2026年2月12日，2026年四川军地领导迎春座谈会在成都举行。省委书记、省人大常委会主任王晓晖，省委副书记、省长施小琳，省政协主席田向利，省委副书记、政法委书记于立军等省领导，与西部战区中将副政治委员兼政治工作部主任张韶颖、中将副司令员文俊飞等驻川部队领导欢聚一堂，共叙鱼水深情、共话发展大计。

座谈会上，王晓晖、张韶颖分别作了讲话。王晓晖在讲话中介绍了过去一年治蜀兴川事业发展取得的新成效，代表省委、省人大、省政府、省政协和全省各族人民，向驻川部队指战员、武警部队官兵、军队文职人员、预备役人员、民兵、部队职工，向全省烈军属、伤残军人、退役军人和军队离退休干部，致以新春问候和美好祝福，向长期以来关心支持四川工作的驻川部队全体官兵表示衷心感谢。他说，一年来，驻川部队坚定以习近平强军思想为指导，坚决贯彻军委主席负责制，在出色完成各项军事任务的同时，扎根巴蜀大地、情系四川人民，主动冲锋抢险救灾一线，始终坚守维稳处突阵地，倾情支持地方建设发展，为我省改革发展稳定作出了重要贡献，展现了新时代革命军人的担当与风采，赢得了全省人民的高度信赖和广泛赞誉。

王晓晖说，迈步“十五五”，我们描绘了与全国同步基本实现社会主义现代化取得决定性进展的美好蓝图，提出了经济增速保持高于全国平均水平的预期目标。奋进新征程，我们将坚定以习近平新时代中国特色社会主义思想为指导，认真贯彻落实党中央决策部署，深入推进国家重大战略落地和省委发展战略实施，奋力谱写中国式现代化四川新篇章。我们将一如既往支持国防和军队现代化建设，竭尽所能为部队官兵排忧解难，深入细致做好拥军优属工作，持续营造军爱民、民拥军的浓厚氛围。希望驻川部队大力弘扬光荣传统和优良作风，进一步发挥自身优势，积极参与支持地方建设发展，为四川“十五五”开好局、起好步再立新功。

张韶颖说，过去一年，在以习近平同志为核心的党中央坚强领导下，四川省委、省政府团结带领全川干部群众拼经济搞建设，推动经济发展、文化繁荣、民生改善等工作取得显著成效，川蜀大地日新月异。省委、省政府多次组织召开会议、出台政策举措，切实推动拥军援战重点工作；各级党委政府积极解决官兵急难愁盼问题，充分展现出崇军拥军的浓厚氛围。他代表战区党委和驻川部队官兵，向长期以来关心支持国防和军队建设的四川各级党委政府、各族干部群众表示衷心感谢和崇高敬意。

张韶颖说，去年以来，战区部队牢记习主席嘱托，聚焦打好实现建军一百年奋斗目标攻坚战，奋力攻坚克难，西部稳定更加托底、打赢能力全面提升、抢险救灾快速高效、支援地方积极有为，高标准完成年度工作。今年是打好实现建军一百年奋斗目标攻坚战的关键一年。我们将深入贯彻习近平强军思想，贯彻新时代军事战略方针，贯彻新时代政治建军方略，强化使命担当，聚力目标攻坚，坚决当好维护西部稳定的“压舱石”。我们将始终践行人民至上理念，一如既往支持四川经济社会发展，积极承担急难险重任务，只要人民群众有需要，战区部队必将勇挑重担、义无反顾。我们将大力弘扬拥政爱民优良传统，不断巩固和发展坚如磐石的军政军民团结，与全川人民同心同德、携手并肩，共同推动军地建设高质量发展。

On February 12, 2026, the 2026 Sichuan Military and Local Leaders' Spring Festival Symposium was held in Chengdu. Wang Xiaohui, Secretary of the Sichuan Provincial Party Committee and Chairman of the Standing Committee of the Sichuan Provincial People's Congress; Shi Xiaolin, Deputy Secretary of the Sichuan Provincial Party Committee and Governor of Sichuan Province; Tian Xiangli, Chairman of the Sichuan Provincial Committee of the Chinese People's Political Consultative Conference; Yu Lijun, Deputy Secretary of the Sichuan Provincial Party Committee and Secretary of the Political and Legal Committee, and other provincial leaders, gathered with Lieutenant General Zhang Shaoying, Deputy Political Commissar and Director of the Political Work Department of the Western Theater Command, Lieutenant General Wen Junfei, Deputy Commander of the Western Theater Command, and other leaders of the troops stationed in Sichuan to discuss the deep bond between the military and civilians and to jointly plan for development.

At the symposium, Wang Xiaohui and Zhang Shaoying delivered speeches respectively. In his speech, Wang Xiaohui introduced the new achievements made in the development of Sichuan over the past year. On behalf of the Provincial Party Committee, the Provincial People's Congress, the Provincial Government, the Provincial Political Consultative Conference, and the people of all ethnic groups in Sichuan, he extended New Year greetings and best wishes to the officers and soldiers of the troops stationed in Sichuan, the officers and soldiers of the Armed Police Force, civilian personnel of the military, reserve personnel, militia members, and military staff; to the families of martyrs and soldiers, disabled soldiers, veterans, and retired military cadres throughout the province; and expressed his heartfelt gratitude to all officers and soldiers of the troops stationed in Sichuan for their long-term care and support for Sichuan's work. He said that over the past year, the troops stationed in Sichuan have firmly adhered to Xi Jinping's thought on strengthening the military, resolutely implemented the Chairman of the Central Military Commission's responsibility system, and while excellently completing various military tasks, they have taken root in the land of Sichuan, cared deeply for the people of Sichuan, proactively rushed to the front lines of disaster relief, steadfastly maintained stability and handled emergencies, and wholeheartedly supported local construction and development, making important contributions to the province's reform, development, and stability. They have demonstrated the responsibility and style of revolutionary soldiers in the new era and won the high trust and widespread praise of the people of the province.

Wang Xiaohui said that as we embark on the "15th Five-Year Plan," we have drawn a beautiful blueprint for achieving decisive progress in basically realizing socialist modernization in sync with the rest of the country, and set the expected goal of maintaining an economic growth rate higher than the national average. On this new journey, we will firmly adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly implement the decisions and deployments of the Party Central Committee, deeply promote the implementation of major national strategies and the provincial Party committee's development strategies, and strive to write a new chapter in Sichuan's modernization with Chinese characteristics. We will, as always, support the modernization of national defense and the armed forces, do our utmost to solve the problems of officers and soldiers, do a thorough and meticulous job in supporting the military and their families, and continuously create a strong atmosphere of mutual support between the military and the people. We hope that the troops stationed in Sichuan will vigorously carry forward their glorious traditions and fine work style, further leverage their own advantages, actively participate in and support local construction and development, and make new contributions to a good start for Sichuan's "15th Five-Year Plan."

Zhang Shaoying said that in the past year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Sichuan Provincial Party Committee and the Provincial Government united and led the cadres and masses of Sichuan in developing the economy and carrying out construction, achieving remarkable results in economic development, cultural prosperity, and improvement of people's livelihoods, and the land of Sichuan is changing rapidly. The Provincial Party Committee and Provincial Government have convened numerous meetings and issued policies and measures to effectively promote key tasks related to supporting the military and aiding in the war effort. Party committees and governments at all levels have actively addressed the urgent needs and concerns of officers and soldiers, fully demonstrating a strong atmosphere of respecting and supporting the military. On behalf of the Theater Command Party Committee and the officers and soldiers of the troops stationed in Sichuan, he expressed his heartfelt gratitude and high respect to the Party committees and governments at all levels in Sichuan, as well as cadres and people of all ethnic groups, who have long cared for and supported national defense and military construction.

Zhang Shaoying said that since last year, the Theater Command troops have kept in mind President Xi Jinping's instructions, focused on winning the battle to achieve the centenary goal of the People's Liberation Army, and worked hard to overcome difficulties. The stability of the western region has been further guaranteed, combat capabilities have been comprehensively improved, disaster relief has been rapid and efficient, and support for local areas has been proactive and effective, completing the annual work to a high standard. This year is a crucial year for winning the battle to achieve the centenary goal of the People's Liberation Army. We will thoroughly implement Xi Jinping's thought on strengthening the military, implement the military strategic guidelines for the new era, implement the strategy of building a politically strong military for the new era, strengthen our sense of mission and responsibility, concentrate our efforts on achieving the goals, and resolutely act as the "ballast stone" for maintaining stability in the western region. We will always uphold the people-first principle, consistently support Sichuan's economic and social development, and actively undertake urgent, difficult, and dangerous tasks.
