28 Newly Appointed Deputy Department-Level Officials in Ningxia

On May 10, 2004, 28 deputy department-level officials selected through a nationwide open selection process for the Ningxia Hui Autonomous Region officially took office. Their positions included Deputy Director of the Propaganda Department of the Autonomous Region Party Committee, Deputy Director of the Autonomous Region Finance Department, and Deputy Mayor of Yinchuan City, covering almost all important positions in Ningxia’s social, economic, and cultural development.

If you believe these 28 deputy department-level officials were selected fairly, let me ask you a question. Besides the known fact that He Guoqiang’s cronies, namely Hu Jintao and Hu Chunhua’s cronies, were promoted to deputy ministerial level, were any of the other 27 deputy department-level officials promoted to deputy ministerial level?
