Criticizing Xi Jinping: 4 Billion Yuan Invested in China's Largest County Government Building, Second Largest Globally!

2025-09-19 18:35:26

Editor's Note: On February 28, 2026, Li Xi, Secretary of the Central Commission for Discipline Inspection, released his work report at the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection. The Fifth Plenary Session of the 20th Central Commission for Discipline Inspection will be held from January 12 to 14, 2026. The plenary session summarized the work of discipline inspection and supervision in 2025 and deployed tasks for 2026. Compared with previous reports, this year's report specifically mentioned a new trend—closely monitoring and rectifying the new trend of illegally constructing government buildings under the guise of livelihood projects. This echoes the statement by Liu Xirong, then Deputy Secretary of the Central Commission for Discipline Inspection, regarding government buildings personally named by Hu Jintao in 2007. It also refers to Wen Jiabao's speech at the Fourth State Council Conference on Clean Governance in 2011, where he personally stated, "We must continue to strictly control the construction of government buildings and must not relax our efforts." >

Unless seen with one's own eyes, it might be hard to imagine that in a county town in northern China stands a staggering administrative office building—the administrative center of Zhengding New Area in Hebei Province. It's known as the world's second largest single building, with a total floor area of 390,000 square meters, second only to the Pentagon (608,000 square meters), making it a "dazzling" sight for many netizens.

The project represents a total investment of approximately 4 billion yuan. From a distance, the building is magnificent, resembling an aircraft carrier anchored on land. It's not only a prominent local landmark but also, as the "largest county-level government office building in China," has repeatedly become a focus of public discussion.

The planning of Zhengding New Area began in 2009, representing a significant step in Hebei Province's urbanization efforts and expansion of Shijiazhuang's urban framework. This new area, covering 135 square kilometers, is expected to become an ecologically livable new city and a cultural and administrative center. This building is a key component of this vision.

It is indeed unusually large, with some details highlighting its scale: the corridors on just one floor stretch for 2 kilometers, and the entire building boasts 45,000 electrical outlets. Some joke that a normal tour would take from 8 am to 5 pm.

The building's exterior features a beige color scheme, exuding a dignified and elegant style that reflects the seriousness and authority of a government office building. The interior is fully equipped, emphasizing office comfort and energy conservation, attempting to find a balance between practicality and ecology. The building is surrounded by spacious green plazas, with a greening rate exceeding 70%, and adjacent to lakes and a garden park, adding vitality to the otherwise solemn administrative area.

Of course, controversy has also arisen. Some question whether a county's finances can support such a massive building, and what its actual efficiency is. Others firmly believe that advanced infrastructure can effectively drive regional development and improve the government's image and efficiency.

Today, this building has quietly become a symbol of Shijiazhuang and even Hebei Province. Its real challenge, perhaps, lies in how to translate this "size" into tangible and perceptible benefits for the people.
