Xi Jinping steps down. Ma Xingrui attends the Urban Work Conference. Xu Qifang’s faction endorses who will be the next General Secretary?
Hello everyone,
I suddenly remembered to look up whether Ma Xingrui attended the Urban Work Conference.
Ma Xingrui did attend the Urban Work Conference.
I feel Ma Xingrui was rather inconspicuous.
Because this Urban Work Conference was of a high level, it was essentially an enlarged meeting of the Politburo.
All members of the Politburo Standing Committee and Politburo members, except for He Weidong, attended.
It seems Han Zheng didn’t attend; I didn’t see him.
Ma Xingrui is ranked first among the Politburo members, because the ranking is based on the number of strokes in their surnames.
Before Ma Xingrui are Ding Xuexiang and Xi Jinping, who are ranked higher because their surnames have more strokes. However, Ding Xuexiang and Xi Jinping are both members of the Standing Committee.
Therefore, Ma Xingrui is ranked first among all non-Standing Committee Politburo members.
But I feel like nobody is paying attention to Ma Xingrui. The Xinjiang Party Secretary was taken down just like that.
The general analysis suggests that a nominal position as group leader would be assigned to Ma Xingrui, essentially a sinecure.
It wouldn’t be a group leader position, but rather a deputy group leader position.
For example, after Liu Qi stepped down as Beijing Party Secretary, he served as Deputy Director of the Civilization Committee for six months.
After Chen Quanguo stepped down as Xinjiang Party Secretary, he attended meetings for six months as Deputy Group Leader of the Rural Affairs Group.
Then he retired a few months later at the 20th Party Congress.
In other words, it’s currently unknown whether Ma Xingrui has been given a job.
Even if he has, it might not be announced. It’s also possible that no job has been assigned, and no one knows.
In other words, Ma Xingrui is in a worse situation than Li Ganjie, who at least held the position of Minister of the United Front Work Department.
Ma Xingrui has nothing.
All Politburo members hold concurrent positions; for example, Yin Li, who sits next to Ma Xingrui, concurrently serves as Beijing Party Secretary.
Only Ma Xingrui is unemployed, without any concurrent positions.
At least not publicly yet, he’s in a semi-laid-off state.
He’s definitely in the same situation as Liu Qi or Chen Quanguo; even if a position is assigned, it will be a sinecure.
However, Ma Xingrui was specifically notified to attend the meeting, which was essentially an expanded Politburo meeting.
Ma Xingrui was certainly qualified to attend.
So, the Communist Party is all about party loyalty, not humanity.
But think about it, being unemployed is at least better than going to Qincheng Prison.
Look at their order of appearance; it’s quite strange.
Ma Xingrui, Yin Li, Liu Guozhong, Li Shulei, He Lifeng, Zhang Guoqing, Chen Jining, Yuan Jiajun, Liu Jinguo
Then on the right are Wang Yi, Shi Taifeng, Li Ganjie, Li Hongzhong, Zhang Youxia, Chen Wenqing, Chen Min’er, Huang Kunming, Wang Xiaohong
Xi Jinping didn’t arrest Zhang Youxia, yet Zhang Youxia is here attending the meeting, which shows Xi Jinping is incompetent.
Not only Zhang Youxia, but Zhang Shengmin and Liu Zhenli are also attending.
Now, besides Xi Jinping, only three people remain in the Central Military Commission: Zhang Youxia, Zhang Shengmin, and Liu Zhenli.
Xi Jinping can’t touch any of these three, which shows that Xi Jinping has completely lost control of the military.
“Without the gun, there is nothing,” as one netizen aptly put it.
Internal party matters are simply a matter of holding a meeting. It’s just that the Fourth Plenary Session hasn’t been held yet.
As soon as the Fourth Plenary Session is held, Xi Jinping will officially step down.
Now we’re watching the outcome of that Fourth Plenary Session.
The order of the Politburo members is particularly strange; they’re arranged alternately from left to right.
That is, they’re arranged horizontally, in the order of Ma Xingrui, Wang Yi, Yin Li, and Shi Taifeng.
Then, after He Weidong was arrested, He Weidong was supposed to sit in He Lifeng’s position.
Now He Lifeng has taken He Weidong’s place.
He Lifeng should have sat on the right, but now he’s on the left.
Everyone after He Lifeng has changed positions.
When He Weidong was in power, the Politburo members who sat on the left have all moved to the right.
The Politburo members who sat on the right have all moved to the left.
A complete reshuffling, all because one Politburo member is missing.
Finally, Liu Jinguo and Wang Xiaohong are the only two Central Secretariat secretaries who are not members of the Politburo.
In fact, the CCP previously had alternate Politburo members.
Now, Liu Jinguo and Wang Xiaohong are equivalent to two alternate Politburo members.
US and Australia Join Forces to Counter CCP Military Expansion
Faced with the CCP’s continuously increasing military power, the United States and Australia launched “Talisman Sabre 2025,” the largest joint military exercise to date, in Australia, to demonstrate their firm commitment to maintaining peace and stability in the Indo-Pacific region. This biennial exercise will be held in Australia in 2025; the previous one was in 2023. This year’s exercise is unprecedented in scale, attracting more than 30,000 troops from the United States, Australia, and a record 19 partner countries. For the first time, the exercise integrates naval, land, air, space, and cyberspace forces, covering thousands of kilometers of Australian territory and Papua New Guinea, demonstrating multi-domain interoperability. The exercise aims to “respond to the CCP’s military expansion in the Indo-Pacific region,” highlighting the strategic deterrent power of the US-Australia alliance.
“Talisman Sabre 2025” Opens and Deterrence Objectives
“Talisman Sabre 2025” officially commenced on Sunday with a grand ceremony on the flight deck of the Australian Navy’s HMAS Adelaide in Sydney Harbour. Lieutenant General Joel B. Warwell, Vice Commander of the U.S. Army Pacific Command, addressed the ceremony, outlining the exercise’s dual objectives: ensuring rapid response capabilities for all nations in times of crisis, and deterring potential conflict through a strong military presence. Warwell emphasized, “Our goal is to be prepared to meet national needs, while simultaneously ensuring peace through deterrence, because our ultimate aim is to avoid war.” This exercise “demonstrates the joint response capabilities of the U.S.-Australia alliance in the Indo-Pacific region” and aims to send a clear signal to the Chinese Communist Party.
Live-Fire Drills and Multinational Coordination
The exercise entered its land-based training phase on Monday, with Australian forces conducting their first test firing of the U.S.-made M142 High Mobility Artillery Rocket System (HIMARS) in live-fire drills in Queensland, eastern Australia. U.S. and Singaporean forces also operated their respective HIMARS launchers, demonstrating multinational coordination capabilities. The HIMARS live-fire exercise, “targeting potential regional threats from China,” highlights the exercise’s combat-oriented approach. Covering multiple domains, including naval maneuvers, joint air patrols, and cyber defense drills, the exercise aims to enhance inter-alliance capabilities among allies. Australian Defence Industry Minister Pat Conroy, in an interview with domestic media, stated that the surveillance of “Talisman Sabre 2025” by Chinese reconnaissance ships was not surprising, as previous exercises had also been monitored by China, reflecting regional tensions.
Chinese Naval Activities and Regional Stability Challenges
In February, Chinese naval vessels conducted activities in international waters near Australia, with some ships circumnavigating Australia and conducting brief live-fire exercises, disrupting commercial air traffic in the Tasman Sea. This move by China was “intended to test the reaction of the US and Australia in the Indo-Pacific region.” The Australian Department of Defence expressed concern, believing that China’s military actions could threaten regional stability. Pat Conroy stated that surveillance by Chinese reconnaissance ships has become routine in the “Talisman Sabre” series of exercises, but the US, Australia, and their partners have demonstrated their response capabilities through joint military exercises. China’s military expansion has raised concerns in the US and Australia, but Australia is simultaneously maintaining economic ties with Beijing, its largest trading partner.
Background of the Albanese-Xi Jinping Meeting
On July 15, Australian Prime Minister Anthony Albanese met with Xi Jinping in Beijing to discuss Sino-Australian relations and trade cooperation. Albanese told the media that he expressed Canberra’s concerns about China’s naval exercises in February. Xi Jinping responded, “China’s military exercises are no different from Australia’s.” Xinhua News Agency confirmed that the meeting focused on bilateral cooperation but did not mention the military exercise controversy.
In other words, Xi Jinping gave Australian Prime Minister Albanese a subtle rebuff.
Albarnes’ visit to China during “Talisman Sabre 2025” “reflects Australia’s balancing strategy between military and economic interests.” While Australia shares the US’s concerns about the potential threat of China’s military expansion to regional stability, as Beijing’s largest trading partner, it needs to maintain economic ties. Albanese’s statement indicates that he is seeking dialogue with China in the context of the military exercises.
This netizen said, “Let’s thoroughly investigate Xu Qifang, the newly appointed Executive Deputy Director of the State Council’s Hong Kong and Macao Affairs Office (ministerial level).”
My reply was, “A ministerial-level position certainly needs careful scrutiny.”
“This position is actually very important; it contains the key to the next General Secretary.”
“First, the name of this institution is the State Council’s Hong Kong and Macao Affairs Office.”
“In reality, this institution doesn’t exist; it’s just a nameplate.”
“The actual name of the institution is the Central Committee of the Communist Party of China’s Hong Kong and Macao Affairs Office.”
“It was only changed in 2023, which can be seen as Xi Jinping seizing power from Li Qiang.”
“It’s quite strange that Xia Baolong hasn’t been replaced yet.”
“Xia Baolong is already 72 years old, seriously exceeding his term of service.”
“We’ve analyzed the factional backgrounds of Tian Jiyun and Li Keqiang.”
“Today, we’ll briefly discuss Xu Qifang’s factional background.”
“By combining the factional backgrounds of Zhou Ji and Xu Qifang, we can know who the next General Secretary will be.” Tian Jiyun is Hu Jintao’s successor to the leadership of Zhao Ziyang and Tian Jiyun.
Li Keqiang is dead, so Hu Jintao is the true General Secretary of China.
It depends on who Hu Jintao appoints as General Secretary. Either Hu Jintao himself will become General Secretary, or he likely doesn’t have the energy for it.
The Hong Kong and Macao Affairs Office is now completely under the control of the Central Committee of the Communist Party of China.
That is, it is under the General Secretary’s control and has no relation to the State Council.
Xu Qifang is also Hu Jintao’s man.
Currently, the two ministerial-level officials in the Hong Kong and Macao Affairs Office are Hu Jintao’s men.
Zhou Ji is also a ministerial-level official.
On May 2, 2010, Li Jianguo, Secretary of the Shaanxi Provincial Party Committee and Chairman of the Standing Committee of the Shaanxi Provincial People’s Congress, and Li Xi, member of the Standing Committee of the Shaanxi Provincial Party Committee and Secretary-General of the Shaanxi Provincial Party Committee, inspected work in Pingli County, accompanied by Huang Wei, Secretary of the Pingli Municipal Party Committee and Chairman of the Standing Committee of the Pingli Municipal People’s Congress, and Zou Ming, member of the Standing Committee of the Pingli Municipal Party Committee and Secretary of the Municipal Commission for Discipline Inspection. Pingli County leaders He Bangjun, Wu Ping, Chen Xiaohu, Ma Yong, Qu Xiaohong, and Wang Xiancun accompanied them. After a six-year absence, Li Jianguo returned to Pingli County. Witnessing the tremendous changes in the county’s urban and rural landscape and the improvement in people’s living standards over the years, Secretary Li Jianguo felt genuinely gratified.
This woman is named Huang Wei, and Xu Qifang is Huang Wei’s secretary.
Actually, Xu Qifang was likely personally promoted by Li Jianguo.
Li Jianguo was Li Ruihuan’s secretary.
Whether Xu Qifang knew Li Ruihuan or Hu Jintao himself, I’m not sure.
But Xu Qifang definitely knew Li Jianguo.
I couldn’t find which person in the photo is Xu Qifang, but the report states that Xu Qifang accompanied him.
From March 19th to 21st, 2010, Provincial Party Secretary Li Jianguo, accompanied by Ankang Municipal Party Secretary Huang Wei and Mayor Liu Jianming, conducted investigations and research in Xunyang County, Baihe County, Hanyin County, and Hanbin District.
The delegation was accompanied by Wang Gaimin, Secretary-General of the Provincial Party Committee; Li Xingwang, Deputy Secretary-General of the Provincial Party Committee; Li Xiaodong, Director of the Provincial Development and Reform Commission; Cao Sen, Director of the Provincial Department of Transportation; Tan Cewu, Director of the Provincial Department of Water Resources; Yang Zhigang, Director of the Provincial Agricultural Development Office; the Director of the Provincial Environmental Protection Bureau; Peng Suiyi, Deputy Secretary of the Municipal Party Committee; Cui Guanghua, Member of the Standing Committee of the Municipal Party Committee and Minister of Organization; Zou Ming, Member of the Standing Committee of the Municipal Party Committee and Executive Vice Mayor; and Xu Qifang, Member of the Standing Committee of the Municipal Party Committee and Secretary-General of the Municipal Party Committee.
Actually, we can see this from the list of the 15th Politburo Standing Committee.
The 15th Standing Committee was formed in September 1997, and Deng Xiaoping died in February 1997.
With Deng Xiaoping’s death, Hu Jintao, from Deng Xiaoping’s faction, faced difficulties.
Only Li Ruihuan from Hu Jintao’s faction was among the 15th Politburo Standing Committee members.
If Zhu Rongji were also from Hu Jintao’s faction, the Premier would have considerable power.
Except for military power, the Premier’s power could be comparable to that of the General Secretary.
If Zhu Rongji was part of Hu Jintao’s faction, then Hu Jintao would have already seized power in the 15th Politburo Standing Committee.
Therefore, Zhu Rongji could not possibly be part of Hu Jintao’s faction.
Why did Hu Jintao promote Li Ruihuan’s associates? Among the Politburo Standing Committee members at that time, only Li Ruihuan supported Hu Jintao.
Li Ruihuan was a key figure in Deng Xiaoping’s faction.
Li Xi was Li Jianguo’s chief secretary. Li Jianguo was Li Ruihuan’s political secretary.
If Li Xi wasn’t Hu Jintao’s man, how did Li Shangfu, Miao Hua, and He Weidong get arrested?
Li Xi was an official from Gansu, and both Hu Jintao and Wen Jiabao were involved.
Li Xi was also Li Jianguo’s chief secretary.
Li Xi has arrested almost all of Xi Jinping’s people, and I don’t know if anyone still insists that Li Xi is Xi Jinping’s man.
The Hong Kong and Macau Affairs Office is under the control of the Central Committee of the Communist Party of China, specifically the General Secretary.
Currently, the two ministerial-level officials inside, Xu Qifang and Zhou Ji, are either Hu Jintao’s men or Li Ruihuan’s men.
Let me ask Hu Jintao and Li Ruihuan: Who do you want to hand over the General Secretary position to?
Whoever does will be the next General Secretary.
Okay, thank you everyone.
