were online shopping records. The highest account balance during this period was 11,753.04 yuan. This shows that the card was not specifically opened for this donation event, and the use of this bank card demonstrates Ai's high level of trust in Liu.
(II) Blessings to Ai Weiwei or meetings with him were all conveyed or arranged by Liu Yanping
Liu Yanping replied to messages of gratitude to Ai Weiwei on his behalf; she relayed messages of support to Ai Weiwei; and for messages requesting a meeting with Ai Weiwei, she verified his identity before relaying the message to Ai Weiwei and arranging a meeting.
(III) Liu Yanping's text messages were detailed, while Ai Weiwei's replies were concise and clear.
Over three months, Liu Yanping and Ai Weiwei communicated via text message 59 times. Liu Yanping initiated contact with Ai Weiwei 37 times, and Ai Weiwei replied 22 times. Liu Yanping provided detailed reports on articles written about Ai Weiwei by associates, meetings arranged with Ai Weiwei, and her own itinerary. Ai Weiwei's replies, however, were mostly brief, such as "I understand" or "I've revised it, please review it again."
II. The hierarchy among those involved in Ai Weiwei's case was clear, and they acted cautiously.
Analysis of Liu Yanping's recent text messages revealed that eight people, including Liu Yanping, were associated with Ai Weiwei. Five other people reported to Liu Yanping on their work for Ai Weiwei, demonstrating a strong awareness of counter-surveillance.
(I) The first level of contact with Ai Weiwei, responsible to him, primarily through meetings: Four people who frequently meet at No. 258 Caochangdi: Du Yanlin (132********), 152******** (Beijing phone number), Hu Min (136********), and Ruan Ji (158********); Four people for whom Liu Yanping regularly reports accounts: Du Yanlin (132********), Pu Zhiqiang (139********), 135******** (Beijing phone number), and 139******** (Beijing phone number).
(II) The second level of personnel, unable to contact Ai Weiwei, were responsible to Liu and primarily focused on reporting. Two individuals were specifically tasked with transferring funds for Ai Weiwei: 158******** (Guangdong number) and 131******** (Beijing number); one person was responsible for explaining the public donation accounts online: Hu Jia (135********); two individuals were responsible for requesting account details and soliciting donations: Hu Jia (135********) and Hu Min (136********); and one person proactively recommended a tax lawyer to Ai Weiwei: 186******** (Shanghai number).
(III) Liu Yanping and others possessed a certain level of counter-surveillance awareness and acted cautiously. A thorough analysis of the three months' worth of text messages revealed that, in terms of communication methods, they avoided using communication tools and preferred face-to-face communication. Liu Yanping convened meetings with associates 10 times and mentioned the insecurity of email and text messages 4 times (3 times by Liu Yanping and 1 time by an associate). In terms of the content of these communications, Liu Yanping's language was evasive when contacting associates. When Liu Yanping contacted her associates, she explicitly stated, "Don't send any more messages or emails, let's meet in person," "When will I give you the items? Let's meet in person. No emails," and "The items have been handed over to Xiaoyuan. Destroy after reading," clearly indicating her attempts to evade investigation and prosecution.
III. Bank Card Transaction Details Have the Following Three Characteristics:
Analysis of the transaction details of Liu Yanping's bank account (card number: 622***************) from November 4th to 12th, 2011, yielded 5121 records involving 3808 individuals (due to lack of ID numbers, deduplication was not possible), and 3602 account numbers and card numbers. The bank card saw an inflow of 3,970,873.9 yuan, with no outflows. First, the transaction details show that donations peaked on November 7th. Second, transactions between 10,000 yuan and 2,000 yuan accounted for 65.8% of the total amount. Third, bank transfers and
Alipay withdrawals accounted for 81% of the total amount.
(I) From the perspective of transaction dates, the transaction amount peaked on November 7th, reaching 1,416,672.81 yuan, and then decreased daily.
Statistics on donations from November 4th to 12th show that the peak was reached on November 7th, the first Monday after the incident escalated, and then decreased daily.
(II) Transaction amounts between 10,000 yuan and 2,000 yuan accounted for 65.8% of the total amount. There were 33 donations exceeding 10,000 yuan, totaling 1,263,566 yuan, accounting for 31.8% of the total donations; 69 donations between 2,000 and 10,000 yuan (excluding 10,000 yuan) totaled 218,180.95 yuan, accounting for 5.5% of the total donations; and 4,947 donations below 2,000 yuan (excluding 2,000 yuan) totaled 1,348,900.93 yuan, accounting for 34% of the total donations.
(III) In terms of transaction type, bank transfers and Alipay withdrawals accounted for 81% of the total amount.

IV. 19 Key Individuals Requiring Attention from Relevant Departments
(I) Du Yanlin and Pu Zhiqiang Deserve Attention Based on Text Message Content
Du Yanlin appears on both the gathering and expense reimbursement lists. Pu Zhiqiang wrote a self-composed text message stating that the spontaneous donations from the crowd were a sign of Ai Weiwei's popularity and his service to the government, yet the government was powerless to challenge him. He requested to speak in a private capacity and refused to appear as a lawyer.
(II) The First Two Large-Amount "Donors," Li Xinhui and Xu Suying, Deserve Attention
On November 4th, three large-amount "donors" (each contributing 10,000 yuan) transferred funds to Liu's bank account. One donor's name and account details are unknown due to the use of cash. The details of the other two donors are: Li Xinhui, account: 622***************; Xu Suying, account: 123********.
(III) The 15 "donors" who made multiple remittances deserve attention, among whom "Sun Weibing" donated a total of 980,000 yuan.
Sun Weibing made the largest "donation," totaling 980,000 yuan. Lü Wujun made the most "donations," a total of 13 times, amounting to 162 yuan.
On November 7th, Sun Weibing transferred 900,000 yuan in nine transactions through a "virtual exchange" (online banking transfer) and a bank transfer (branch operations management department), including eight bank transfers and one online banking transfer. On November 8th, he transferred another 80,000 yuan through the "virtual exchange" (online banking transfer), totaling 980,000 yuan transferred to Liu Yanping's bank account over two days.
