2012年，法制室在分局的统一领导和市局法制处、情报处的业务指导下，在全局民警的大力支持和配合下，以促进、推动、保障公安机关不断提高执法质量和执法水平，情报信息引领警务工作，推动公安信息化和队伍建设的正规化、制度化、法制化为目标。紧紧围绕分局法制和情报工作要点和指派的其他工作任务，充分发挥职能作用，卓有成效地开展工作。
一、主要工作情况
（一）执法方面
2012年，法制室在履行本职工作上，一方面服务于分局的执法工作，悉心为刑侦、治安、巡防大队提供法律指导，另一方面严格履行法律监督职能。组织全局民警参加安徽省厅举办的刑事诉讼法培训多次。案件监督上，2011年12月1日至2012年12月1日共参与审核案件83起，其中治安案件28起，治安处罚17人，刑事案件31起，劳教案件5起6人，审核取保候审8人。参加韩伟被劳教案应诉2次，最终该案得以维持。截至年底未有行政复议、诉讼、违法违纪、冤假错案，追究办案人员责任0人，完成市局2次对我局进行执法质量考评。
（二）大情报建设方面
因法制室人员兼负责分局大情报建设工作，所以全年法制室亦完成了大情报工作，具体内容如下：全年共上报各类信息100余条，利用信息破案2起，进行每月情报会商工作，严格执行十八大期间每日情报会商上报工作。每天对动态人员管控系统进行监控，执行市局指挥中心指令5起。并协助市局情报处分析出外市逃犯藏身地1人。在追逃工作中，法制室将在逃人员比对工作常态化，全年共抓获网上逃犯2名，其中外省逃犯1人，外市逃犯1人。
（三）其他方面
法制室认真进行各项政治理论和业务学习。除按照分局统一要求，组织本部门民警对中国共产党第十八次代表大会报告精神等进行集中学习外，还定期对常用法律法规进行集中学习，以提高民警的业务能力。
根据分局安排参与侦破经济案件专项行动，成功侦破保险诈骗、信用卡诈骗、职务侵占案等5起经济案件，起诉9人，使得我局经济破案工作排名靠前，
法制室参与了新集公司新招员工的审核工作，全年共审核新招员工超过5000余人。维护了新集矿区的社会稳定。
二、存在的问题及下一年度规划
2012年我局的法制室工作，在局领导和上级业务部门的重视领导下，做了一定工作，也取得了一些成绩，但还有一定的差距，主要表现在：一是法制民警对执法规范化建设工作重要性认识不到位。二是对民警法制教育培训工作不够经常。三是个别民警执法行为有待进一步规范。四是执法监督存在漏洞。五是大情报工作有待提高。2013年，我们将进一步提高全局民警的执法规范化水平，强力推进“三项建设”，加强全局执法规范化建设，促进民警严格、公正、文明、理性执法，实现公安执法工作的模式化、精细化、信息化，提高公安执法履职能力和执法公信力，不断开创公安法制工作的新局面。下一步，法制室将重点做好民警法治意识培养及案件审核把关工作，拟在已有的工作制度和任务上，从以下几个方面来促进法制工作的开展。第一，进一步完善执法监督制度，监督没有盲区。第二，不断学习法律知识，提高自身执法能力，加强培训民警执法能力。第三，拟进一步完善、规范执法档案建设工作，以促进执法民警严格、公正、文明执法；第四，拟开展“案卷规范化评比活动”，并制定相关实施方案。实现我局执法质量的稳步提高。第五，进一步做好大情报工作，提高重点人员动态管控率，加大信息搜集力度，及时上报预警信息，做好统计工作。

1. Main working conditions
(1) Law Enforcement
In 2012, in performing its duties, the Legal Affairs Office, on the one hand, served the law enforcement work of the sub-bureau, carefully providing legal guidance for criminal investigation, public security, and patrol brigades, and on the other hand, strictly performed its legal supervision functions. Organize the global police to participate in the criminal procedure law training held by the Anhui Provincial Department for many times. In terms of case supervision, from December 1, 2011 to December 1, 2012, participated in the review of 83 cases, including 28 public security cases, 17 public security punishments, 31 criminal cases, 5 labor education cases and 6 cases, and reviewed and released bail pending trial 8 people. Participated in the case of Han Wei's reeducation through labor and responded twice, and the case was finally maintained. As of the end of the year, there were no administrative reconsiderations, lawsuits, violations of laws and disciplines, unjust, false or wrongful cases, and 0 case-handling personnel were held accountable, and the city bureau completed two evaluations of the quality of law enforcement for our bureau.
(2) Big intelligence construction
Because the staff of the Legal Affairs Office are also responsible for the big intelligence construction work of the branch, the Legal Affairs Office also completed the big intelligence work throughout the year. The details are as follows: A total of more than 100 pieces of information were reported throughout the year, 2 cases were solved using information, and monthly intelligence meetings were held. Business work, and strictly implement the daily intelligence consultation and reporting work during the 18th National Congress of the Communist Party of China. Monitor the dynamic personnel management and control system every day, and execute 5 instructions from the command center of the Municipal Bureau. And assisted the Intelligence Department of the Municipal Bureau to analyze the hiding place of one fugitive from another city. In the pursuit of fugitives, the Legal Affairs Office normalized the comparison of fugitives. A total of 2 online fugitives were captured throughout the year, including 1 fugitive from other provinces and 1 fugitive from other cities.
(3) Other aspects
The legal room earnestly conducts various political theories and business studies. In addition to organizing the police of the department to study the spirit of the report of the 18th Congress of the Communist Party of China in accordance with the unified requirements of the branch, it also regularly conducts concentrated studies of commonly used laws and regulations to improve the professional capabilities of the police.
Participated in the special action to detect economic cases according to the arrangement of the sub-bureau, successfully detected 5 economic cases including insurance fraud, credit card fraud, and occupational occupation, and prosecuted 9 people, making our bureau's economic case-solving work rank high.
The Legal Affairs Office participated in the review of newly recruited employees of Xinji Company, and reviewed more than 5,000 newly recruited employees throughout the year. Maintained the social stability of the Xinji mining area.
2. Existing problems and planning for the next year
In 2012, the work of the legal office of our bureau, under the leadership of the bureau leaders and the superior business department, has done some work and achieved some results, but there is still a certain gap, mainly in the following: First, the legal system of the police to standardize law enforcement The importance of construction work is not well understood. The second is that the legal education and training of the police is not frequent enough. Third, the law enforcement behavior of individual policemen needs to be further regulated. Fourth, there are loopholes in law enforcement supervision. Fifth, the intelligence work needs to be improved. In 2013, we will further improve the level of standardization of law enforcement by the overall police, vigorously promote the "three constructions", strengthen the standardization of overall law enforcement, promote strict, fair, civilized and rational law enforcement by the police, and realize the modelization, refinement, and Informatization, improve the ability of public security to perform its duties and the credibility of law enforcement, and constantly create a new situation in the legal work of public security. In the next step, the Legal Affairs Office will focus on cultivating the police's awareness of the rule of law and checking cases. It plans to promote the legal work from the following aspects based on the existing work system and tasks.
