2012年,在局党委的领导和上级公安机关业务部门的指导下,在各执法单位的共同努力下,法制部门紧紧围绕公安中心工作,充分发挥职能作用,以解决公安机关执法方面存在的突出问题为切入点,不断完善执法制度、规范执法行为、强化执法监督、推进执法信息化建设等工作,着力推进我局的执法规范化建设进程,较好完成了一年来各项法制工作任务。

一、全面推进执法规范化建设

1、认真贯彻落实法制工作会议精神,进一步推动执法规范化工作

市局组织法制部门召开“上犹会议”后,我局认真贯彻落实会议精神,专门组织各执法单位负责人及兼职法制员召开推进执法规范化建设工作会议,部署了今年的法制任务,要求各警种抓好本警种执法规范化、标准化建设,抓好执法监督、检查和执法责任制的落实,抓好人民群众反映最强烈、最影响社会和谐稳定的执法突出问题的排查整治,切实提高本警种民警的法律素质和执法能力,切实提高本警种的执法质量和执法水平。政工督察、法制等部门根据自己的职能狠抓执法规范化建设工作的监督落实,在全局树立起“抓法制就是抓全局,抓法制就是讲政治,抓法制就是树形象”的理念。构建了局长亲自抓、分管领导具体抓、其他局领导配合抓、法制和各职能部门共同抓的“公安大法制”格局。

2逐步规范网上办案

今年以来,我局严格执行网外流转案件备案制度、网上办案巡查通报制度、落实责任倒查制度等网上办案制度,各类案件全面按照警务平台执法办案模块的法定程序办案作业,通过对案件基本信息、涉案人、涉案物品等相应信息进行采集、管理和维护,实现对案件办理各个环节进行网上全程管理、考核监督和审批,并且各类案件的法律文书全部由系统自动生成打印,不断促进我局执法规范化工作。一年来,我局通过网上办理刑事案件171331人,行政案件222590人,案件录入率达100%。

3、推进执法办案场所功能分区工作

根据市局统一部署,我局高度执法办案场所改建工作,结合工作实际,组织法制、后勤装备等部门人员先后多次到赣县、会昌等先进单位参观学习,并深入到分局刑侦、治安等办案部门以及派出所进行实地摸底调研,全面了解各执法单位现有执法场所功能区及功能室的设置情况。针对各单位条件不一,办公用房、办案量不均以及改造条件不同等现实情况,我局采取建造标准样板间的方式,逐个单位研究确定改造方案,推动执法办案场所功能分区和执法场所规范设置建设。目前,县局办案中心、交管大队、欣山派出所、鹤仔派出所、凤山派出所、车头派出所、重石派出所、天心派出所、浮槎派出所、孔田派出所、龙布派出所、镇岗派出所、版石派出所等13个执法办案场所已改造完成,并已投入使用;三百山派出所、高云山派出所、新龙派出所、长沙派出所4个派出所因房屋老旧,系砖木结构的危房,为避免重复建设,正在筹建新办公楼,现已通过审批立项、规划、选址等前期工作,并已进入招投标阶段,办案场所将与办公楼一起建设。

下一步,我局将争取政府及相关单位的支持,千方百计筹集资金,严格按照《公安机关执法办案场所设置规范》加大执法办案场所建设工作力度。对新建办公楼的三百山派出所、高云山派出所、新龙派出所、长沙派出所加大筹建力度,预计201310月完成执法办案场所的建设。

4、积极组织中级执法资格等级考试工作

2011年,我局全体民警通过了基本级执法资格考试。今年,公安机关组织开展了首次中级执法资格考试。为切实提高我局执法水平,法制大队积极组织已通过基本级执法资格考试的民警报名参加中级执法资格考试。据统计,我局有177人报名参加了中级执法资格考试。为使我局参考人员顺利通过中级执法资格考试,法制大队积极征订考试书籍,确保每位参考人员人手一册备考书籍,切实达到以考促学,以学促用的目的。2012122,我局组织报考民警赴龙南县顺利参加了中级执法资格考试。

5、认真开展“突出执法问题整治”、“另案处理”专项治理活动

根据省厅关于开展“突出执法问题整治”活动要求,410日,我局组织刑侦、治安、交警、经侦及各派出所等重点执法单位召开了整改突出执法问题专题会。会议针对全县公安机关2011年执法质量考评、案件评查、优劣质案件评选以及涉法涉诉信访案件中发现的执法为民意识不强、少数取保候审案件保而不审等突出执法问题,进行了认真查摆疏理,研究分析问题发生的原因,并提出了整改措施,为下阶段工作的顺利开展奠定扎实基础。

根据市人民检察院和市局《关于印发〈开展“另案处理”案件专项检查活动实施办法〉的通知》要求,5月,我局对2011年度提请批准逮捕、移送审查起诉中因故未将相关共同涉案人员(注明“另案处理”或“在逃”)一并提请批准逮捕、移送审查起诉的案件进行了调查摸底。2011年来,我局提请批准逮捕案件65104人,其中1325人;移送审查起诉案件100157人,其中另案处理案件1948人。

6、积极创建执法示范单位

今年5月,根据《全省公安机关创建执法示范单位实施细则》(赣公字[201279号)要求,结合执法质量考评工作,对照基层所队执法示范单位创建标准,我局从执法主体建设、执法制度执行、执法行为规范化建设、执法质量、执法监督等方面对所属23个执法单位进行考评,评选2个基层所队为执法示范单位,切实达到了激励先进,鞭策后进的目的

7组织开展“规范执法警营开放日”活动

今年66日上午,我局开展了“规范执法警营开放日”活动,邀请了县人大代表、政协委员、企业代表、特邀监督员、部分群众代表走进公安局办案功能区、看守所参观让群众深切体会到我局执法规范化建设方面的进步。参观中各位代表了解了各办案场所的功能及使用情况,以及看守所在保障在押人员合法权益方面所做的工作。参观后,社会各界人士一致认为,我局民警形象良好,作风严谨,执法规范,监所管理体现了人性化、文明化、科学化。

二、建章立制,加强执法制度建设

1、不断完善各项执法制度。为进一步规范公安机关执法行为,促进执法规范化,我局从接处警、受理立案到采取强制措施、涉案财物管理、处罚决定、执行等诸环节,进一步建立健全了执法责任制、案件督察、案件评议、执法档案、法制审核、涉案财务管理等10项执法规范制度。同时,建立完善了执法问题讲评、基层一线单位法制员制度,基层执法服务工作机制,建立执法示范单位长效机制,建立了民警执法资格考试认证等制度。

2加强刑事执法制度建设。一是进一步修改、完善执法标准、执法制度,确保执法基础工作内容全面、标准明确、流程清晰,逐步建立涵盖所有刑事执法领域的规范性制度;二是强化刑事强制措施审核制度,延伸预审指导功能,提前介入到大要案侦查阶段,确保在办案源头把住质量关;三是建立刑事法制工作精细化管理考评制度,准确评价刑事法制工作质量;四是建立完善网上办案流程,加强刑事案件网上流转、网上审批工作进度,努力实现网上统计、网上监督目标。

3、认真贯彻新《刑事诉讼法》。为积极应对新刑事诉讼法对公安工作提出的新要求、新挑战,切实提高公安民警的执法水平,保证新刑事诉讼法的正确贯彻实施,我局多次举办了新刑事诉讼法培训班。一是51117日、24日、31日,结合集中轮训工作举办了新《刑事诉讼法》专题讲座。对公安机关今后贯彻实施新刑事诉讼法所面临的困难和主要问题进行了分析研究,并指出了解决的有效途径和方法;二是2012945日,组织举办了2期刑诉法培训班,民警进行一次全员轮训,授课人员结合实际工作阐释了《刑事诉讼法》修改后对公安机关的影响以及如何应对的问题,并通过对强制措施、办案程序的详尽阐释,系统地为民警讲述了新刑诉法修改的主要内容和理性思考、公安机关贯彻执行刑诉法的基本要求、收集证据的程序与非法证据排除制度、强制措施的应用、侦查措施的应用、辩护制度的修改和特别程序。通过培训,切实增强民警执法能力和水平,为明年顺利实施新《刑事诉讼法》奠定良好基础。

、做好了劳教案件复议案件的办理工作

一年来,我局严格贯彻执行《公安机关办理劳动教养案件规定》,严格把握劳教的重点和范围,经审核呈报审批的劳教案件13人,所外执行3人;未发生因不服我局处罚决定而向安远县人民政府或赣州市公安局申请复议的案件;未发生属于本局受理的复议案件;未发生行政诉讼案件及赔偿案件。

四、强化执法监督工作力度,确保执法质量

1、加强了执法质量考评工作,规范执法行为。

公安机关执法质量考评工作是加强公安机关内部执法监督,推动公安机关及人民警察严格、公正、文明执法的重举措。因此,法制大队高度重视这项工作,把不断提高执法质量作为中心环节来抓。

一是强化日常考评工作,把日常考评与年度考评有互衔接起来,坚持案件审核“一案一评”制,办案单位对所办案件进行自评后方交法制室全方位审核,及时发现执法问题,规范执法薄弱环节,有力促进了执法质量提高。

二是检评结合,以检促评。今年以来,我局按照上级机关的统一部署,结合执法质量考评工作,认真开展了十大优质和劣质案件评选工作。检评中,我们按照实事求是、客观公正的原则,采取查阅集中上交的执法台帐和案卷材料的方法,对各单位本年度刑事执法和行政执法进行了全面考评检查。共查阅刑事案件156起,行政案件176起,查阅执法台账152册,自查中发现问题案件128起,整改128起。

对检查中发现的问题,考评人员立即向办案单位反馈,并提出整改建议,做到边查边改。通过考评,我局的执法基础工作明显加强,民警严格、公正、文明执法的意识进一步增强。同时,也切实解决了考评中存在的突出问题:法律文书制作、案卷装订不规范;适用法律、法规不规范;交待诉权、告知程序不到位等,有效提高了全县公安机关执法质量。

2、严把了案件审核关,提高了案件质量。

重点狠抓了对案件及采取刑事强制措施的审核把关工作。尽量把执法中的各种问题纠正于作出决定之前。行政案件抓领导审批前,刑事案件抓使用、变更强制措施前,坚持行政案件法制室未审核,领导不裁决,刑事案件未经法制室审核,领导不签批。一年来,经法制大队审核的行政案件143417人,其中治安拘留60人,治安罚款265人,治安拘留并处罚款82人。通过案件审核,退卷补充证据材料21起,纠正处罚不当35人。经法制大队审核把关刑事案件171234人,其中建议撤销案件2242人,建议变更强制措施34人;采取刑事拘留234人,其中转捕109人,转取保候审137人,起诉103人,审核率均达100%。通过案件审核把关,及时纠正了执法中存在的问题,使每个案件做到了事实清楚,定性准确,适用法律、法规正确,程序合法,处罚得当,有效提高了办案质量。

3、开展优质劣质评选工作

今年4月,结合上半年执法质量考评工作,我局从刑侦、法制等部门抽调4名法制“专家”对各执法单位办理的各类案件进行集中“会诊”,严格按照《江西省公安机关执法质量考核评议实施办法》的规定逐案评分,形成得分排行榜,评出全局十大优、劣质案件,并与单位和个人经济利益挂钩,奖优罚劣,进一步提高了我局案件质量。

4、认真办理信访事项

我县公安机关十分重视信访工作,对所有信访事项均依法办理,切实查办各类信访案件,确保群众信访事项件件有着落,事事有回音。特别在重大敏感时期,严格落实领导包案责任制,确保了我县涉法涉诉信访人员不赴省进京上访。今年以来,我局处理群众来信16封,接待来访群众57人,办理信访件58件,已全部办结,办结率为100

五、加强法制队伍建设

1、积极开展服务基层执法工作

结合“三所三队”执法服务工作,我局组织法制民警别先后6次到欣山派出所、版石派出所、天心派出所等基层所队,与民警探讨在执法办案中遇到的重点、难点问题,选择一些易违反的法律法规条款进行分析研究,讲清弊端,提高认识,树立民警正确的执法观,增强严格执法,秉公办案的思想意识,提高民警执法水平。

2、结合工作实际开展“三访三评”工作

今年以来,我局法制大队充分发挥执法监督职能作用,以执法规范化建设工作为抓手,大力开展“三访三评”工作。一是走访困难群众,察民情,暖民心。深入了解重点人群家庭的思想动态和工作、生活、家庭情况,主动为他们办实事,一对一帮扶,有针对性地解决困难和问题。二是走访学校,办实事,解难题。全面了解各中小学校治安状况,收集学校对公安工作的意见和建议,帮助加强和改进法制副校长工作和学校周边治安工作。三是加强沟通,强宣传,树形象。深入社区、企业、学校、村组,通过走访案件当事人及其家属和检法机关办案人员,积极开展公安执法水平、执法质量、执法效果的走访评议。通过开展各项访评活动,有效地密切了警民关系,持续化解了部分社会矛盾,进一步促进了各项公安工作的开展,评访工作取得了明显成效。

3、领导重视,强化法制建设

我局局党委非常重视法制工作,强调法制工作在公安工作中的基础和核心地位。今年年初,局党委组织召开执法工作会,指出执法单位要严格执行各项执法制度,局领导要亲自抓办案质量,进一步规范执法行为,提高执法质量。工作中对法制从人力和物力也充分予以了保障,强化了法制基础建设,确保法制工作的有力监督和执法作用。2011年10月,县局从基层派出所选调一名年轻骨干民警充实到法制队伍,切实提高法制队伍战斗力。

4、强化法制队伍建设,民警素质不断提高

一年来,我局以“三访三评”活动为契机,结合执法规范化建设工作,加强了法制民警政治业务教育。

1)民警政治思想觉悟不断提高。积极组织法制民警认真学习毛泽东、邓小平、江泽民、胡锦涛等几代中央领导同志关于群众观的一系列论述及中央的有关文件精神及十八大精神,牢固树立民警执法为民的观念、民主法制的观念、服务发展的观念和与时俱进的观念。

2)民警法制业务水平不断提高。一是坚持每周学习制度、学习笔记制度和学习交流制度,通过在练中学,以学促练,提高了民警的评阅案件和执法监督水平。二是结合“三所三队”执法服务工作,充分发挥了法制部门职能作用,深入一线执法单位做好执法辅导服务工作。通过听取、分析他们在办案过程中遇到的实际问题,进一步了解到执法过程中的薄弱环节,为更好地开展法制工作奠定了坚实的基础。三是组织全体法制民警通过自学、集中学习、远程讲座等方式加强中级执法资格考试备考学习,提高业务水平,确保全体法制民警顺利通过中级执法资格考试。

六、明年工作打算

一年来我局的法制工作,虽然取得了一定成绩,但通过执法检查和执法质量自查总结,仍然存在许多不足:一是个别执法单位的执法档案建立不完整,执法台帐的登记不够规范,二是法制调研仍为我局法制工作薄弱环节,今后将予高度重度,确保调研工作取得一定成效。三是还要进一步加强刑事强制措施的运用审核,以保护当事人特别是未成年人的合法权利。四是严格网上审核审批制度,切实把好网上案件的审核、审批关,从严要求,对网上报批的案件要严格审核,进一步加强案件质量审核把关工作。在明年的工作中,我局将结合执法规范化建设工作,认真学习公安部印发的《公安机关法制部门工作规范》,进一步完善执法制度,找出解决问题的有效途径,力争明年法制工作和执法质量上一个新的台阶。

1. Comprehensively promote the standardization of law enforcement

After the Municipal Bureau organized the legal department to hold the "Shangyou Conference", our bureau conscientiously implemented the spirit of the conference, and specially organized the heads of law enforcement units and part-time legal officers to hold a work conference on promoting the standardization of law enforcement, and deployed this year's legal tasks. 2. Gradually standardize online case handling

Since the beginning of this year, our bureau has strictly implemented the online case-handling systems such as the filing system for off-network transfer cases, the online case-handling inspection notification system, and the implementation of the responsibility reverse investigation system. Collect, manage and maintain basic information, persons involved in the case, items involved in the case, etc., to realize online management, assessment, supervision and approval of all aspects of case handling, and all legal documents of various cases are automatically generated and printed by the system, continuously promoting Standardization of law enforcement by our bureau. Over the past year, our bureau has handled 171 criminal cases with 331 people and 222 administrative cases with 590 people through the Internet, and the case entry rate has reached 100%.

3. Promoting the functional zoning of law enforcement and case handling sites

According to the unified deployment of the municipal bureau, our bureau highly enforced the reconstruction of the case-handling site, combined with the actual work, organized legal system, logistics equipment and other department personnel to visit and study advanced units such as Ganxian County and Huichang, and went deep into the criminal investigation and public security of the sub-bureau to handle cases Departments and police stations conduct on-the-spot investigations to fully understand the setting of functional areas and functional rooms of existing law enforcement sites in various law enforcement units. In view of the different conditions of each unit, uneven office space, uneven handling capacity, and different renovation conditions, our bureau adopts the method of building a standard model room, studies and determines the renovation plan for each unit, and promotes the functional division of law enforcement and case handling places and the standardization of law enforcement places Set construction. At present, the county bureau case handling center, traffic control brigade, Xinshan police station, Hezai police station, Fengshan police station, Chetou police station, Chongshi police station, Tianxin police station, Fucha police station, Kongtian police station, Longbu police station, Zhengang police station, Banshi police station 13 law enforcement and case-handling places have been renovated and put into use; Sanbaishan Police Station, Gaoyunshan Police Station, Xinlong Police Station, and Changsha Police Station are old and dilapidated buildings with brick and wood structures. The construction of a new office building has passed the preliminary work of project approval, planning, and site selection, and has entered the bidding stage. The case handling site will be built together with the office building.

In the next step, our bureau will strive for the support of the government and related units, do everything possible to raise funds, and strictly follow the "Specifications for the Establishment of Law Enforcement and Case Handling Sites of Public Security Organs" to increase the construction of law enforcement and case handling places. The Sanbaishan Police Station, Gaoyunshan Police Station, Xinlong Police Station, and Changsha Police Station have intensified preparations for the newly-built office buildings. It is estimated that the construction of law enforcement and case handling sites will be completed in October 2013.

4. Actively organize the examination of intermediate law enforcement qualifications

In 2011, all the policemen of our bureau passed the basic law enforcement qualification examination. This year, the public security organ organized the first intermediate law enforcement qualification examination. In order to effectively improve the law enforcement level of our bureau, the legal brigade actively organizes the police who have passed the basic law enforcement qualification examination to participate in the intermediate law enforcement qualification examination. According to statistics, 177 people from our bureau signed up for the intermediate law enforcement qualification examination. In order to enable the reference personnel of our bureau to pass the intermediate law enforcement qualification examination smoothly, the Legal Affairs Brigade actively solicited examination books to ensure that each reference personnel has a book for preparation for the examination, so as to effectively achieve the purpose of promoting learning through examination and promoting application through learning. On December 2, 2012, our bureau organized the applicants for the police to go to Longnan County and successfully participated in the intermediate law enforcement qualification examination.

5. Conscientiously carry out special governance activities of "rectification of outstanding law enforcement issues" and "handling of separate cases"

According to the requirements of the provincial department for carrying out the "rectification of outstanding law enforcement issues", on April 10, our bureau organized key law enforcement units such as criminal investigation, public security, traffic police, economic investigation and various police stations to hold a special meeting on rectification of outstanding law enforcement issues. The meeting focused on the county's public security organs' 2011 law enforcement quality evaluation, case evaluation, selection of good and bad cases, and law-related and litigation-related petition cases. Carried out a careful investigation and sorting out, researched and analyzed the causes of the problems, and put forward rectification measures, laying a solid foundation for the smooth development of the next stage of work.

According to the requirements of the Municipal People's Procuratorate and the Municipal Bureau's "Notice on Printing and Distributing the "Implementation Measures for the Implementation of Special Inspection Activities for "Separate Case Handling" Cases", in May, our bureau failed to report the relevant joint investigations in the 2011 annual submission for approval of arrest and transfer for examination and prosecution. The persons involved in the case (indicated as "handled in another case" or "at large") were also investigated for approval of arrest and transfer for review and prosecution. Since 2011, our bureau has submitted 65 arrest cases of 104 people, including 13 cases of 25 people; 100 cases of transfer for review and prosecution of 157 people, of which 19 cases were handled separately and 48 people.

6. Actively create law enforcement demonstration units

In May of this year, according to the requirements of the "Implementation Rules for the Establishment of Law Enforcement Demonstration Units by Public Security Organs in the Province" (Gan Gong Zi [2012] No. 79), combined with the quality evaluation of law enforcement, and compared with the standards for the establishment of law enforcement demonstration units of grassroots teams, our bureau started from the law enforcement body The 23 affiliated law enforcement units were evaluated in terms of construction, law enforcement system implementation, law enforcement behavior standardization, law enforcement quality, law enforcement supervision, etc., and 2 grassroots teams were selected as law enforcement demonstration units, which effectively achieved the purpose of motivating the advanced and spurring the backward.

7. Organize the "Standard Law Enforcement Police Camp Open Day" activities

On the morning of June 6 this year, our bureau launched the "Standard Law Enforcement Police Camp Open Day" activity, and invited representatives of the county people's congress, members of the CPPCC, business representatives, specially invited supervisors, and some representatives of the public into the case-handling functional area of the Public Security Bureau and the detention center The visit allowed the masses to deeply appreciate the progress in the standardization of law enforcement in our bureau. During the visit, the representatives learned about the functions and usage of each case-handling place, as well as the work done by the detention center to protect the legitimate rights and interests of detainees. After the visit, people from all walks of life agreed that the police in our bureau have a good image, rigorous style, and standardized law enforcement, and the management of the prison embodies humanization, civilization, and science.

2. Establish regulations and systems, and strengthen the construction of law enforcement systems

1. Continuously improve various law enforcement systems. In order to further standardize the law enforcement behavior of public security organs and promote the standardization of law enforcement, our bureau has further established and improved the law enforcement responsibility system, case supervision, and case review from receiving and handling police, accepting and filing to taking compulsory measures, management of property involved, punishment decision, and execution. More than 10 law enforcement normative systems, such as law enforcement files, legal review, and financial management involved in the case. At the same time, we have established and improved law enforcement issues commentary, grassroots front-line unit legal officer system, grassroots law enforcement service working mechanism, established a long-term mechanism for law enforcement demonstration units, and established police law enforcement qualification examination and certification systems.

2. Strengthen the construction of the criminal law enforcement system. 3. Conscientiously implement the new "Criminal Procedure Law". In order to actively respond to the new requirements and new challenges of the new criminal procedure law for public security work, effectively improve the law enforcement level of the public security police, and ensure the correct implementation of the new criminal procedure law, our bureau has held several training courses on the new criminal procedure law. First, on May 11, 17, 24, and 31, special lectures on the new "Criminal Procedure Law" were held in conjunction with the intensive rotation training. 3. Do a good job in the handling of reeducation through labor cases

Over the past year, our bureau has strictly implemented the "Regulations on the Handling of Reeducation-through-Labor Cases by Public Security Organs" and strictly grasped the key points and scope of reeducation through labor. After review and approval, there were 3 cases of reeducation through labor, and 3 people were executed outside the institution; Cases of applying for reconsideration to Anyuan County People's Government or Ganzhou Public Security Bureau for punishment decisions; no reconsideration cases accepted by this bureau occurred; no administrative litigation cases and compensation cases occurred.

4. Strengthen the supervision of law enforcement to ensure the quality of law enforcement

1. Strengthen the evaluation of law enforcement quality and standardize law enforcement behavior.

The law enforcement quality evaluation of public security organs is an important measure to strengthen the internal law enforcement supervision of public security organs and promote strict, fair and civilized law enforcement by public security organs and the people's police. Therefore, the legal brigade attaches great importance to this work and takes the continuous improvement of the quality of law enforcement as a central link.

The first is to strengthen the daily evaluation work, connect the daily evaluation with the annual evaluation, adhere to the "one case, one evaluation" system for case review, and the case-handling unit conducts self-evaluation of the cases it handles before submitting them to the Legal Affairs Office for comprehensive review, so as to discover law enforcement problems in a timely manner , standardize weak links in law enforcement, and effectively promote the improvement of law enforcement quality.

The second is the combination of inspection and evaluation to promote evaluation through inspection. Since the beginning of this year, in accordance with the unified deployment of the higher authorities, combined with the evaluation of law enforcement quality, our bureau has carefully carried out the selection of the top ten high-quality and low-quality cases. In the inspection and evaluation, in accordance with the principles of seeking truth from facts, objectivity and fairness, we adopted the method of reviewing the centralized law enforcement accounts and case file materials, and conducted a comprehensive evaluation and inspection of the criminal law enforcement and administrative law enforcement of each unit this year. A total of 156 criminal cases, 176 administrative cases, 152 law enforcement ledgers were consulted, 128 problematic cases were found in the self-examination, and 128 cases were rectified.

For the problems found in the inspection, the evaluation personnel immediately gave feedback to the case-handling unit, and put forward rectification suggestions, so as to make corrections while checking. Through the evaluation, the basic law enforcement work of our bureau has been significantly strengthened, and the police's awareness of strict, fair, and civilized law enforcement has been further enhanced. At the same time, it also effectively solved the outstanding problems in the evaluation: the production of legal documents and the binding of case files were not standardized; the application of laws and regulations was not standardized;

2. Strictly control the review of cases and improve the quality of cases.

The focus is on the examination and control of cases and the adoption of criminal coercive measures. Try to correct various problems in law enforcement before making a decision. Before administrative cases are approved by leaders, criminal cases are used and before mandatory measures are changed, administrative cases are not reviewed by the Legal Affairs Office, and leaders do not make rulings. Criminal cases that have not been reviewed by the Legal Affairs Office, leaders do not sign and approve. In the past year, 417 people were involved in 143 administrative cases reviewed by the Legal Team, including 60 people detained by public security, 265 people fined by public security, and 82 people detained by public security and fined. Through the review of the case, 21 cases were withdrawn to supplement evidence materials, and 35 people were corrected and punished improperly. 171 cases of 234 persons have been checked by the Legal Team, among which 22 cases were recommended to be dismissed, 42 cases were proposed to be changed, and compulsory measures were recommended to be changed to 4 persons; 234 persons were taken into criminal detention, of which 109 were transferred to arrest, 137 were transferred to bail pending trial, and 103 were prosecuted people, the review rate reached 100%. Through case review and checking, problems in law enforcement were corrected in a timely manner, so that each case had clear facts, accurate characterization, correct application of laws and regulations, legal procedures, and appropriate punishment, effectively improving the quality of case handling.

3. Carry out the selection of high quality and low quality

In April of this year, in combination with the evaluation of the quality of law enforcement in the first half of the year, our bureau dispatched four legal "experts" from criminal investigation and legal departments to conduct centralized "consultations" on various cases handled by various law enforcement units. According to the Measures for the Implementation of Quality Assessment and Appraisal, scores are scored on a case-by-case basis to form a ranking list, and the top ten high-quality and low-quality cases are selected in the overall situation, and linked to the economic interests of units and individuals.

4. Seriously handle letters and visits

The public security organs of our county attach great importance to the work of letters and visits, and handle all letters and visits in accordance with the law. Especially in major and sensitive periods, the strict implementation of the leader's case responsibility system has ensured that the county's law-related petitioners will not go to the province to go to Beijing to petition. Since the beginning of this year, our bureau has handled 16 letters from the masses, received 7 people from the masses 5 times, and handled 58 letters and visits, all of which have been completed, with a completion rate of 100%.

Go deep into communities, enterprises, schools, and village groups, and actively carry out visits and evaluations on the level, quality, and effect of law enforcement by public security by visiting the parties involved in the case, their families, and the case-handling personnel of the procuratorate. Through various visits and evaluation activities, the relationship between the police and the public has been effectively strengthened, some social conflicts have been continuously resolved, and the development of various public security work has been further promoted. The evaluation and visit work has achieved remarkable results.

3. The leadership attaches great importance to strengthening the construction of the legal system

The party committee of our bureau attaches great importance to legal work, emphasizing the foundation and core position of legal work in public security work. At the beginning of this year, the bureau's party committee organized a law enforcement work meeting, pointing out that law enforcement units should strictly implement various law enforcement systems, and bureau leaders should personally grasp the quality of case handling, further standardize law enforcement behavior, and improve law enforcement quality. In the work, the legal system has also been fully guaranteed in terms of manpower and material resources, strengthened the legal infrastructure, and ensured that the legal system can effectively supervise and enforce the law. In October 2011, the county bureau dispatched a young backbone policeman from the grassroots station to enrich the legal team and effectively improve the combat effectiveness of the legal team.

4. Strengthen the construction of the legal system and continuously improve the quality of the police

6. Work plan for next year

Although the legal work of our bureau has achieved certain results in the past year, there are still many deficiencies through law enforcement inspections and self-examination of law enforcement quality: First, the law enforcement files of individual law enforcement units are not complete, and the registration of law enforcement accounts is not standardized enough. Second, legal research is still a weak link in the legal work of our bureau, and will be highly emphasized in the future to ensure that the research work achieves certain results. The third is to further strengthen the review of the use of criminal coercive measures to protect the legal rights of the parties, especially minors. The fourth is to strictly enforce the online review and approval system, earnestly control the review and approval of online cases, strictly enforce the requirements, strictly review the cases submitted for approval online, and further strengthen the work of case quality review.
