2012年4月17日8时47分，我支队接总队值班室布警：在北京市昌平区马池口镇土楼村南园路口东侧工地发现三名男子死亡。叶国清总队长指示：一支队、七支队、八大队到现场开展工作。接报后，我支队赵斌支队长率领二中队侦查员立即赶赴现场，会同市局情报中心、十二总队、总队七支队、八大队、九大队、昌平分局刑侦支队组成项目组共同开展工作。市局丁世伟副局长、张兵副局长，刑侦总队叶国清总队长、吕宝泉副总队长，十二总队周勇纪委书记，昌平分局田运胜分局长、徐桐副分局长、杨俊岭副分局长亲临现场，指挥侦破工作。经缜密工作，项目组于2012年5月4日19时许，在中国辽宁省沈阳市兴隆堡镇将犯罪嫌疑人刘金（男，57岁，中国黑龙江省海伦市人）抓获归案。经突审，刘金对因矛盾将邢守德、李永利及宋振江等三人杀害的犯罪事实供认不讳，此案成功破获。具体情况如下：

一、发案情况

（一）接报警情况

据昌平分局刑侦支队杨春队长介绍：2012年4月17日7时许，报警人王建明（男，中国河北省赤城县人）为北京市昌平区马池口镇土楼村南园路口东侧“西部地区沙坑煤厂景观生态林工程”打井工地送水时，看到工地帐篷内有三人死亡，遂拨打110报警。

（二）死者基本情况

邢守德：男，1949年9月1日出生，户籍地：中国河北省三河市皇庄镇韶道庵村181号，身份证号：，电话：13930691675。

李永利：男，1956年12月11日出生，户籍地：中国河北省三河市皇庄镇新房村102号河北省，身份证号：，电话：13164207923。

宋振江：男，1954年5月12日出生，户籍地：中国黑龙江省讷河市龙河镇友好委1组，身份证号码：。

（三）现场勘查及法医检验情况

经勘查，现场位于北京市昌平区马池口镇土楼村“西部地区沙坑煤厂景观生态林工程”工地一帐篷内。帐篷坐北朝南，帐篷内共摆放有四张南北向单人床。北侧地面分开摆放三张，西南侧地面摆放一张。现场发现三具尸体。宋振江尸体位于帐篷内侧西南侧单人床东侧地面，头东南脚西北呈仰卧位，穿一件淡蓝色内裤。李永利尸体位于帐篷内东侧单人床上，头南脚北呈左侧卧位，尸体覆盖胸部以下盖有一床方格棉被。邢守德尸体位于帐篷内北侧中间单人床上，头南脚北，呈仰卧位，尸体覆盖有一床绿底带红花棉被。三具尸体头部周边均可见大量喷溅血迹。帐篷内靠北西侧单人床的东侧地面发现一塑料袋，塑料袋内提取到河北省农村商业银行存款回执单一张，交易时间为2012年4月4日，存款人姓名为刘金。在帐篷内东侧地面提取带血铁棍一根。帐篷地面及帐篷南侧排水沟及打井工作台提取到可疑足迹一种，鞋印前段为波浪状花纹，后段为横条状花纹。现场无明显翻动痕迹，经初步检查，无财物丢失。

经法医初步检验，三名死者创伤均集中在头部。颅面部均可见皮下出血及骨折，符合条形钝器多次打击形成。死因均系颅脑损伤致死。初步推断致伤工具为现场提取的带血铁棍，死亡时间为2012年4月17日0时左右。

（四）现场访问及突出线索情况

据工地负责人徐金山（男，30岁，北京市人）反映：现场所在工地系“西部地区沙坑煤厂景观生态林工程”打井工地。此次打井工作于2012年3月10日开工，共有四名施工工人，分别为邢守德、宋振江、李永利和刘金（男，57岁，中国黑龙江省海伦市人）。平时四人居住在打井工地帐篷内，现刘金去向不明。

经查， 2012年4月17日8时42分，犯罪嫌疑人刘金从农业银行崇文门支行取款机，持银行卡（卡号：）分两次提取现金3800元，卡内余额200元。当日9点32分，刘金持本人身份证在北京站售票大厅15号窗口，购买一张由北京站到沈阳北站k339次火车票。经查，该次列车于2012年4月17日11时整，由北京站出发，当日19时38分抵达沈阳北站。

二、案情分析及工作部署情况

综合上述情况，项目组分析认为此案系一起故意杀人案件，刘金具有重大作案嫌疑。依据为：现场周边约一公里内仅有刘金及三名死者共四人居住，此外无他人居住。现场无明显翻动痕迹及财务丢失。作案工具就地取材。现场仅发现一种可疑足迹，且在帐篷内地面及帐篷外侧排水沟及打井工作台均有分布。刘金案发后去向不明，同时拟定如下工作部署：

（一）技术、法医部门工作

1、技术部门对现场提取的痕迹物证进行检验，在现场周边扩大搜索范围，力争发现作案工具及其它痕迹物证。

2、法医部门对尸体进行解剖检验，对现场提取的生物检材进行检验。

（二）地区工作

1、对死者家属及关系人进行深入访问，了解死者生活规律、性格特点、矛盾因素等情况，注意发现可疑情况。

2、对现场工地工作人员进行深入走访、摸排，力争发现可疑线索。

（三）嫌疑人抓捕工作

1、向铁道部公安局和局属各单位发布协查通报，力争发现并查控犯罪嫌疑人刘金。

2、深入走访犯罪嫌疑人刘金关系人，了解刘金生活规律、社会交往等情况。

3、调取犯罪嫌疑人刘金及其亲友银行帐户案发前后交易情况，力争发现可疑线索。

4、派员前往中国黑龙江省绥化市、中国辽宁省沈阳市及中国河北省三河市查控犯罪嫌疑人。

三、破案经过

（一）线索来源及抓获情况

经技侦部门工作发现，2012年5月4日15时许，一部新启用的可疑手机号13796625831与嫌疑人刘金次子刘文彬（男，36岁，中国黑龙江省海伦市人）联系。此号码极大可能为嫌疑人刘金经使用。经工作，项目组于2012年5月4日19时许在中国辽宁省沈阳市兴隆堡镇镇政府外公路旁将犯罪嫌疑人刘金成功抓获。

（二）嫌疑人基本情况

刘金，男，1955年7月3日出生，户籍地：中国黑龙江省海伦市东林乡连山村1组，身份证号：，手机号：13763762487。

（三）嫌疑人供述情况

经突审，嫌疑人刘金初步交代：其在北京打工期间因琐事与宋振江、李永利、邢守德等三人素有矛盾，怀恨在心。2012年4月17日0时许，刘金趁三人熟睡之际持铁棍先后将三人杀害后逃离现场，直至被抓获。

（四）处理情况

目前，犯罪嫌疑人刘金已被昌平分局刑事拘留，进一步审查取证工作正在进行中。

At 8:47 on April 17, 2012, our detachment received the police from the duty room of the general team: three men were found dead at the construction site on the east side of the intersection of Tulou Village, Tulou Village, Machikou Town, Changping District, Beijing. Captain Ye Guoqing instructed: the first team, the seventh team, and the eighth team went to the site to carry out work. After receiving the report, Captain Zhao Bin of our detachment led the investigators of the Second Squadron to the scene immediately, and worked together with the Municipal Bureau Intelligence Center, the Twelfth Corps, the Seventh Detachment, the Eighth Team, the Ninth Team, and the Criminal Investigation Detachment of Changping Branch to form a project team to work together. Deputy Director Ding Shiwei and Zhang Bing of the Municipal Bureau, Chief Ye Guoqing and Deputy Chief Lu Baoquan of the Criminal Investigation Corps, Secretary of the Disciplinary Committee of the Twelfth Corps Zhou Yong, Director Tian Yunsheng, Deputy Director Xu Tong, and Deputy Director Yang Junling of the Changping Branch visited the scene in person. Direct detection work. After careful work, the project team arrested the suspect Liu Jin (male, 57 years old, from Hailun City, Heilongjiang Province, China) at about 19:00 on May 4, 2012 in Xinglongbao Town, Shenyang City, Liaoning Province, China. After a sudden trial, Liu Jin confessed to the crime of killing Xing Shoude, Li Yongli and Song Zhenjiang due to contradictions, and the case was successfully cracked. Details are as follows:

1. The incident

(1) Receiving an alarm

According to Captain Yang Chun of the Criminal Investigation Detachment of the Changping Branch: At about 7 o'clock on April 17, 2012, the caller Wang Jianming (male, from Chicheng County, Hebei Province, China) called the "Western Police Station" on the east side of the intersection of Tulou Village, Machikou Town, Changping District, Beijing. When delivering water to the well drilling site of Shakeng Coal Plant Landscape Ecological Forest Project in the area, they saw three people dead in the tent on the construction site, so they called 110 to call the police.

(2) Basic information of the deceased

Xing Shoude: Male, born on September 1, 1949, household registration: No. 181, Shaodaoan Village, Huangzhuang Town, Sanhe City, Hebei Province, China, ID number: , Tel: 13930691675.

Li Yongli: Male, born on December 11, 1956, household registration: Hebei Province, No. 102, Xinfang Village, Huangzhuang Town, Sanhe City, Hebei Province, China, ID number: , Tel: 13164207923.

Song Zhenjiang: Male, born on May 12, 1954, household registration: Group 1, Friendship Committee, Longhe Town, Nehe City, Heilongjiang Province, China, ID number: .

(3) On-site investigation and forensic examination

After investigation, the site was located in a tent at the construction site of the "Western Shakeng Coal Plant Landscape Ecological Forest Project" in Tulou Village, Machikou Town, Changping District, Beijing. The tent faces south, and there are four single beds facing north and south in the tent. Place three sheets on the ground on the north side and one sheet on the ground on the southwest side. Three bodies were found at the scene. Song Zhenjiang's body was located on the ground on the east side of the single bed on the southwest side of the tent, with his head in the southeast, his feet in the northwest, lying on his back, and wearing a pair of light blue underwear. Li Yongli's body was on the single bed on the east side of the tent, with his head in the south and his feet in the north, lying on his left side. The body covered his chest and was covered with a checkered quilt. Xing Shoude's body was located on the single bed in the middle of the tent on the north side, with his head south and his feet north, in a supine position. The body was covered with a green quilt with red flowers. A large number of blood spatters can be seen around the heads of the three corpses. A plastic bag was found on the ground on the east side of the single bed on the north west side of the tent. Inside the plastic bag was a deposit receipt from the Rural Commercial Bank of Hebei Province. The transaction time was April 4, 2012, and the name of the depositor was Liu Jin. Extract a bloody iron rod from the ground on the east side of the tent. One type of suspicious footprint was extracted from the ground of the tent, the drainage ditch on the south side of the tent, and the drilling workbench. The front part of the shoe print was a wavy pattern, and the rear part was a horizontal stripe pattern. There were no obvious signs of tampering at the scene, and no property was lost after preliminary inspection.

According to preliminary forensic examination, the wounds of the three deceased were concentrated in the head. Subcutaneous hemorrhage and fractures can be seen in the craniofacial region, consistent with the formation of multiple blows with a strip-shaped blunt instrument. The cause of death was craniocerebral injury. It is preliminarily inferred that the instrument of injury was a bloody iron rod extracted from the scene, and the time of death was around 00:00 on April 17, 2012.

(4) On-site visits and outstanding clues

According to Xu Jinshan (male, 30 years old, from Beijing), the person in charge of the construction site, the construction site where the site is located is the well drilling site of the "Shakeng Coal Plant Landscape Ecological Forest Project in the Western Region". The well drilling work started on March 10, 2012. There were four construction workers, namely Xing Shoude, Song Zhenjiang, Li Yongli and Liu Jin (male, 57 years old, from Hailun City, Heilongjiang Province, China). The four of them usually live in a tent at the well drilling site, and now Liu Jin's whereabouts are unknown.

After investigation, at 8:42 on April 17, 2012, the criminal suspect Liu Jin withdrew 3,800 yuan in cash in two installments from the Chongwenmen sub-branch of the Agricultural Bank of China (card number: ), with a balance of 200 yuan. At 9:32 on the same day, Liu Jin bought a ticket for train k339 from Beijing Station to Shenyang North Station at window No. 15 of the ticket hall of Beijing Station with his ID card. After investigation, the train departed from Beijing Station at 11:00 on April 17, 2012, and arrived at Shenyang North Station at 19:38 on the same day.

2. Case analysis and work deployment

Based on the above situation, the project team analyzed that this case was an intentional homicide case, and Liu Jin was suspected of committing a major crime. The basis is: only Liu Jin and the three deceased lived within about one kilometer of the scene, and no one else lived. There were no obvious traces of tampering and financial loss at the scene. The tools used in the crime were obtained locally. Only one suspicious footprint was found at the scene, and it was distributed on the ground inside the tent, the drainage ditch outside the tent, and the well-drilling workbench. Liu Jin's whereabouts after the incident is unknown, and at the same time, the following work arrangements are planned:

(1) Work in technical and forensic departments

1. The technical department inspects the traces and evidence extracted at the scene, expands the search area around the scene, and strives to find the tools of crime and other traces and evidence.

2. The forensic department conducts autopsy on the corpse and examines the biological samples extracted on the spot.

(2) Regional work

1. Conduct in-depth interviews with the deceased's family members and related persons to understand the deceased's life patterns, personality characteristics, contradictory factors, etc., and pay attention to discovering suspicious situations.

2. Conduct in-depth visits and investigations to the on-site construction staff, and strive to find suspicious clues.

(3) Arrest of suspects

1. Issue a joint investigation notice to the Public Security Bureau of the Ministry of Railways and its affiliated units, and strive to discover and prosecute the criminal suspect Liu Jin.

2. In-depth visits to the criminal suspect Liu Jin's contacts to learn about Liu Jin's life patterns and social interactions.

3. Collect the transaction status of the criminal suspect Liu Jin and his relatives and friends' bank accounts before and after the incident, and strive to find suspicious clues.

4. Send personnel to Suihua City, Heilongjiang Province, China, Shenyang City, Liaoning Province, China, and Sanhe City, Hebei Province, China to investigate and prosecute the suspects.

Three, the process of solving the case

(1) The source of clues and the situation of capture

The economic and technical investigation department found that at about 15 o'clock on May 4, 2012, a newly activated suspicious mobile phone number 13796625831 contacted the suspect Liu Jin's second son Liu Wenbin (male, 36 years old, from Hailun City, Heilongjiang Province, China). This number is most likely used by suspect Liu Jinjing. After work, the project team successfully arrested the criminal suspect Liu Jin at 19:00 on May 4, 2012, next to the road outside the town government of Xinglongbao Town, Shenyang City, Liaoning Province, China.

(2) Basic information of the suspect

Liu Jin, male, born on July 3, 1955, household registration: Group 1, Lianshan Village, Donglin Township, Hailun City, Heilongjiang Province, China, ID number: , mobile phone number: 13763762487.

(3) Confessions of the suspect

After a sudden interrogation, the suspect Liu Jin made a preliminary confession: During his work in Beijing, he had conflicts with Song Zhenjiang, Li Yongli, and Xing Shoude due to trivial matters, and held grudges. At about 0:00 on April 17, 2012, Liu Jin took advantage of the iron rods to kill the three people while they were asleep, and then fled the scene until he was captured.

(4) Processing situation

At present, the criminal suspect Liu Jin has been criminally detained by the Changping Branch, and further examination and evidence collection is in progress.
