赣县公安局紧密结合自身工作实际，以党的十八大安全保卫为主线，坚持立足本地、因地制宜，找准上级部署与六合实际的结合点，加强组织领导、层层动员部署、统一全局思想、狠抓推进落实，全警上阵、全警参与、全警推进，全面排查整改影响社会安全稳定的突出问题，营造平安和谐的社会环境迎接党的十八大胜利召开。
一、突出重点、明确重心，全面梳理化解涉稳隐患。按照“事关稳定、事关发展、事关公安”的原则，赣县公安局全面梳理、深入排查、全力化解各类涉及广大群众利益、存在不稳定风险的社会矛盾隐患。一是明确排查重点。围绕服务跨越发展、科学发展、争先发展大局，全面梳理排查征地拆迁、企业改制、环境污染等突出社会问题中存在的不稳定隐患，密切掌握群众反映的核心问题、利益聚焦的突出矛盾，确保排查工作纵向到底、横向到边、不留死角。二是科学推进稳评。对梳理排查出的矛盾纠纷隐患，该局会同县维稳办牵头进行审核，对确实可能引发不稳定事端的隐患，邀请具体矛盾纠纷涉及到的政府部门、行业单位中具有较强政策专业素养的负责人共同开展稳评工作，预测矛盾风险点、研究稳控化解措施。三是全力化解矛盾。该局带着对群众深厚的感情，对他们提出的合情、合理、合法的要求，想尽一切办法全力解决问题；对一时难以化解的耐心做好解释安抚工作，积极创造条件分步解决；对于少数妄图制造事端浑水摸鱼的人员，坚持依法从严查处，打出声威，震慑瓦解一批同类人员。
