一、2012年工作回顾

一、做好全年的维稳工作，尤其是党的十八大安保工作。积极维护矿区政治稳定，认真摸排各类情报信息，牢固树立情报主导警务理念。2012年在国保、反邪方面，摸排各类情报信息25条，分别上报国保支队21条、反邪处4条。把维护内部稳定作为压倒一切的工作来抓，把定期和不定期的矛盾纠纷排查工作落到实处。

二、认真开展新疆籍、藏族和蒙古族人员的摸排工作。根据上级通知和会议精神要求，结合矿区实际，我们制定了专项摸排活动方案，对矿区、生活区、驻矿外协单位等新疆籍、藏族和蒙古族人员的摸排工作，做到底数清、目标准、情况明。

三、开展每月一次的内外部不安定因素排查工作。一年来，我们重点做好矛盾纠纷排查工作，，多次到新集一矿、新集二矿、新集三矿进行走访，电话与刘庄矿、口仔东矿，杨村矿各保卫科联系，摸排内部稳定情况，安排各保卫科搞好矛盾纠纷排查和化解工作，杜绝赴省、进京上访事件发生。一、二、三矿共排查出各类矛盾纠纷、隐患13个，从排查出的问题看，比较突出、尖锐的还是塌陷搬迁和赔偿问题。因房屋开裂、天花板脱落、地面裂缝、水井水位下降、房屋面积丈量等问题居多。杨村矿现在属于在建矿井，征地拆迁和赔偿以及当地村民强装强缷，强包工程的事经常与矿方发生摩擦。口仔东矿因当地村民拉矸石、沿铁路偷扒煤炭、围堵矿门、殴打警员等事件多次发生。我们将摸排上来的矛盾纠纷分类整理，按时上报。

四、做好对法轮功重点人的控制工作。法轮功重点人员唐多清，平时我们经常找他谈心，其思想比较平稳，没有发现异常情况，一直在我们的掌控之中。重点人王建德、殳爱国在国投新集上班正常。褚超现在福建省福州市工作，我们于当地公安机关联系，让他们做好对褚超的稳控工作。

五、基督教领域基础调查工作。通过调查初步掌握：新集一矿生活小区有一百多人到新集镇郭郢村教堂聚会；新集二矿生活小区有一百多人分别到毛集镇苏阪村教堂、吴家楼教堂、魏庙村教堂聚会；新集三矿生活小区有几十人到刘集乡刘集村教堂聚会。共有信教人员两百多人。女性居多，男性较少。暂未发现境外基督教组织及人员来我辖区传教等对我辖区进行渗透的情况。

二、存在问题

一、个别单位对国保工作重视不够，国保工作开展起来比较困难。

二、交通、通信、办公设施老化和简陋，在一定程度上制约了国保工作。

三、上报的情报信息数量少，我们只能搜集传统，缺少网上信息。其他分局送专人到市局培训，配有互联网，专门在互联网上搜集信息。

四、国宝机构不健全，人员少。

三、2013年工作打算

2013年将认真贯彻落实省、市国保工作会议和文件精神,结合实际,主要抓好以下几个方面的工作：

一是积极做好情报信息的搜集工作，进一步完善情报信息员体制和机制建设，确保信息顺畅，做到高效灵敏；

二是继续加大与各单位的协调与沟通，多深入基层调查了解，及时掌握辖区动态，搞好社会面掌控，维护政治大局稳定。

三、开展国保进小区、进单位活动，让职工家属了解国保工作，积极参与，随时提供国宝信息，形成互动机制。

2. Seriously carry out the screening work for Xinjiang, Tibetan and Mongolian personnel. According to the superior notice and the spiritual requirements of the meeting, combined with the actual situation of the mining area, we have formulated a special plan for investigation and investigation activities, and the investigation work of Xinjiang, Tibetan, and Mongolian personnel in the mining area, living area, and outsourcing units stationed in the mine has been done. 3. Carry out the investigation of internal and external unstable factors once a month. Over the past year, we have focused on the investigation of conflicts and disputes. We have visited Xinji No. 1 Mine, Xinji No. 2 Mine, and Xinji No. 3 Mine many times. Contact, find out the internal stability situation, arrange the security departments to do a good job in the investigation and resolution of conflicts and disputes, and prevent the incidents of going to the province and Beijing to appeal. A total of 13 various conflicts and disputes and hidden dangers were found in the first, second, and third mines. Judging from the problems found, the more prominent and acute ones are the problems of subsidence, relocation and compensation. There are many problems such as house cracks, ceiling falling off, ground cracks, water level drop in wells, and house area measurement. Yangcun Mine is now a mine under construction, land acquisition, demolition and compensation, as well as local villagers' forced installation and forced contracting of projects, often cause conflicts with the mine. In the Kouzai East Mine, there have been many incidents of local villagers pulling gangue, stealing coal along the railway, besieging the mine gate, and beating police officers. We sorted out the conflicts and disputes that came up, and reported them on time.

Fourth, do a good job of controlling key Falun Gong practitioners. Tang Duoqing, a key member of Falun Gong, usually we often talk to him, his thoughts are relatively stable, no abnormalities have been found, and he has always been under our control. Key persons Wang Jiande and Shu Aiguo are working normally in SDIC Xinji. Chu Chao is now working in Fuzhou City, Fujian Province. We contacted the local public security organs to ask them to do a good job of stabilizing Chu Chao.

5. Basic survey work in the field of Christianity. Preliminary findings through investigation: More than 100 people from the living community of Xinji No. 1 Mine went to the church in Guoying Village, Xinji Town; more than 100 people from the living community of Xinji No. 2 Mine went to Suban Village Church, Wujialou Church, Wei Miaocun church meeting; Dozens of people from Xinji No. 3 Coal Mine Living Community went to Liuji Village Church in Liuji Township. There are more than 200 religious believers. Mostly women, less men. So far, no foreign Christian organizations and personnel have come to our jurisdiction to preach and infiltrate our jurisdiction.

Two, there are problems

1. Individual units do not pay enough attention to national security work, and it is difficult to carry out national security work.

3. Work plan for 2013
