十四届全国人大常委会第四十五次委员长会议2025年6月16日上午在北京人民大会堂举行。赵乐际委员长主持会议。会议决定，十四届全国人大常委会第十六次会议6月24日至27日在北京举行。委员长会议建议的常委会第十六次会议议程还有：审议全国人大常委会代表资格审查委员会关于个别代表的代表资格的报告；审议有关任免案等。传言开除何卫东人大代表的资格，免去王小洪公安部长的职务。

同时有传言说，公安部将任命一名新的副部长，兼任特勤局局长。这名网友说，广西自治区公安厅厅长杨维林，将担任公安部特勤局局长。福建省副省长王金福将担任洛阳市委书记。大包解读一下。

洛阳市委书记，只是一个副部级。特勤局局长虽然也是副部级，但是毕竟这个职位特殊。大外宣天天嗯炒作，王小洪特勤局局长软禁政治老人。退休常委其实是中央警卫局警卫的。

不管怎么说，现在还没有任命，如果杨维林真的担任公安部特勤局局长。如果这个杨维林是胡锦涛的人，那么大外宣怎么说？负责警卫的官员，都换成胡锦涛的马仔，那么习近平还有戏吗？把习近平拿下不就是一句话的事情。这个杨维林到底是什么人对不对。

我们先简单说一下王金福，王金福是福建省的官员，习近平也是福建省的官员。但是不能把福建省的官员都说成习近平的人，没有任何一个省，任何一个正部级单位，不可能只有一个派系的。
我们简单说，根源，就是一把手，省委书记。
贾庆林这肯定是习近平派系，习近平的政治恩师。
但是尤权，2012年到2017年担任5年的福建省委书记。
尤权给三个国务院副总理当大秘，分别是温家宝，黄菊，李克强。有温家宝和李克强两个人背书，尤权也能说成习近平的人吗？尤权当了5年的福建省委书记，他不得提拔官员吗？

王金福有可能是尤权提拔的，也有可能不是。如果王金福就是尤权或者尤权的马仔提拔的。那么他就是温家宝和李克强的马仔。温家宝和李克强徒孙子辈分的。王金福我们可以等他正式任命之后，再展开深挖。

泛泛的说， 把福建官员都说成习近平的马仔没有任何道理。什么闽江新军，都是大外宣跪舔习近平，发明的垃圾词汇。完全是扯淡。尤其是尤权这么明显的温家宝和李克强的背景。他给温家宝和李克强都当过大秘。如果只是给温家宝一个人当过大秘，或者只是给李克强一个人当过大秘。还可以用各种原因来解释。现在尤权是给温家宝李克强两个人都当过大秘。怎么解释呢？

杨维林，1968年出生，现在57岁，岁数也不算小。如果他调到公安部担任副部长，那么，60岁退休之前肯定很升任，公安部常务副部长。这样就可以再干5年。如果杨维林是胡锦涛的人，那么习近平彻底没戏，四中全会百分百下台。刀把子都没了。接着干总书记，安全都得不到保障。

杨维林是1990年参加工作，2023年才调到广西担任副主席，公安厅长。在吉林工作了33年。等于所有的社会关系，发家就是在吉林。

我们看吉林省委书记，最大的张德江，毕竟当过人大委员长，进入权力的核心。吉林省肯定首先考虑张德江的影响。
当然吉林也是有习近平派系的。王恩茂这个最明显，习仲勋用王恩茂取代王震。担任新疆书记。王恩茂就是习仲勋的铁杆马仔。王恩茂后面的吉林省委书记强晓初是宋任穷的大秘。宋任穷提拔的王忠禹担任朱镕基的大秘。宋任穷和习仲勋是一个派系，1980年代初期，都是主管组织工作。朱镕基和习近平从哪儿头说都是一家人。大外宣的老板就是朱镕基，天天跪舔朱镕基，给朱镕基洗地。孙政才也当了3年的吉林省委书记，孙政才是曾庆红家的亲戚。

网上有说法：孙政才1995年后在北京农林科学院任常务副院长，当时的院长正是江泽慧，江泽慧把孙推荐给江泽民，在江泽民等人的栽培下，孙政才不断获得提拔。江泽慧是江泽民的堂妹。其实孙政才不是江泽慧推荐，孙政才是曾庆红家的亲戚，还用得着江泽慧推荐。

所以吉林省到底是江派最后的堡垒，还是胡锦涛派系最后的堡垒。这个我们可以仔细研究。在习近平掌握大权的时候，吉林省是江派和胡派两家藏人的地方。景俊海就是习近平的人。胡锦涛6月19日发动军事政变，6月28日，景俊海立马被赶下台。63岁提前两年退休。景俊海就是把江派和胡派的人都得罪光了。还给他安排一个人大的位置，也没抓。也就是说，还没有抓到景俊海太多的小辫子，那肯也不让他当省委书记。就是免职。江派和胡派都把景俊海视为眼中钉。就可以反证江派胡派在吉林省都有不少的官员。

2006年9月 – 2008年5月，38岁的杨维林任吉林省公安厅禁毒总队总队长。当时的公安厅长是聂文权 (2005年1月20日 – 2007年1月) ，当时吉林政法委书记是聂文权 （2001年12月 – 2007年5月)。也就是说第一个提拔杨维林的人，可能就是聂文权。

1998年1月 – 2001年12月，49岁的聂文权任松原市委书记兼市人大常委会主任
1999年3月 – 2007年9月，王刚担任中共中央办公厅主任
王刚是吉林省松原市扶余市人。聂文权担任王刚家乡的父母官的时候，王刚是中办副主任，随后中办主任。王刚前任中办主任是曾庆红，后任是令计划。

胡锦涛20大被架出会场的时候，有个二货，给胡锦涛敬了一个礼。他就是曾经的中办主任王刚，曾经给江泽民和胡锦涛分别担任过大秘。不知道是江泽民的人还是胡锦涛的人。但是他的好几个马仔都被提拔为副部级了。永远只能忠于一个政治集团，押错了宝或者左右横跳的，只能死的很惨。胡锦涛被架出去，他还敢敬礼。

聂文权是不是走的王刚关系我不知道，只是说有这种可能性。聂文权是王刚担任中办主任的后世，王刚家乡的父母官。就是王刚正走红，当权的时候，聂文权是不是巴结上，我不清楚。

2014年10月 – 2018年8月，46岁的杨维林任吉林省四平市政府副市长，市公安局局长。当时的吉林省委书记是巴音朝鲁（蒙古族）（2014年8月 – 2020年11月），吉林省长是巴音朝鲁（2012年12月 – 2014年8月），四平市委书记是刘喜杰（2010年4月 – 2015年10月），四平市长是石国祥（2010年4月 – 2015年1月）。

首先这一步杨维林有可能是巴音朝鲁的提拔的。换届的时候省委书记和省长一肩挑，巴音朝鲁的确是共青团出身的官员。当然，这个级别也不高，也有可能是其他副省长提拔的。

我们看当时的四平市委书记刘喜杰。刘喜杰还是松原市人，还是和胡锦涛大秘王刚是一个地级市的老乡。但是刘喜杰是蒋超良的大秘。但是只当了1年，而且还在王岐山担任中纪委书记期间被抓了，还要深入研究。蒋超良一般说王岐山马仔。
刘喜杰是在王岐山担任中纪委书记期间被抓，到底是王岐山抓的。还是赵洪祝不好说。肯定是王岐山抓的可能性更大。
如果刘喜杰是王岐山抓的，说明刘喜杰虽然是蒋超良的大秘，但是只当了1年，并不是绑定的。也许是有人恶心，要排挤蒋超良，故意给他任命一个不是自己人当大秘。然后蒋超良去找王岐山告状，就把刘喜杰抓了。当时的吉林省委书记就是巴音朝鲁。也可以是这样的版本，刘喜杰到底是谁的人，还需要研究。

我们看松原市还有一个人，曹凤岐，吉林省扶余人（1945年7月12日 – 2022年12月21日），是胡锦涛大秘王刚一个县的老乡。曾任北京大学光华管理学院副院长，这就是李克强和胡春华的母校。李克强的导师厉以宁可能就是北京大学光华管理学院的名誉院长。所以王刚有可能就是胡锦涛的人。

2017年3月24日，因涉嫌严重违纪，吉林省第十二届人大常委会第三十三次会议决定接受第十二届全国人民代表大会代表、吉林省环境保护厅原厅长石国祥提出的辞职。依据《中国共产党纪律处分条例》等有关规定，经吉林省纪委常委会议、省监委委务会议研究并报吉林省委批准，决定给予石国祥开除党籍、行政撤职处分，降为科员，办理提前退休手续；收缴其违纪所得。

石国祥也在王岐山担任中纪委书记期间被查处了。有人保他。没有抓，正厅级降为科员。那么是谁保的石国祥呢？

2000年4月 – 2000年12月，39岁的石国祥在建设部房地产业司挂职锻炼任司长助理，当时的建设部长是俞正声（1998年3月 – 2001年11月）。

也就是说杨维林第一个上级可能和胡锦涛大秘王刚有关系，第二个上级有可能和俞正声有关系。

的文章吹捧，杨维林。共产党写的东西，就别信了。

我们看看里面有什么有价值的线索。住建工作杨维林也分管，经过细致研判，杨维林揭开了产生无籍房的实质：一是开发商“先上车、后买票”，欠缴相关税费等造成无法办照；二是由于时过境迁，相关部门怕担责任，不担当、不作为。

　　2017年8月，四平市成立“无籍房”问题领导小组。在杨维林的推动下，四平市将13个不动产权首次登记要件简化为6个；在市政府牵头下，公安等多个部门联合行动，集中办公，并联办理。

马正其正面评价了杨维林。马正其是什么派系呢？这不就是线索吗？

马正其担任重庆市副市长期间的大秘重庆市政府副秘书长丁先军，就是重庆市长王鸿举的秘书。王鸿举就是胡锦涛贺国强的马仔。薄熙来唱红打黑就是在朱镕基的支持之下。把王鸿举赶出重庆，换上和薄熙来如鱼得水的黄奇帆。黄奇帆就是朱镕基的马仔。

Wang Jinfu, Vice Governor of Fujian Province, will serve as Secretary of the Luoyang Municipal Party Committee. Let’s analyze this further. The Party Secretary of Luoyang is only a vice-ministerial level official. While the Director of the Special Service Bureau is also a vice-ministerial level official, the position is undeniably special. The propaganda machine constantly hypes up the story of Wang Xiaohong, the Director of the Special Service Bureau, placing veteran politicians under house arrest. Let’s briefly discuss Wang Jinfu. Wang Jinfu is an official from Fujian Province, as is Xi Jinping. However, we cannot say that all officials in Fujian Province are Xi Jinping’s men. No province, no ministerial-level unit, can be controlled by only one faction.

Simply put, the root cause is the top leader, the provincial Party Secretary.

Jia Qinglin is definitely a member of Xi Jinping’s faction, Xi Jinping’s political mentor.

However, You Quan served as the Fujian Provincial Party Secretary for five years, from 2012 to 2017.

You Quan served as the chief secretary to three Vice Premiers of the State Council: Wen Jiabao, Huang Ju, and Li Keqiang. With the endorsement of Wen Jiabao and Li Keqiang, can You Quan be considered Xi Jinping’s man? During his five years as Fujian Provincial Party Secretary, wouldn’t he have promoted officials?

Wang Jinfu may or may not have been promoted by You Quan. If Wang Jinfu was promoted by You Quan or his henchmen, then he is a henchman of Wen Jiabao and Li Keqiang. Wen Jiabao and Li Keqiang are of the same generation. We can delve deeper into Wang Jinfu’s case after his official appointment.

Generally speaking, it’s unreasonable to claim that all Fujian officials are Xi Jinping’s henchmen. The “Minjiang New Army” is just garbage terminology invented by the CCP’s propaganda machine to fawn over Xi Jinping. It’s complete nonsense, especially considering You Quan’s obvious background with Wen Jiabao and Li Keqiang. He served as the chief secretary to both of them. If someone had only served as the chief secretary to Wen Jiabao or only to Li Keqiang, various explanations could be offered. But You Quan has served as the chief secretary to both Wen Jiabao and Li Keqiang. How can this be explained?

Yang Weilin, born in 1968, is now 57 years old, not young. If he were transferred to the Ministry of Public Security as Vice Minister, he would certainly be promoted to Executive Vice Minister of Public Security before retiring at 60. This would allow him to serve another 5 years. If Yang Weilin is Hu Jintao’s man, then Xi Jinping is completely out of the picture, and will definitely step down at the Fourth Plenary Session. He’ll lose his power base. Even if he continues as General Secretary, his safety will not be guaranteed.

Yang Weilin started working in 1990 and was only transferred to Guangxi as Vice Chairman and Director of the Public Security Bureau in 2023. He worked in Jilin for 33 years. Essentially, all his social connections and influence originated in Jilin.

Look at the Jilin Provincial Party Secretary, Zhang Dejiang, who, after all, served as Chairman of the National People’s Congress and entered the core of power. Jilin Province would certainly prioritize Zhang Dejiang’s influence.

Of course, there are also Xi Jinping’s factions within Jilin. Wang Enmao is the most obvious example; Xi Zhongxun replaced Wang Zhen with Wang Enmao as the Xinjiang Party Secretary. Wang Enmao was Xi Zhongxun’s staunch henchman. The Jilin Provincial Party Secretary who succeeded Wang Enmao, Qiang Xiaochu, was Song Renqiong’s chief secretary. Song Renqiong promoted Wang Zhongyu to be Zhu Rongji’s chief secretary. Song Renqiong and Xi Zhongxun belonged to the same faction; in the early 1980s, both were in charge of organizational work. Zhu Rongji and Xi Jinping are essentially family. Zhu Rongji is the boss of the propaganda machine; everyone is constantly fawning over him and whitewashing his image. Sun Zhengcai also served as Jilin Provincial Party Secretary for three years; Sun Zhengcai is a relative of Zeng Qinghong.

There’s a claim circulating online that Sun Zhengcai served as the executive vice president of the Beijing Academy of Agricultural and Forestry Sciences after 1995. The president at the time was Jiang Zehui, who recommended Sun to Jiang Zemin. Under Jiang Zemin’s and others’ patronage, Sun Zhengcai was continuously promoted. Jiang Zehui is Jiang Zemin’s cousin. However, Sun Zhengcai wasn’t recommended by Jiang Zehui; he was a relative of Zeng Qinghong, so why would he need Jiang Zehui’s recommendation?

Therefore, whether Jilin Province was the last stronghold of the Jiang faction or the Hu Jintao faction is a question we can examine closely. When Xi Jinping held power, Jilin Province was a haven for members of both the Jiang and Hu factions. Jing Junhai was one of Xi Jinping’s men. Hu Jintao launched a military coup on June 19th, and Jing Junhai was immediately ousted on June 28th, retiring two years early at the age of 63. Jing Junhai had offended everyone in both the Jiang and Hu factions. Even after being given a position in the National People’s Congress, he wasn’t arrested. In other words, they hadn’t found too much fault with Jing Junhai, so they certainly wouldn’t have let him become the provincial party secretary. It simply means he was dismissed from his post. Both the Jiang faction and the Hu faction considered Jing Junhai a thorn in their side. This conversely proves that both factions have a considerable number of officials in Jilin Province.

From September 2006 to May 2008, 38-year-old Yang Weilin served as the head of the Narcotics Control Brigade of the Jilin Provincial Public Security Department. The then-director of the Public Security Department was Nie Wenquan (January 20, 2005 – January 2007), and the then-secretary of the Jilin Provincial Political and Legal Affairs Commission was Nie Wenquan (December 2001 – May 2007). In other words, the first person to promote Yang Weilin was likely Nie Wenquan.

From January 1998 to December 2001, 49-year-old Nie Wenquan served as the secretary of the Songyuan Municipal Party Committee and chairman of the Municipal People’s Congress Standing Committee.

From March 1999 to September 2007, Wang Gang served as the director of the General Office of the CPC Central Committee.

Wang Gang is from Fuyu City, Songyuan City, Jilin Province. When Nie Wenquan served as the local official in Wang Gang’s hometown, Wang Gang was the Deputy Director of the General Office of the Central Committee of the Communist Party of China, and later the Director. Wang Gang’s predecessor as Director of the General Office was Zeng Qinghong, and his successor was Ling Jihua.

When Hu Jintao was escorted out of the 20th Party Congress, some idiot saluted him. That idiot was Wang Gang, the former Director of the General Office, who had served as chief secretary to both Jiang Zemin and Hu Jintao. It’s unclear whether he was Jiang Zemin’s or Hu Jintao’s man. However, several of his cronies were promoted to vice-ministerial level. One can only be loyal to one political group; those who bet on the wrong side or switch sides will only suffer a terrible fate. He dared to salute Hu Jintao even after he was escorted out.

I don’t know if Nie Wenquan used his connections with Wang Gang, but it’s a possibility. Nie Wenquan is a descendant of Wang Gang, who served as Director of the General Office, and the local official in Wang Gang’s hometown. Whether Nie Wenquan curried favor with Wang Gang when he was at the height of his power, I don’t know.

From October 2014 to August 2018, Yang Weilin, then 46 years old, served as Vice Mayor and Director of the Public Security Bureau of Siping City, Jilin Province. At that time, the Secretary of the Jilin Provincial Party Committee was Bayanqolu (Mongolian) (August 2014 – November 2020), the Governor of Jilin Province was Bayanqolu (December 2012 – August 2014), the Secretary of the Siping Municipal Party Committee was Liu Xijie (April 2010 – October 2015), and the Mayor of Siping City was Shi Guoxiang (April 2010 – January 2015).

Firstly, it’s possible that Yang Weilin was promoted by Bayanqolu. During the reshuffling of provincial leadership, the position of Provincial Party Secretary and Governor was often held concurrently, and Bayanqolu was indeed an official from the Communist Youth League. Of course, this rank wasn’t very high, so it’s also possible he was promoted by another vice governor.

Let’s look at Liu Xijie, the then Secretary of the Siping Municipal Party Committee. Liu Xijie is from Songyuan City, the same prefecture-level city as Hu Jintao’s chief secretary, Wang Gang. However, Liu Xijie was Jiang Chaoliang’s chief secretary, but only served for one year, and was arrested while Wang Qishan was the Secretary of the Central Commission for Discipline Inspection (CCDI). Further investigation is needed. Jiang Chaoliang is generally considered Wang Qishan’s crony.

Liu Xijie was arrested while Wang Qishan was the CCDI Secretary. Whether it was Wang Qishan or Zhao Hongzhu who arrested him is unclear, but it’s more likely Wang Qishan did.

If Liu Xijie was arrested by Wang Qishan, it means that although he was Jiang Chaoliang’s chief secretary, he only served for one year and wasn’t truly loyal. Perhaps someone wanted to sideline Jiang Chaoliang and deliberately appointed someone not from their own faction as his chief secretary. Then Jiang Chaoliang complained to Wang Qishan, leading to Liu Xijie’s arrest. The then-Secretary of the Jilin Provincial Party Committee was Bayanqolu. This is another possible version; whose side Liu Xijie was on still needs further investigation.

We also see Cao Fengqi from Songyuan City, a native of Fuyu County, Jilin Province (July 12, 1945 – December 21, 2022). He is from the same county as Wang Gang, Hu Jintao’s former chief secretary. He served as the vice dean of the Guanghua School of Management at Peking University, the alma mater of Li Keqiang and Hu Chunhua. Li Keqiang’s mentor, Li Yining, may be the honorary dean of the Guanghua School of Management at Peking University. Therefore, Wang Gang may have been one of Hu Jintao’s associates.

On March 24, 2017, due to suspected serious disciplinary violations, the 33rd meeting of the Standing Committee of the 12th Jilin Provincial People’s Congress decided to accept the resignation of Shi Guoxiang, a representative to the 12th National People’s Congress and former director of the Jilin Provincial Environmental Protection Department. Based on the relevant provisions of the “Regulations on Disciplinary Actions of the Communist Party of China,” and after deliberation by the Standing Committee of the Jilin Provincial Commission for Discipline Inspection and the Jilin Provincial Supervisory Commission, and with the approval of the Jilin Provincial Party Committee, it was decided to expel Shi Guoxiang from the Party, remove him from his administrative post, demote him to the rank of staff member, and process his early retirement; his illegal gains were also confiscated.

Shi Guoxiang was also investigated during Wang Qishan’s tenure as Secretary of the Central Commission for Discipline Inspection. Someone protected him. He wasn’t arrested, but his rank as a department-level official was reduced to that of a staff member. So who protected Shi Guoxiang?

From April to December 2000, the 39-year-old Shi Guoxiang served as Assistant Director of the Real Estate Industry Department of the Ministry of Construction on a temporary assignment. The Minister of Construction at the time was Yu Zhengsheng (March 1998 – November 2001).

In other words, Yang Weilin’s first superior may have been related to Hu Jintao’s chief secretary, Wang Gang, and his second superior may have been related to Yu Zhengsheng.

On September 26, 2018, the People’s Daily published an article on page 6 praising Yang Weilin, Secretary of the Political and Legal Committee of Siping City, Jilin Province, with the headline: “Never Avoiding Problems, Preferring to Find Them.” Don’t believe anything written by the Communist Party.

Let’s examine what valuable clues are in this article.
