US expert Gregory W. Slayton claims Xi Jinping will step down in August; Nanjing Military Region Deputy Chief of Staff Su Jing downloaded pornographic films for Jiang Qing; relationship with Xu Qiliang. Ying Yong’s daughter, Ying Jingjing, is under investigation by the Central Commission for Discipline Inspection.

Hello everyone,

Recently, rumors about the power and status of Chinese President Xi Jinping have been escalating. Following China expert Gordon Chang and former National Security Advisor Michael Flynn, Gregory W. Slayton has become the third American commentator to publicly suggest that Xi Jinping may soon step down.

Commonalities among the three individuals: Chang, Flynn, and Slayton all have deep backgrounds in US policy or diplomacy and possess a certain degree of credibility and influence. Chang, a well-known China expert, frequently publishes commentaries in conservative media outlets such as Fox News, focusing on the CCP’s domestic and foreign policies. Flynn previously served as Director of the Defense Intelligence Agency and National Security Advisor, possessing military intelligence experience. Slayton previously served as the US Consul General in Bermuda, familiar with international relations. These individuals are mostly associated with the Republican Party or conservative circles, tend to interpret Chinese developments from a geopolitical perspective, and all express their views while retired or out of office, thus avoiding official diplomatic constraints and allowing for more direct expression. Furthermore, their analyses are often based on publicly available information and rumors, carrying a degree of speculation, and their goal may be to influence public opinion on US policy.

Slayton published an article on June 28, 2025, listing several signs that suggest Xi Jinping may retire or step down to a ceremonial role at the August CCP plenary session.

Slayton points out that Xi Jinping’s deteriorating health, his apparent exhaustion during his meeting with Lukashenko in early June, his nearly two-week disappearance from late May to early June, the unprecedented changes such as other leaders receiving foreign guests in his place, the halving of personal security, the removal of his father’s name from his tomb, and the reduction of positive coverage in the People’s Daily, all indicate an unpredictable shift in power. In other words, unless one is burying their head in the sand, it’s impossible to ignore these phenomena.

Furthermore, the public criticism of Xi Jinping by Chinese university professors—unthinkable before—and the fact that Chinese official media did not use formal titles to refer to Xi after his phone call with Trump are all signs of a weakening of his power. Is Xi Jinping still the General Secretary?

The article mentions that Hu Jintao and other elders held power behind the scenes, and that they retaliated against Xi Jinping after the incident at the 20th Party Congress in 2022 where they were forced to leave the meeting room. Dozens of PLA generals were purged and replaced with non-Xi Jinping loyalists, with Zhang Youxia becoming the de facto leader of the PLA. These developments coincide with rumors of Miao Hua’s dismissal from his position as a member of the Central Military Commission in June 2025, and the disappearance of He Weidong, indicating that Xi Jinping has lost military power.

Slayton speculates that Zhang Youxia and the elders chose Wang Yang as his successor. Wang Yang is known as a reformist promoted by Deng Xiaoping, supporting free markets, decentralized decision-making, and moderate diplomacy, which aligns with the needs of retired Standing Committee members to escape Xi Jinping’s isolationist policies. Compared to the rumored Xi Jinping confidant Ding Xuexiang, Wang Yang has more reform potential. However, Wang Yang was forced to retire in 2023, making his return uncertain. Hu Chunhua’s high profile in recent years, such as his activities at the CPPCC in June 2025, also suggests a possible succession, though Slayton did not mention this, possibly due to limited information.

Slayton believes that Xi Jinping’s downfall will benefit the US and its allies. Trump defeated China without a fight, while Russia, North Korea, and Iran suffered setbacks. Iran’s defeat exposed Xi Jinping’s diplomatic weaknesses. China’s domestic debt exceeds $50 trillion, with 50 million vacant homes, high unemployment, and frequent protests, suggesting that veteran leaders want to promote pragmatic leadership.

Gordon Chang, Flynn, and Slayton all have US policy backgrounds, and their retirement allows them to speak from a conservative perspective, predicting Xi Jinping’s downfall. Slayton’s article cites signs such as health problems, loss of military power, and changes in propaganda to support his view, but Xi Jinping still retains superficial authority, and signs of power transition exist. The Fourth Plenary Session of the 19th Central Committee in August may be a key turning point.

This netizen said,

“Big Bao, there are rumors that Hu Jintao is gone.”

This netizen said,

“If Hu Jintao dies, no one can protect Xi Jinping. Hu Jintao is a fake reformer.”

My reply: If Hu Jintao dies, no one will protect Xi Jinping. It is said that Hu Chunhua requested Hu Jintao to directly execute Xi Jinping three times, but Hu Jintao rejected the request each time. How do you think Re Di, Xu Qiliang, and Su Jing died?

Xu Qiliang was 75, Re Di was 86, and Su Jing was 85. Why did they all die within a month? What a coincidence!

I have no evidence that Su Jing was removed from his post by Hu Chunhua.

I can only analyze Su Jing’s factional background. Su Jing was the Deputy Chief of Staff of the Nanjing Military Region, a Major General, a very low rank.

Firstly, the Nanjing Military Region is suspected of being part of Xi Jinping’s faction, because the 31st Army belongs to the Nanjing Military Region. Secondly, why is it called the 31st Army? Why is it called “1”? Actually, the 21st Army and others were also part of the Third Field Army. The 31st Army was also part of the Third Field Army, which is very likely because of this “1”.

“1” represents the direct line. Zhang Youxia’s father, Zhang Zongxun, commanded the 1st Army. That was Mao Zedong’s direct line unit; Zhang Zongxun was Mao Zedong’s bodyguard. At its peak, China had 70 armies. So why was Zhang Zongxun’s army called the 1st Army? The 31st Army might be considered Xi Jinping’s elite force because of that “1”.

Su Jing, on the other hand, has a lower rank, only a major general. However, his connection to Xu Qiliang allows us to understand Xu Qiliang more deeply. In other words, Su Jing is just a henchman, but he helps us see Xu Qiliang more clearly.

First, Xu Lefu is Xu Qiliang’s father, and Xu Lefu was the former deputy political commissar of the Chinese Air Force. Xu Qiliang is a true “red second generation” (son of a high-ranking official). Xu Lefu and Xu Qiliang share a 33% facial resemblance, confirming their blood relation. They both have the surname Xu, are from the same county, and both serve in the Air Force. Then, to claim they are unrelated is a claim made by Outlook Weekly, a publication under Xinhua News Agency.

Is it possible for Xinhua News Agency to fabricate a story about the commander of China’s Air Force?

In other words, Xinhua News Agency once reported that Xu Lefu was Xu Qiliang’s father, and was subsequently forced to apologize.

Xu Lefu twice served as Wu Faxian’s subordinate, essentially Wu Faxian’s henchman.

All of this proves that Lin Biao was Zhou Enlai’s man, not Mao Zedong’s. Zhou Enlai was Stalin’s Soviet agent.

The Soviet Union’s proxy in China.

Before Peng Liyuan met Xi Jinping, she was already the goddaughter of Zhou Enlai’s goddaughter, Zhao Dan.

Peng Liyuan is Zhou Enlai’s goddaughter, and Xi Jinping’s father, Xi Zhongxun, was Zhou Enlai’s chief secretary.

Their whole family were Soviet agents.

This becomes even clearer through Su Jing.

Who exactly is this Su Jing?

In one of Su Jing’s memoirs, he wrote:

In 1968, I participated in the Vietnam War, returning to my motherland in February 1969. In 1970, I was transferred to the 814th Air Force. In March 1969, the 4th Air Force held a commendation ceremony.

Xu Qiliang was from the 4th Air Force.

Whether Xu Qiliang knew Su Jing is unknown.

From June 1970, 29-year-old Su Jing successively served as deputy captain and captain of the maintenance team at Air Force Technical Service Station 814.

In January 1974, 33-year-old Su Jing became deputy station chief of Air Force Technical Service Station 814.

In April 1976, 35-year-old Su Jing became deputy director of the Shanghai Satellite Experimental Station of the Third Department of the General Staff.

What exactly was Station 814? We opened the door to a new world.

In the latter half of 1968, based on Zhou Enlai’s instruction on August 14, the Shanghai Municipal Revolutionary Committee organized more than twenty factories and built my country’s first satellite ground receiving station near the Pengpu Machinery Factory in 71 days. After the system was debugged, who would be responsible for its management and operation? Shanghai was unwilling to take on this business, so the responsibility was passed to the State Council.

Zhou Enlai instructed Wu Faxian by telephone to have the Air Force coordinate with Shanghai to take over the satellite station.

Wu Faxian instructed Chief of Staff Liang Pu to make the arrangements. Liang Pu first approached Lu Min of the Operations Department. Lu shook his head, saying, “What would I do with that thing? Give it to Lao He of the Intelligence Department.”

He Dequan was overjoyed upon hearing this. He told Liang Pu, “Great! Give it to me. I want it!”

Look, Zhou Enlai and Wu Faxian are both there.

On November 28, 1969, Minister He Dequan and Vice Minister Xu Yong flew to Shanghai. The Shanghai Industrial and Transportation Military Control Commission formed one side, while the Air Force Intelligence Department and the Fourth Air Force formed the other, to conduct the handover of the already operational ground satellite station. The Fourth Air Force was led by Political Commissar Wang Weiguo (an alternate member of the Central Committee), and Commander Zheng Changhua also participated.

After the handover, the Fourth Air Force and the Intelligence Department held a coordination meeting. It was decided that the satellite station would be entrusted to the Fourth Air Force for management. The Intelligence Department was responsible for resolving funding and staffing issues. Regarding personnel, the management authority was primarily the Fourth Air Force, while operational personnel were dispatched by the Intelligence Department. The 4th Air Force assigned Cheng Guanlin, deputy director of the reconnaissance department, to take full responsibility for all specific operations of the ground receiving station. The intelligence department transferred a group of skilled technicians from the Southern Air Force’s technical reconnaissance units. Among them, Huang Yanji, the squadron leader of the 4th Technical Reconnaissance Regiment, was appointed deputy station chief. At the end of the year, a group of 17- and 18-year-olds (mostly girls) were urgently recruited from Beijing, Jiangsu, and Zhejiang to join the station. After brief training, they began their duties.

On May 7, 1970, the Air Force Headquarters issued the station’s designation and organizational structure. The designation was “814th Technical Service Station of the Chinese People’s Liberation Army Air Force.” It was at the deputy regimental level. Internally, it had a headquarters, a political department, and an administrative section, comprising five teams with a total personnel of 463. Personnel were affiliated with the Southern Air Force, but operational guidance was provided by the intelligence department.

“This station was built for Jiang Qing.” — He Dequan, Minister of the Air Force Intelligence Department.

At the time, Jiang Qing had heard from somewhere that foreign countries could use satellites to broadcast television and entertainment programs, so she ordered Zhou Enlai to immediately set up a satellite ground receiving station. The purpose was to collect foreign film and television materials and entertainment news, “using foreign things for Chinese purposes,” and to carry out cultural reforms.

Wanting to watch adult films? Just say so! Cultural reform, indeed! Station 814, simply put, was a satellite receiving station for Jiang Qing to download adult films.

According to the Intelligence Department’s arrangements, key personnel Sheng Xiaopei and Zhou Kaifu were dispatched to the station to assist in receiving and deciphering signals from American communication satellites over the Pacific Ocean. First, they adjusted the communication signals transmitted in the link… After five days and five nights of hard work and decoding, finally, in the early morning of the sixth day, they decoded a large number of communication signals, obtaining batches of intelligence with military and economic backgrounds.

Looks like the Eastern Power has a tradition of watching pirated content. Watching pirated content? Just say it’s watching pirated content! Or is it supposed to be “intervention”?

Because Station 814 was heavily involved in gathering foreign literature and art materials for the Central Cultural Revolution Group, it couldn’t fully dedicate itself to intelligence gathering and decryption. Therefore, the Ministry established a second satellite receiving station in Shahe. This Ministry refers to the Air Force Intelligence Department.

The report reached the Third Department. The Third Department said: “You already have one (Shanghai) station; building a new one is redundant.” So the first application was rejected.

He Dequan discussed this with Lin Liguo and others. Lin Liguo was decisive and had his office coordinate. The Third Department, left with no other option, agreed and approved the establishment and construction of the Shahe station.

So He Dequan was a henchman of Zhou Enlai and Lin Biao. He belonged to Xi Jinping’s faction.

Now, all the satellite stations belong to the Strategic Support Force. The Strategic Support Force uses them to watch pornographic films and pirated content. We can discuss this Third Department of the General Staff another day. It’s their so-called technical reconnaissance unit.

In 1971, during the September 13 Incident, He Dequan was the head of the Air Force Intelligence Department, a high-ranking officer in the Air Force. Due to the sensitive nature of his position—overseeing the Air Force’s intelligence system—he was suspected of involvement in the incident and was placed under investigation.

In 1980, when the Supreme People’s Court reviewed the “two cases” (referring to the cases of Zhou Enlai and Lin Liguo), He Dequan was sentenced to 12 years in prison. This means he wasn’t just a suspect, but was sentenced to 12 years. He was undoubtedly a close associate of Lin Biao and Lin Liguo.

On September 17, 1971, He Dequan was taken from his office by the General Political Department’s Security Department and sent to the “Asian Youth Sanatorium” for investigation. The “Asian Youth Sanatorium” is a major point of contention. What is the “Asian Youth Sanatorium”? It was the Beijing Xishan Asian Youth and Student Sanatorium, a black jail, the place where Zhou Enlai and Lin Biao’s henchmen were detained after the September 13 Incident.

On the morning of September 13, 1971, Zhang Fayun (Director of the Secretariat of the Air Force Political Department and secretary to Jiang Tengjiao), having slept poorly the night before, went to work in a daze. He found many cars parked in front of the building, some with army license plates. The office was bustling with people and in a chaotic state. Li Ruichang (Minister of the Cadre Department of the Air Force Political Department), limping, told him, “A plane has run away; Zhou is on board.” Zhang Fayun thought it was Zhou Enlai, but it turned out to be Zhou Yuchi.

Why did Zhang Fayun think it wasn’t Lin Biao or Zhou Yuchi who had fled, but Zhou Enlai? Think about where Lin Biao was going on September 13th; he was going to the Soviet Union. Lin Biao and Zhou Enlai were Soviet spies. Both Lin Biao and Zhou Enlai were Stalin’s agents in China. Wasn’t Lin Biao’s Fourth Field Army trained by the Soviets?

Zhang Fayun thought it was Zhou Enlai who was fleeing. Where could Zhou Enlai run to? Only to the Soviet Union.

This was Major General Su Jing, Deputy Chief of Staff of the Nanjing Military Region. Both Su Jing and Xu Qiliang came from the Fourth Air Force. Xu Qiliang’s father, Xu Lefu, was a henchman of Wu Faxian. Su Jing’s 814 satellite station was controlled by He Dequan, the then Minister of Air Force Intelligence. He Dequan was a henchman of Wu Faxian, Lin Biao, and Lin Liguo. He Dequan was sentenced to 12 years in prison, proving he was a staunch follower of Lin Biao and Zhou Enlai. Su Jing is a henchman of Xi Jinping.

How did Su Jing and Xu Qiliang suddenly die within a month of each other? Perhaps it was a coincidence; I don’t know.

Okay, thank you everyone.
